The Rivers of Hope (ROH) organization is coming before the City Council to request
funding for its programs and activities. Every year it seems like the City Council
has a line item in its draft budget for a contribution to this organization and in the
budget balancing worksessions, this line item gets removed and the council agrees
that if city funding is going to be given to this organization, then such monies would
come out of its city council contingency fund. This was the case with both the
adopted 1999 budget and the proposed 2000 budget. By way of background
information, the City Council provided ROH with $5,000 in 1997, and $2,000 in
1998. The City Council should understand that with or without approval of this
funding request, it can anticipate similar ongoing requests in the future.
Last year the ROH discussed city contracts for service and service agreements. The
e-mail we received from Executive Director Margaret Ostman regarding having
ROH on the agenda talked about a "fee" for domestic abuse advocacy services. The
attached November 23, 1998, ROH letter from Margaret Ostman indicates that this
organization is hoping to receive $5,000 from the city in 1999. The attached
October 20, 1999, material is requesting more than this amount.
I think that everyone acknowledges that ROH is a valuable organization and meets
a very important community need. However, the ROH is a social service
organization and the funding for these types of programs is generally not a city
responsibility, but more of a state or county responsibility. Much like the county
does not fund youth recreation programs; the city generally does not fund social
service programs. The city is under no obligation to partially fund this organization
and it is strictly a City Council decision whether or not it wants to contribute.

Dear Mayor and City Council Members,
Rivers of Hope, the domestic abuse advocacy agency for Wright and Sherburne Counties, is asking
you to consider contracting for services or contributing to the emergency services we provide residents of
Elk River in 1999. We are appreciative of the fact that we were made a line item on the city's budget in
'98 and we received $2000 for youth advocacy services. This next year we are asking for $5000 from the
City of Elk River. Our budget in fiscal 1999 is $289,822.91. Elk River citizens make up ] 7% of the adults
we see, youth are not included in that number and we have advocates working in every secondary school in
the Elk River Area School District. We need the City of Elk River to help us help residents.
For nearly ten years we have been providing desperately needed advocacy services to the residents
of the cities we serve at no charge. Weare finding we cannot continue these efforts without considerable
financial support from our communities. The number of victims coming forward, the number of domestic
assault arrests made, and the number of residents moving into our counties all work together to heavily tax
our capacity for service at Rivers of Hope (ROH).
ROH supports staff and volunteers who work and coordinate efforts with area school districts,
counseling centers, county social/human services, health providers, criminal justice agencies, probation,
attorneys, and medical clinics focusing on services in four primary areas including advocacy and support,
criminal justice intervention, community education and youth violence prevention and intervention services.
We recognize that those who live with the daily threat of domestic abuse clearly need accessible,
supportive, educational and comprehensive local programs. Rivers of Hope provides a vital service to the
families who come to us with hope for safety and help in breaking the cycle of domestic violence.
In ] 998 we began receiving law enforcement arrest and incident reports from the Elk River Police
Department with the agreement that we will immediately notify the victim of a domestic assault and offer
services. There would be a significant cost for Elk River to provide their own victim services if we were not
here. Weare accessible 24-hours a day with crisis intervention assistance.
Two other cities contributed a total of $6000 to Rivers of Hope last year and the City of Becker
has already voted to resign a contract with ROH. It is important to us that Elk River, the city where we
spend the most and serve the most residents, financially supports this work on behalf of public safety.
Please find enclosed our proposed budget. If there is any more information you require, please call
me at 44] -0792 and I would be happy to provide it. We have a number of supporters, including many Elk
River residents, who would like to see the city be more supportive of crisis intervention services and would
be more than willing to attend a city council meeting to discuss it further. If that interests you, please call
me at one of the numbers listed above with a date in mind and we will try to accommodate your schedule.
If you prefer the form of a contract for services, we would be happy to provide a sample document.
Please respond to this request as soon as possible so we know if you need more information and
whether we can count on you to be part of the solution of domestic violence costs in our community.

Dear Mayor and City Council Members,
Rivers of Hope, the domestic abuse advocacy agency for Sherburne and Wright
Counties, has asked the City of Elk River to contract for the services we provide it's
residents. We were made a line item on the city's budget in 1998. We sent a letter
requesting $5000 last November for the '99 city budget, we have not received money or
notification of any kind.
We are once again asking the City to contract for the services we provide. We
need compensation for 1999 as well as 2000. We would like a contract agreement that
does not require extensive deliberation every year. We have provided the City with a
sample contract.
We served 287 people directly in Elk River in 1998. The cost we spent per person
was $182.24 making the amount we spent in this city $52,302.88. The City gave us
$2000 or 4% of our cost. (We received $5000 or 19% of cost from the City of Buffalo,
18% from Becker and 5% from Annandale.)
Our budget in fiscal 1999 is $289,822.91. Elk River citizens make up 19% ofthe
population we serve overall, 41% of those worked with in Sherburne County. We are
asking for 15% ofthe cost of services provided or $8259.95 and are willing to go
elsewhere for the balance needed.
For ten years we have been providing desperately needed advocacy services to the
residents of the cities we serve without dependable city compensation. We are finding we
cannot continue these efforts without considerable fmancial support from our
communities. The number of victims coming forward, the number of domestic assault
arrests made, and the number of residents moving into our counties all work together to
heavily tax our capacity for service.
It is our intention to contract in every city in these two counties. Before we go to
those that do not already have agreements with us, it is important that Elk River, the city
where we spend the most and serve the most residents, financially supports this work.
