SUBJECT: Authorization to Advertise for Bids for
Group Health Insurance
The city's group health insurance renews on January 1, 2000, and the union
contract renews on October 1, 1999. Because of changes in the composition of the
service co-op (of which the city is a part) and market trend increases in premiums, it
is in the city's best interest to solicit bids for the upcoming contract year.

The bid proposals will include several alternates including bidding the city as one
group and separate union and non-union groups. In order to have premium
information available by November 30th, bids must be received no later than
October 20th. This will give staff adequate time to review the proposals and to meet
with employees, union representatives, and the council as necessary.
Action Requested
The council is asked to authorize staff to advertise for bids for group health
insurance for the contract year beginning January 1, 2000.
