Background/Discussion For the 2015 budget year, the Parks and Recreation Commission allocated Park Improvement Funds for athletic field improvements. The Elk River Youth Baseball Association (ERYBA) requested dugout installation ballfields #5 & #6 at the Youth Athletic Complex (YAC). Staff and ERYBA worked to develop a design and acquire bids which came in at$75,400. Obtaining bids was extremely difficult due to the small scope of the project and requirement for multiple quotes. The Commission felt the costs were too high for only two ballfields and on September 21, 2015, the City Council directed staff to reduce the cost and the 2015 project died. For 2016, the Parks and Recreation Commission recommended$80,000 for the construction dugouts on YAC #5 & #6 and Oak Knoll Athletic Complex fields #1 & #2. HKGi was engaged to develop a dugout plan and acquire bids. HKGi proposed two designs, a basic dugout and an enhanced baseball design. HKGi's best bid was $141,162 or $61,162 over the $80,000 city allocation. To bridge the deficit, staff developed an equitable cost-share plan with ERYBA and the new Elk River Softball Association. ERYBA indicated an interest while softball representatives indicated they cannot partner due to recent changes in their association. ERYBA further indicated that in order to complete the project in 2017 they would cover softball's portion of the funding gap,provided the city allow for multi-year financing. ERYBA requested the enhanced dugout design installed on YAC #5 & #6 and the basic design at Oak Knoll. Financial Impact The total estimated project cost is $141,162. The city will contribute $80,000 from the Park Improvement Fund leaving a balance of$61,162. If the Council agrees, ERYBA will donate $15,000 in 2017 and pay the remaining$46,162 in four equal installments each year from 2018 to 2021. RECITALS A. The City owns and operates the athletic fields at the Youth Athletic Complex and Oak Knoll Athletic Complex. B. Association has asked the City to install dugouts on fields #5 and #6 at the Youth Athletic Complex and Fields #1 and #2 at the Oak Knoll Athletic Complex. C. Without a substantial financial contribution from the Association, the City would be unable and unwilling to install dugouts at the Youth Athletic Complex and the Oak Knoll Athletic Complex. D. The City is relying upon this Agreement for a financial contribution to install dugouts for Fields #5 and #6 at the Youth Athletic Complex and Fields #1 and #2 at the Oak Knoll Athletic Complex. NOW, THEREFORE, IN CONSIDERATION OF THEIR MUTUAL COVENANTS THE PARTIES AGREE AS FOLLOWS: 1. INITIAL CONTRIBUTION. The Elk River Youth Baseball Association shall pay the City$15,000 as an initial contribution towards the City's costs to install dugouts at the Youth Athletic Complex and the Oak Knoll Athletic Complex at the time of execution of this Agreement. 2. SUBSEQUENT CONTRIBUTIONS. The Association shall make an additional contribution toward the cost of installing dugouts at the Youth Athletic Complex and Oak Knoll Athletic Complex in the amount of$46,162. The additional contributions shall be paid to the City in four (4) annual payments of$11,540, the first payment to be made on July 1, 2018, and the final three (3) payments to be made on July 1, 2019, 2020 and 2021. 3. FIELD TIME COMMITMENT. The Association shall have the same priority rights to use of the athletic fields at Youth Athletic Complex and the Oak Knoll Athletic Complex as other users pursuant to then-applicable city policies, including the city's field allocation policies. Failure of the Association to make its initial contribution and all additional contributions as provided in the Agreement shall be cause for the City to deny Elk River Youth Baseball Association field time on Fields #5 and #6 at the Youth Athletic Complex and Fields #1 and #2 at the Oak Knoll Athletic Complex. Optional work included a short CMU wall and fencing at the 4 YAC fields. A summary of the received quotes are as follows: Three general contractors submitted pricing for the complete base quote at $161,760.00, $119,438.16 and $116,960.00. Two contractors priced the optional CMU walls at YAC for $34,803.76 and $24,768.00. One contractor submitted just fence pricing at $19,800 for 8 dugouts, and a crew from Florida is willing to assemble the dugout kits for $29,120.00 with option of including dugout kit ftgs for $6,040.00 . Flagship Recreation, Inc. submitted a low quote for assembling the dugout kits and fencing – but no concrete work. They assumed City would pull the approx. existing 28 fence posts and they would re-use salvaged fencing for parts. M.A.C. Masonry, Inc. of