ACTION REQUESTED:
Receive the MPUC Notice of Approval for the ERMU/WH Electric Service Territory Boundary
Modification.
BACKGROUND:
On June 16, 2017 Elk River Municipal Utilities (ERMU) and Wright-Hennepin Cooperative
Electric Association (WH)filed a joint request with the Minnesota Public Utilities Commission
(MPUC)to update the electric service territory boundaries for two existing developments.
DISCUSSION:
In the filing,ERMU and WH agreed to a permanent transfer of the exclusive right to provide
electric service as outlined in the attached filing.
Docket No. E-234,148/SA-17-489 was considered and approved by the MPUC on September 28,
2017.

• Approved the requested service territory transfers
• Minnesota Geospatial Information Office should update the Commission's maps to
reflect the service area designations as shown on the maps in the Petition
The Commission agrees with and adopts the recommendations of the Department of Commerce,
which are attached and hereby incorporated into the order. This order shall become effective
immediately.

I. SUMMARY OF PROPOSAL
On June 16, 2017, Elk River Municipal Utilities(the Municipal)) and Wright-Hennepin
Cooperative Electric Association (the Cooperative), collectively the Parties,jointly filed a
petition under Minn. Stat. Section 2166.39, subd. 3, asking the Minnesota Public Utilities
Commission (Commission)to update the Parties' service territory boundaries.
II. DEPARTMENT ANALYSIS
A. ASSIGNED SERVICE AREA
Minnesota Statutes section 2166.39, subd. (3) states:
... the commission may on its own or at the request of an electric utility make changes in
the boundaries of the assigned service areas, but only after notice and hearing as
provided for in sections 216B.17 and 216B.18.
The Municipal and the Cooperative have agreed to a permanent transfer of the exclusive right
to provide electric service, as generally depicted in the map attached as Exhibit A to the
petition. The Municipal will transfer to the Cooperative (Area 1): Lots 10—13 of Block 3 and
Lots 1—3 of Mississippi Cove in Otsego. The Cooperative will transfer to the Municipal (Area 2):
Lots 1—4 of Block 3 and Lots 1—7 of the Villas in Otsego. Greater detail of Areas 1 and 2 are
depicted in Exhibits B and C to the Petition respectively.
The Cooperative is currently providing electric service to Area 1, and the Municipal is currently
providing temporary service to one location in Area 2.

B. CUSTOMER NOTICE
According to the Petition, no existing customers will be affected by a change of service provider
due to this transfer.The Parties have agreed to cooperate fully in notifying affected customers
of the proceeding and the transfer of electric service.
C. COMPENSATION
According to the Parties' agreement,the Parties agreed that no compensation is due to either
Party for the exchange of Service Areas.
Thus, the Department agrees that the Parties' request is reasonable.
III. RECOMMENDATION
The Department recommends that the Commission approve the requested service territory
transfers. MnGeo should update the Commission's maps to reflect the service area
designations as shown on the maps in the Petition.
