Action Requested
Direct,by motion, staff to enter into a 5-year agreement with the Great River Regional Library (GRRL)
to increase open service hours.
Background/Discussion
The mayor has expressed interest in increasing weekly Elk River Library Hours so the library is open for
service at the same time each day.
In the council work session on August 14, 2017, GRRL leadership explained current programming, the
costs of additional hours, the impact of additional hours on the city's current programming contribution,
and their desire for a 5-year funding commitment to the new hours for staff and patron continuity. The
additional open service hours and programming adjustments amount to an additional$2,200 beyond the
city's most recent contribution.
The finance director has reviewed the current library budget and expenditures and has made adjustments
that will require no additional general tax levy funds.
By approving this motion, the council is committing to funding the new hours for at least the next five
years in future budgets. GRRL will draft a formal agreement.
Financial Impact
No financial impact beyond what has been provided to the council in preliminary 2018 budget
discussions. Future proposed budgets for the next 4 years will include funding for council approval. In
2023, the council will be asked to consider/reconsider a continuation of the additional hours.