Elk River submitted a low price for the concrete slab work and CMU optional work. Their bid for additional CMU work assumed stock materials, there is a $500 set up charge for custom colors. We suggest combining the two contractors (Flagship and M.A.C. Masonry work the base project comes in at $ 68,899.20 for 8 dugouts, and $18,913.44 to add the CMU wall option to the 4 dugouts at YAC. This work assumes the City would take care of any necessary erosion control, removals/disposals, and area restoration. The dug out kits quote from Dugout USA is $46,150 for 8 dugouts kits delivered. In summary, the total cost per dugout comes in at $14,381.15 each for the 8 dugouts, with an addition of $4,728.36 each to add a CMU wall at the 4 YAC fields. The City will need to order the dugout kits this month in order to receive them within the 5-6 week lead time suggested on March quote. The City should also commit to a contractor for the site work as soon as possible to guarantee availability this fall. Proceed with masonry work only after unsatisfactory conditions have been corrected. 3.2 PREPARATION A. Clean reinforcement and shanks of anchor bolts by removing mud, oil, or other materials that will adversely affect bond to mortar or grout. 1. Reinforcement with rust and/or mill scale is acceptable provided attributes of a cleaned sample are in accordance with the applicable ASTM specification. B. Prior to laying masonry, remove laitance, loose aggregate, and any other material that would prevent mortar from bonding to the foundation. C. Do not wet units before laying, unless otherwise required. Wet cutting is permitted. D. Cut units as required to fit; use motor-driven masonry saw. Install cut units with cut surfaces concealed as much as possible. CONCRETE UNIT MASONRY 04 22 00 - 7 3.3 INSTALLATION A. Select and arrange units for exposed masonry to produce a uniform blend of colors and textures. 1. Mix units from several pallets or cubes as they are placed. B. Comply with construction tolerances in TMS 602/ACI 530.1/ASCE 6, Article 3.3F. C. Construct grout spaces free of mortar dropping, debris, and any material deleterious to grouting. D. Lay all masonry true, level, plumb, and in accordance with the drawings. E. Ensure all vertical cells to be grouted are aligned and unobstructed openings for grout are provided . F. Lay exposed masonry in running bond unless otherwise indicated in Project Drawings. G. Lay concealed masonry in running bond unless otherwise indicated. H. Brace masonry during construction to assure stability if necessary. 3.4 MORTAR BEDDING AND JOINTING A. Place mortar in accordance with TMS 602/ACI 530.1/ASCE 6 Article 3.3 B. B. Initial bed joint shall not be less than 1/4 in. or more than 3/4 in. C. Lay all head and bed joints, except initial bed joints, a nominal 3/8 in. thick, unless otherwise required. 1. Do not exceed 5/8 in thickness of bed joints. D. Lay hollow units with head and bed joints filled with mortar for the thickness of the face shell. E. Lay solid units with full head and bed joints. Do not fill head joints by slushing with mortar. Do not furrow bed joints deep enough to produce voids. F. Remove mortar protrusions extending 1/2 in. or more into cells to be grouted. G. Fully mortar webs in all courses of piers, columns and pilasters, in the starting course on foundations, and when necessary to confine grout. H. Tool concave mortar joints on exposed walls, unless otherwise indicated, and strike to produce a dense, slightly concave surface well bonded to the surface of the masonry unit. I. Remove and re-lay in fresh mortar any unit that has been disturbed to the extent the initial bond is broken. CONCRETE UNIT MASONRY 04 22 00 - 8 3.5 EMBEDDED ITEMS AND ACCESSORIES A. Construct control joints as masonry progresses. B. Construct chases as masonry units are laid. C. Install pipes and conduits passing horizontally through nonbearing masonry partitions . D. Install and secure connectors, flashing, weep holes, weep vents, nailing blocks, and other accessories as required. 3.6 INSTALLATION OF REINFORCING STEEL, WALL TIES, AND ANCHORS A. Install reinforcing steel, wall ties, and anchors in accordance with TMS 602/ACI 530.1/ASCE 6 Article 3.4. B. Place reinforcement as detailed on the drawings. 1. Support and fasten reinforcement to prevent displacement beyond specified tolerances during construction and grouting operations. 2. Maintain clear distances between reinforcement and any interior face of masonry unit or formed surface, but not less than 1/4 in. for fine grout, or 1/2 in. for coarse grout. 3. Completely embed reinforcing bars in grout. 