Zerw-as, Chief of Police Police Department Subject: SP~ED STUDY INFORMATION This is an informational memo to the Mayor and City Council regarding the results of three (3) separate speed studies recently conducted in the City of Elk River. Citizen complaints by resident(s) prompted our department to collect speed data in the following locations: The first survey "Was taken at the 500 block of Tipton Avenue, "West of Main Street. The speed trailer "Was placed there for six (6) days, accounting for 2,003 vehicles traveling during that time "With an average speed of 17.73 miles per hour in a thirty (30) mile per hour zone. The maximum speed logged "Was t-wenty-six (26) miles per hour. Thirty (30) miles per hour may be too fast for the curves on Tipton and lo"Wering the speed limit might be something to address in the future. . The 11200 block of 192nd Avenue "Was the next speed trailer placement that documented traffic for eight (8) days. 4,393 vehicles "Were clocked and averaged 23.39 miles per hour during this study. The speeds ranged from eleven (11) to thirty-nine (39) miles per hour in a posted thirty (30) mile per hour zone. The last survey conducted took place in the 11700 block of 193rd Avenue. Collecting data for five (5) days, determined the average speed of 3,109 vehicles to be 26.14 miles per hour. This "Was also a posted thirty (30) mile per hour zone. The highest speed of fifty-t-wo (52) miles per hour "Was detected at 4:00 a.m.; "While a minimum speed of eleven (11) miles per hour "Was at the other end of the spectrum.
