PRSR 09-13-2017 Efk Meeting of the Elk River Parks and �\ Recreation Commission River Held at the Elk River City Hall Wednesday, August 9, 2017 Members Present: Chair Anderson, Commission members Ahlness, Holmgren,Niziolek, Kallemeyn, and Soltvedt Members Absent: Commission member Sagan Council Liaison: Mr. Olsen Staff Present: Parks and Recreation Director,Michael Hecker, Recreation Manager Steve Benoit,Parks Superintendent Tim Sevcik,and Recreation Coordinator, Tonya Love, Senior Planner, Chris Leeseberg . Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 8/9/17 Agenda Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to approve the August 9, 2017, Parks and Recreation Commission meeting agenda. Motion carried 6-0. 3. Consider 7/12/17 Regular PRC Minutes Moved by Commissioner Kallemeyn and seconded by Commissioner Soltvedt to approve the following July 12,2017, Parks and Recreation Commission Minutes. Motion carried 6-0. 4. Open Forum - None 5. Action Items 5.1 Park Dedication for Final Plat for Trace Heights Second Addition Mr.Leeseberg presented his staff report. Chair Anderson asked to see a park map of Sedge Meadow Park to show how a trail could be connected from that park to 197th of Trace Heights. Moved by Commissioner Ahlness and seconded by Commissioner Niziolek to recommend to City Council to accept park dedication for the plat of Trace Heights Second Addition to be paid for 18 dwelling units at the rate applicable when subdivision is released for recording along with installing a 10'wide bituminous Parks&Recreation Commission Minutes Page 2 August 9,2017 trail as shown in exhibit titled"Recommended Trails". Motion carried 6-0. 5.2 Park Dedication for Final Plat for Parkview Second Addition Mr. Benoit shared his staff report. Moved by Commissioner Kallemeyn and seconded by Commissioner Ahlness to recommend to City Council to accept park dedication for the plat of Parkview Second Addition to be paid for one dwelling unit at the rate applicable when subdivision is released for recording. Motion carried 6-0. 6. Discussion Items 6.1 Skate Park Update Mr. Benoit presented his staff report. Stating that the final design has been delayed due to the updated Orono Park Master Plan. Chris, Elk River resident shared that the Skate Park group would like to see the park be more of a priority. Kids are on the streets,back alleys and sidewalks and shunned by the community. Jessica Maetzig, ILT2F Elk River business owner stated she would like to host skate competitions and would like to push the urgency to get this project done. 6.2 Barrington Park Parking Issue Mr. Hecker presented his staff report. 6.3 Oak Knoll Lights Mr. Hecker presented his staff report. Dave Williams,Marketing Director of Youth Football Association shared that the Football Board will offer$7,000 a year for 9 years at a total of$63,000. Steve Webber, President of Youth Lacrosse Board stated the Lacrosse Board is willing to take on the financing but will need the city's assistance to get the loan as they do not own the land. 7.
