SUBJECT: Board and Commission Appointment Policy
Attached for your review are the existing Board and Commission
Appointment Policy and a revised policy.
Following council review of the revised policy, staff is proposing that the
council consider adopting a revised policy.

The policy sets out a specific procedure for board and commission
appointments. The council originally adopted this policy in 1993 to allow new
applicants to apply for positions and so that existing commissioners did not
assume that they would be automatically reappointed.
Last year the council made some changes to term dates of some boards and
commissions. The Planning, Park and Recreation, Utilities, and Ice Arena
Commissions terms have been changed to run from March 1 to the last day of
February. This change is spelled out in the policy under number 8.
The HRA, EDA and Library Board terms run from January 1 to December 31
mainly due to state statute requirements. State law also requires that the
Mayor upon approval of the City Council appoint these positions. According
to the draft policy, the Mayor should decide whether or not to advertise for
these positions.
The winter edition of "The Current" will be published on December 1. I will
be including an article requesting applications for board and commission
members. I need to know whether or not to include the HRA, EDA and
Library Board in this article. Listed below is the status of those
commISSIOns.

* ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS
EXPIRE WILL BE INFORMED OF THIS POllCY IN WRITING.
* ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS HAVE
EXPIRED, AND WHO WISH TO REAPPLY, SHALL FOLLOW THE SAME
PROCEDURES AS OTHER APPllCANTS APPLYING FOR THE POSITION.
PROCEDURE:
All board and commission expirations and vacancies will be advertised in the Elk
River Star News and/or "The Current" newsletter.
All applicants must complete an "Application for Appointment to City Board or
Commission" and submit the application by the deadline date.
The Council will review all submitted applications.
The Council may interview as many candidates as desired for each vacancy.
If an applicant does not receive an interview, he/she will be notified in writing.
The Council will make the appointments as desired.
Applications of all applicants that were not appointed will be kept on file for one
year. If there is a vacancy during the year for the same position for which the
applicant previously applied, the Council may make an appointment from those
applications on file without further interviews.
* THE PURPOSE OF THIS POLICY IS TO DEVELOP CONSISTENCY IN THE
APPOINTMENT OF BOARD AND COMMISSION MEMBERS AND TO KEEP
THE DOOR OPEN TO NEW APPLICANTS.

PROCEDURE:
1. All applicants, including board and commission members who are
seeking reappointment, must complete an "Application for
appointment to City Board or Commission" and submit the
application to the city clerk by the deadline date.
2.
Board and commission expirations and vacancies will be advertised in
the Elk River Star News, "The Current" newsletter and city web page.
3.
The Council will review all applications.
4. Applicants will be interviewed by the City Council, if the Council so
desires.
5. The Council will make all board and commission appointments. The
Council has the option to make board and commission appointments
and/or reappointments without going through the interview process.
6. Board and commission applications will be kept on file for one year. If
a vacancy occurs during the year, the Council may make an
appointment from the applications on file.
7. Planning Commission, Park and Recreation Commission, Utilities
Commission, and the Ice Arena Commission terms run from March 1
to the last day in February. Interviews for these annual term
expirations will be held in January or February so that terms can
begin on March 1.

HRA, EDA, and Library Board terms run from January 1 to December
31. The Mayor, upon approval of the Council, shall make
appointments to the HRA, EDA, and Library Board. The Mayor shall
decide whether or not to advertise for these positions.
