Discuss the status of the Community Center/Arena.
Background/Discussion
In 2018, the school district will be looking at renovating the football stadium as well as the entire athletic
field area west of the Arena,including the tennis courts.
Because of this, city staff has been meeting with officials from the school district to explore the possibility
of expanding the Arena to the west of where the Barn sits now. Discussions have been positive and both
sides are motivated to work together for a positive outcome for both sides.
Arena Manager Rich Czech,Arena Commissioner Matt Westgaard, and Arena Commissioner Mike
Cunningham will give an overview of the discussions that have taken place between school officials and
city staff. At the Monday,April 17 City Council work session, Council will be briefed on the progress
between school district officials and staff.

Adopt,by motion,ice rates for the 2017-2018 season.
Background/Discussion
Regular skating season rates are charged from September through February. Off-season rates are charged
from March through August.
Rates are higher during the regular season due to higher demand and ice availability. Over the years, the
Elk River Arena's ice rates have been moderately priced as compared to neighboring arenas.
Last season, the regular seasonal prime time hourly rate was not increased for the 2015-2016 season and
remained at$190.00/hr. The non-prime time ice was $145.00/hr. The off-season rates were held at
$145.00/hr. for prime time hours and$115.00/hr. for non-prime time hours. Increases have typically
occurred every two years and have increased less than 3%.
Smaller on-going consistent increases have a smaller impact on our customers and keep us competitive in
the market than larger increases over a longer period of time.
A number of factors are considered when we are establishing ice rates: competitor rates and their existing
agreements, operating expenditures, and scheduled capital replacements or improvements.
The Elk River Arena currently does not have a debt payment (i.e. mortgage);however,we do have many
expensive capital improvements that need to be made in the very near future. Any remaining balances
from ice revenues not tied to operations are maintained for capital repair and replacement. As noted in
the finance report, the Arena purchased a new Zamboni in 2015 which was paid out of these funds.
