Action Requested
Recommend, by motion, amending the Comprehensive Plan to change the land use guidance from
Industrial to Highway Business for the following reasons:
1. The current use of the site is consistent with highway business uses.
2. The proposed land use is consistent with the surrounding land uses.
3. The use would not have adverse impacts on the surrounding land uses.
4. The proposed changes are in general conformance to the adopted Comprehensive Plan
Background/Discussion
The applicant is seeking a land use amendment in conjunction with a zone change (ZC 17-07). The land
use amendment is needed before a zone change can occur. Staff is recommending approval of the ZC
17-07.
The subject property currently has a land use designation of Industrial. The Industrial land use includes
all forms of businesses with manufacturing, distribution, warehousing or other industrial use and is
commonly referred to as "Light Industrial", "Medium Industrial" or "General Industrial."
The applicant is requesting the property be guided as Highway Business which supports a zoning
classification of C-3 Highway Business. The Highway Business land use ranges from moderate to high
intensity forms of commercial development in Elk River. Businesses in this category may be the largest
both in terms of size and traffic generation while also providing services and convenience types of
business.
Future Highway Business developments should be located within the Urban Service Boundary and
adjacent to regional highways with both visibility and access. Examples of Highway Business uses include
discount retailers, grocery, restaurants, automotive sales and service,general merchandise, and
professional services.
The subject property is adjacent to County Road 1 and the existing tenants provide professional services.
There is a small area of Highway Business across County Road 1 from the subject property.
