I 85th Avenue Sidewalk
At the February 22, 200S City Council meeting, the City Council directed staff to investigate
the issues relating to installing a trail or sidewalk of some type along 18Sth Avenue from Fox
Haven to Pascal Street, in order to allow residents to access River Place Park. There are
detached bituminous trail sections in both Fox Haven and River Place Developments.

At the March work session meeting, staff will provide a short video of the existing site
conditions in the area the trail or sidewalk is proposed to be placed.
The City Engineer has investigated the following issues:
A. There is right-of-way available to construct the requested trail or sidewalk.
B. 18Sth Avenue currendy does not have curb and gutter, therefore, storm water sheets
off of the driving surface onto adjacent properties. The video will show the side
slopes adjacent to the road which would allow water to sheet from the road into the
adjacent neighbors' property across the proposed trail. If the path is constructed of
gravel, gravel will subsequendy wash into the neighboring properties' yards.
C. The estimated cost of constructing a six-foot wide path is $8,900.
Request
Staff requests that the Council provide further direction regarding the 18Sth Avenue trail or
sidewalk.

Dear Ms. McPherson:
At last month's City Council meeting the issue of the detached trail on 185th Avenue from
the Fox Haven development to the River Place development was discussed. The City
Council gave direction for staff to come back with additional information at the March work
session meeting. The two pieces of information the Council asked about were: Is there
sufficient right-of-way along 185th Avenue to construct a detached trail, and what would be
the cost of a temporary detached trail- either gravel or a bituminous.
The answer the first question is that our research back when the Western Area Phase 4
project was undertaken indicated that there is sufficient right-of-way along the 185th Avenue
alignment to construct a detached trail. A review of the area indicates that there is an
existing 10-foot bituminous trail on the north side of 185th Avenue adjacent to the River
Place plat, and that there is a 10-foot wide bituminous trail on the north side of 185th Avenue
adjacent to the Fox Haven plat, which runs westerly to Naples Street.
It would take approximately 1,200 feet of trail construction along the north side of 185th
Avenue to connect these two points. However, a review of the area suggests that in places it
will be difficult to construct a temporary trail as the properties along 185th Avenue drop off
severely from the road surface. We would recommend that if the connecting trail is deemed
to be temporary that it only be no more than six feet in width. An estimated cost to
construct a 1,200-foot six-foot wide gravel trail is $4,500. To add a 2-inch bituminous
surface would be an additional $4,200 for a total $8,900 for a bituminous 6-foot wide trail. It
should be noted that in many areas this temporary trail would not meet the standards of the
Americans with Disabilities Act (ADA).

The following petition is intended for the City of Elk River and the City Council. It is the
request of the community members who have signed this petition that a sidewalk be
installed ~ong 185m Ave. This will allow sidewalk access to other neighborhoods and
the City Park (Riverplace). Pedestrian safety is a concern due to the increase traffic
expected from the commercial development. We feel it is important sidewalks be
installed I completed along 185m Ave. .
