SUBJECT: Boys and Girls Club Update
Councilmember Thompson is the Chair of the Board of Directors of the Elk
River Boys and Girls Club. Councilmember Motin is also on the Board of
Directors. John Fitzgerald is the club's executive director, and Brian
Gustafson is its Program Director.

The Boys and Girls Club is working with the Lions Club on the construction
of the facility in the city-owned Lions Park. The building began construction
in late spring 1999 and is nearing completion. The Boys and Girls Club
continue with its fundraising efforts for this construction project and for
operating revenues. A grand opening is anticipated some time in the near
future when the facility is completed.
Councilmember Thompson and/or Motin should be able to provide everyone
with an update on the status of this project at this October 18, 1999, City
Council meeting.
Attached to this memo is a request from John Fitzgerald for landfill waste
abatement funds for the Boys and Girls Club project. In February the council
determined that the Club would be a very appropriate demonstration site
and approved spending $65,000 from this fund for products made of recycled
material. The attached memo from Building and Zoning Administrator Steve
Rohlf reviews this request for additional funding and recommends approval.

SUBJECT: REQUEST FOR FUNDING BY THE
BOYS AND GIRLS CLUB
On February 8, 1999, the Elk River City Council approved the expenditure of up to
$65,000 oflandfill surcharge money to provide recycled building materials in the Boys
and Girls Club. Under Minnesota Statute 115A.921, one legitimate expenditure of the
landfill surcharge the city collects is landfill abatement. As part of the agreement to
receive the money mentioned, the Boys and Girls Club is to use their building as an
educational tool to promote landfill abatement (recycling). The Minnesota Office of
Environmental Assistance felt the Boys and Girls Club would provide an excellent
opportunity to do this.
The Boys and Girls Club is requesting an additional $11,225 to purchase even more
. recycled items for their building. An itemized list is attached to this memo.
Staff is recommending that the city provide these additional funds to the Boys and Girls
Club from landfill surcharge money under the conditions placed on the original funding
to ensure landfill abatement is stressed. A copy of the agreement for the original
$65,000, which contains these conditions, is attached to this memo

RECYCLING
MODEL AGREEMENT
This Agreement is between the City of Elk River, located at 13065 Orono
Parkway, Elk River, Minnesota, hereinafter the City; and the Boys and Girls Club
of Elk River, Inc., to be located at 905 6th Street, Elk River, Minnesota, hereinafter
the Club.
Whereas reduction, reuse, recycling, and education are important strategies
for abating landfill use; and
Whereas the City has certain funds available from landfill host fees that can
be used for establishing model recycling sites; and
Whereas the Club would like to use its building as a showcase for recycling
and recycled content building materials:
Therefore the City agrees to provide the Club the sum of sixty-five thousand
Dollars ($65,000) to purchase and install in the Clubs new construction building,
materials that are made from recycled products under the following terms and
conditions.
1. All recycled materials that are purchased with money provided by the
City shall be pre-approved by the City through their Environmental
Representative.
2. All recycled materials approved by the City and installed in the Club's
building shall be identified by signage approved by the City'
Representative.
3. The Club's building, upon completion, shall be available to the City to use
as a show case in leading environmental tours, seminars and the like.
Availability shall be any time that the building is covered by a staff
person and will not dramatically interfere with the program purposes of
the Club.
4. Signage revealing the Club as a Recycling Showcase, at the option of the
City, and at their expense, and upon the proper approval and conformity
to City Ordinances, may be placed outside the Club so long as it does not
over-shadow the Club's signage or lead anyone to believe that the building
is established for anything other than the Club's programing purposes.
5. The Club agrees to conduct recycling and waste reduction programs
during the construction of the Club's building.

6. The Club agrees to conduct and maintain recycling programs within their
building for materials that are used and/or consumed within their
building.
