Request
At its September 20, 1999 meeting, the City Council requested that staff investigate a
possible commercial parking lot at the old Morrell Trucking facility.

Status
After review of the zoning code, it was determined that commercial parking lots are not
a permitted use in any district. Parking is defined as an accessory use. An ordinance
amendment would be required to establish such a use in the C2 Office District.
The parking lot itself was constructed without submitting a grading plan for staff review.
It is unknown if the lot meets the setback requirements, and it does not meet the
curbing or hard surface requirements at this time.
Mr. Morrell was sent a letter (attached) outlining the above concerns and requesting
that he contact staff to discuss them. As of September 22, 1999, he had not contacted
staff.
A more extensive verbal update will be provided at the Council meeting of September
27, 1999.

Dear Mr. Morrell:
It has come to our attention in recent weeks that you may be planning or are in fact using a portion of
the property at 809 Jackson Avenue for a commercial parking lot. We have observed that the site
has been graded, striped and a sign displayed "Parking by Permit Only".
~ you propose to use the site for a commercial parking lot, the City has several issue~:
1. The Zoning Code only allows parking lots as an accessory use, not as the primary use of the
site. Establishment of a parking lot as a primary use would require an amendment to the
ordinance.
2. The parking lot would need to comply with the standards set forth in the ordinance including,
but not limited to: curbing, approved hard surface, and setbacks from the property line. Staff
has not had the opportunity to review your parking lot to determine if it complies with City
standards.
3. There is a concern with the safe pedestrian crossing of School Street by students should they
park in the lot.
The City Council has asked staff to investigate the above items and report back to them at their
September 27, 1999 meeting. I would appreciate it if you could contact me regarding these issues
and to set up a meeting with the Planning and Engineering staff prior to the Council meeting. You
