This report is a monthly highlight of department activities related to collaborations, strategic
planning, staff changes/developments, and park operations.
The Guide and Marketing
Commission members had requested at the August meeting to add The Department"Guide" and
marketing as a possible discussion item for the agenda. The guide and marketing were discussed
during the department budget meeting at the Monday,August 14 City Council work session. It was
made clear that the guide would no longer be produced. Some of the monies allocated for the guide
will be used in 2018 for a new Full time Marketing/Community Engagement position. One of the
duties of this new position will be the marketing of recreation programs.
Elk Rivers Ice Arena and Lion John Weicht Park Facilities RFP
A Request for Proposals (RFP) to obtain the services of a qualified architectural firm for the Arena
and Lion's Park Center and park will be accepted until Thursday, September 14,4:00 pm. The
consultant services to be performed are for designs and professional services for the Elk River Ice
Arena and Lion John Weicht Park improvements including: schematic design; final architectural and
site design;construction documents;bidding and construction administration. The improvements
requested are to follow the attached concept plans approved by City Council.
The planning process shall include city development requirements and processes that include
preparation of required submittals and presenting at Commission and City Council meetings. It is
expected construction documents be completed by February 1,2018 and construction begins in
April 2018. The successful proposal should include a detailed scope,budget estimate and a
willingness to participate in a collaborative project team with city staff and the School District.

October Commission Meeting Tuesday, October 17
A reminder that the October regular meeting is scheduled for Tuesday, October 17. It is expected
that the Park Improvement Fund will be discussed and recommended at this meeting. The meeting
date was changed to not conflict with the Minnesota Recreation and Park Association annual
conference during the week of October 10.

National Recreation and Park Association Annual Conference
I will be attending and presenting at the national NRPA annual conference in New Orleans the week
of September 25. My presentation session "Conservation Partnerships for Parks &Recreation"will
be one of ten sessions to be streamed"live"chosen from a total of 300-sessions that will be available
during the conference.
My session will describe how the greatest conservation successes occur in collaboration with
nonprofit partners. It will review two case study and best practices examples from Elk River
(William H. Houlton Conservation Area) and Mecklenburg County, Charlotte NC. The Trust for
Public Land speaker will be from the TPL Washington DC office.
Riverfront Concert Series at Rivers Edge Commons Park
The Riverfront Concert Series in the new expanded Rivers Edge Commons Park went very well.All
of the bands and the concert attendees provided positive comments regarding the new design. We
did not get any complaints or negative comments. It seems that the park can comfortably sit 2,000
patrons. The highest attended concerts of the season were the Fabulous Armadillos (8/10) and
Arch Allies (8/24) with an estimated crowd of over 2,000.
