Control Agency (MPCA) Regarding 1999
Annual Evaluation and Planning
System for Wastewater Treatment
Attached for your review is a report from the MPCA regarding its 1999 annual
evaluation and planning system process. This report is based on information
provided by the city regarding the Wastewater Treatment Plant (WWTP) operation.
In general, this report indicates that the city WWTP is in compliance with
standards set forth by MPCA.

WWTP Lead Operator Gary Leirmoe and I have included some notes regarding the
score that the city's WWTP received for each category evaluated by MPCA. A
scoring change from last year to note is in section 1. This higher (more negative)
score is based on the fact that the primary clarifier was broken in 1999. The
ranking the city received for section 7, which is better than last year, is related to
the debt on the plant expansion project. It should be noted that from a city audit
point of view and a city budgeting point of view, the treatment plant is in a very
sound financial condition.
The City Council is requested to review this report with WWTP Lead Operator Gary
Leirmoe. Following this review, City Council action accepting this report is
requested. The city will then certify to MPCA that the report has been discussed.
Also attached is a 9/17/99 compliance monitoring survey of Elk River's WWTP as
conducted by MPCA. The report indicates that no deficiencies at the plant were
identified at the time of the inspection. The letter goes on to indicate that retired
WWTP Superintendent Darrell Mack did a commendable job of operating and
maintaining the city's facility.

Your evaluation was reviewed and enclosed is a report based on your responses.
We recommend the report be discussed at an upcoming municipal councillboard meeting. In some cases,
items identified in the report may require immediate attention. Comparing this year's data with that of
past evaluations may help identify areas of concern for your wastewater system. After the meeting, the
mayor/municipal chair should certify that the report has been discussed and submit this certification to the
Minnesota Pollution Control Agency. If possible, this should be done within 30 days of your receipt of
the report. The certification can be in the form of a letter signed by the mayor/chair.
We hope the report information will prove useful in planning for the future of wastewater treatment in

>>> SECTION SEVEN: FINANCIAL AND ORDINANCE STATUS
The area of sewer service charge systems and sewer use ordinances is complex
and
confusing. Municipalities which received funding from the federal or state
construction grants program or the State Revolving Fund (loan program) face
certain requirements in the area of ordinances. We have sample ordinances and
charge systems which you can use to create your own documents. If you have
questions concerning ordinances, charge systems, rate setting, or whether you
must meet the requirements of specific funding programs, please contact Ron
Omann at 1-800-657-3864.
Question 76.5. Your sewer use ordinance should require annual notification of
cost to all users. Users should be notified annually regarding what is
encompassed in the user charge.
Question 78.1. Since you have individual sewage treatment systems (such as
on-site septic tanks), your sewer use ordinance should deal with such systems.
As one aspect of municipal wastewater treatment, you should require inspection
and maintenance plans for such systems. As of January 1, 1998, all existing
ordinances governing individual sewage treatment' systems must comply with Minn.
R., ch. 7080 and must be submitted to the Agency for review.
Question 78.4. When new homes are constructed in your service area, you should
consider what is the optimal approach to treating the resulting wastewater.
Any
new construction should be consistent with your municipality's long-range
development plans. All new construction or replacement of an individual sewage
treatment system (such as an on-site septic tank) requires a compliance
inspection by a firm licensed to inspect individual sewage treatment systems.

Dear Mayor Klinzing:
I recently completed a compliance monitoring survey ofthe city of Elk River's wastewater treatment
facility. Mr. Darrell Mack and Mr. Gary Leirmoe accompanied me during the inspection and led a tour
of the facility. As you will note in the attached inspection report, I did not find any deficiencies at the
. time of the inspection.
The day of my inspection was Mr. Mack's last day of employment with the City of Elk River. Mr.
Mack did a commendable job of operating and maintaining the city's wastewater plant. He also assisted
many times with Agency training events. We appreciate this cooperative effort between the city of Elk
River and the Agency and look forward to working with Mr. Leirmoe in the future.
Thank you and your staff for providing such excellent service, answering my questions, and taking time
to meet regarding the permit reissuance.

INSPECTION SUMMARY
A Compliance Monitoring Survey (CMS) was conducted on August 24, 1999 by
Deb Lindlief of the Minnesota Pollution Control Agency (MPCA). The CMS was
conducted to determine the facility's compliance status with the terms and
conditions of its NPDES Permit. Following is a summary of the findings and
comments resulting from that inspection:
COMMENTS:
1. Darrell Mack, current Wastewater Superintendent as of date of
inspection. Gary Leirmoe, Wastewater Operator, will be the MPCA contact.
The city is undecided regarding how Mr. Mack's position will be filled.
