I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Planning Commission
was called to order at 7:00 p.m. by Chair Johnson.
2. Consider July 25, 2017, Planning Commission Agenda
Moved by Commissioner Larson-Vito and seconded by Commissioner Feinstein to
approve the July 25,2017,Planning Commission agenda. Motion carried 6-0.
4.I General Business—None
5.1 City Council Liaison Update
Councilmember Wagner provided an update on action taken by the City Council on
planning items at their June 19 meeting.
The Planning Commission recessed at 7:07 p.m.in order to go in to work session. The
Planning Commission reconvened at 7:09 p.m.
6.1 Subdivision Proposal: Meadowvale Road and Lander Street
Mr. Carlton provided information regarding a proposal to develop approximately 22.78 acres
located in the southeast corner of the intersection of Meadowvale Road and Lander Street as
a residential subdivision.
Chair Johnson noted that the request meets the Comprehensive Plan guidelines. He asked if
there were any plans to extend sewer and water to this area. Mr. Carlton stated that the
likelihood of that is small.
Discussion followed regarding the 2 proposed layouts.

Lynn Caswell,representing the applicant, stated that if only five lots were favored, the
applicant would approach the layout differently.
Councilmember Wagner stated she was not opposed to looking at options to change the
zoning of the property.
Mr. Carlton stated that staff will look at possibly rezoning the property, as the proposal does
not meet the existing zoning requirements. The Planning Commission expressed their
support for a possible rezoning, stating it was good to have a mix of lot sizes.
6.2 Highway I 0 Corridor South of 171'Avenue NW
Mr. Carlton provided information regarding the various land use designations and zoning
districts along the Highway 10 corridor south of 171st Avenue.
Discussion followed regarding improving the aesthetics along the corridor,increasing
standards,possibly combining some of the various zoning districts, the location of the YAC
fields and impacts development may have,and impacts of future signalization of Highway
10.

There being nothing further, Chair Johnson adjourned the meeting at 8:07 p.m.