4. Place reinforcing bars maintaining minimum cover of: a. Where masonry is exposed to weather, 2 in. for bars larger than No. 5, 1 1/2 in. for No. 5 or smaller. b. Where masonry is not exposed to weather, 1 1/2 in. 5. Embed joint reinforcement with minimum 5/8 in. cover to faces exposed to weather or earth, and 1/2 in. elsewhere. a. Provide minimum 6-in. lap splices and ensure that all ends of longitudinal wires are embedded in mortar at laps. 6. Place reinforcing bars in walls and flexural elements to a tolerance of ± 1/2 in. when the distance from the centerline of reinforcing bars to the opposite face of masonry, d, is equal to 8 in. or less, ± 1 in. for d equal to 24 in. or less but greater than 8 in., and ± 1 1/4 in. for d greater than 24 in. 7. Foundation dowels that interfere with unit webs are permitted to be bent to a maximum of 1 in. horizontally for every 6 in. of vertical height. C. Install wall ties in accordance with TMS 602/ACI 530.1/ASCE 6 Article 3.4 C. D. Install anchor bolts as detailed on the drawings and in accordance with TMS 602/ACI 530.1/ASCE 6 Article 3.4 D. 1. Embed headed and bent-bar anchor bolts in grout. Anchor bolts of 1/4 in. or less may be placed in mortar bed joints at least 1/2 in. in specified thickness. 2. Maintain clear distance between anchor bolts and any face of masonry unit or formed surface of at least 1/4 in. when using fine grout, and of at least 1/2 in. when using coarse grout. CONCRETE UNIT MASONRY 04 22 00 - 9 3. Maintain a clear distance between parallel anchor bolts not less the diameter of the anchor bolt, nor less than 1 in. 3.7 GROUTING A. Comply with grout placement requirements in TMS 602/ACI 530.1/ASCE 6 Article 3.5. B. Place grout within 1 1/2 hr. from introducing water in the mixture and prior to initial set. 1. Discard field-mixed grout that does not meet specified slump without adding water after initial mixing. 2. For transit-mixed grout: a. Addition of water is permitted at time of initial discharge to adjust consistency to a slump between 8 and 11 in. b. Discard transit-mixed grout that does not meet specified slump without adding water, other than as allowed in 3.7 B. 2.a above. c. Transit-mixed grout may be used beyond the time limit as long as it meets the specified slump. C. Grout pour height: do not exceed maximum grout pour height as given in TMS 602/ACI 530.1/ASCE 6 Table 7, or as otherwise specified. D. Grout lift height: 1. Conventional grout: a. Limit the grout lift height to the bottom of the lowest bond beam more than 5 ft. 4 in. above the bottom of the lift, but do not exceed a grout lift height of 12 ft. 8 in. when the following conditions are met: 1) The masonry has cured for a minimum of 4 hours. 2) Grout slump is maintained between 10 and 11 in. b. When 3.7 E.1.a.1) or 2) above are not met, limit grout lift height to 5 ft. 4 in. 2. Self-consolidating grout: a. When placed in masonry that has cured for a minimum 4 hours, place in lifts up to the grout pour height. b. When placed in masonry with less than 4 hours of cure, place in lifts not exceeding 5 ft. 4 in. E. Grout consolidation: 1. Conventional grout: a. Consolidate grout pours 12 in. or less by mechanical vibration or puddling. b. Consolidate grout pours exceeding 12 in. by mechanical vibration, and reconsolidate after initial water loss and settlement has occurred. 2. Self-consolidating grout: consolidation or reconsolidation is not required. 3.8 FIELD QUALITY CONTROL CONCRETE UNIT MASONRY 04 22 00 - 10 A. Work shall be compared to approved mock up. Any work not meeting or exceeding specifications or mock up will be removed and replaced with satisfactory work at no additional cost to owner. 3.9 POINTING, AND CLEANING A. Point and tool holes in mortar joints to produce a uniform, tight joint. B. During construction, minimize any mortar or grout stains on the wall. Immediately remove any staining or soiling that occurs. 1. For precision or textured units, except as noted below, clean masonry by dry brushing before tooling joints. 2. For burnished, glazed, or pre-finished concrete masonry units, immediately remove any green mortar smears or soiling with a damp sponge. C. Final Cleaning: After mortar is thoroughly set and cured, clean exposed masonry surfaces of stains, efflorescence, mortar or grout droppings, and debris. 1. Use appropriate masonry cleaner as tested on the sample panel and as approved by the Design Professional, strictly following manufacturer's recommendations. 2. Do not use acids. D. At completion of masonry work, remove all scaffolding and equipment used during construction, and remove all debris, refuse, and surplus masonry material from the site.
