Subject: ELK RIVER ICE ARENA POLICY
ON DISORDERLY SPECTATORS
On October 19 ~ 1999, staff members from the police departJ:nent, ice
arena, and senior high school administration met to discuss the
problem(s) with unruly spectators at Elk River hockey games. It "W"as
agreed upon that anyone that breaks the rules or commits a crime on
the premises "W"ould be banned from the arena for six (6) high school
hockey games for the fITst offense. A second infraction "W"ould result
in being prohibited from attending high school hockey games for the
season. For council information, this policy will also be expanded to
include any high school athletic event.

The rationale for these sanctions "W"as to send a strong message that
disorderly and disruptive behavior will not be allo"W"ed at any sport
functions in the future. School administration plans to have an
assembly with all students to explain the policy and ramifications for
people "W"ho violate the policy. Elk River Ice Arena staff plan on
reading the policy before hockey games to educate the public on the
policy ~ as "W"ell.
Our hope is that this will eliminate the potential for situations getting
out of hand and aid the officers "W"orking hockey games. If you, as a
council, have any thoughts or suggestions on this policy~ please
