5.6 ERMUSR 10-10-2017 Elk River Municipal Utilities UTILITIES COMMISSION MEETING TO: FROM: ERMU Commission Eric Volk—Water Superintendent MEETING DATE: AGENDA ITEM NUMBER: October 10, 2017 5.6 SUBJECT: Jackson Street Water Tower Rehabilitation Update ACTION REQUESTED: None BACKGROUND/DISCUSSION: Zack Carlton, City Planner, has been working with Kodet Architectural Group to develop an estimate for the Jackson Street Water Tower reconditioning. Zack has received the estimate for the reconditioning(see attached). Zack, along with Kodet Architectural Group,will be applying for a grant which will fund all of the architectural drawings for the tower reconditioning. The grant needs to be submitted by October 13, 2017. If the grant is awarded, notification will take place within eight weeks of the due date. FINANCIAL IMPACT: The project will have future impacts to the water department reserves; the dollar amount is yet to be determined. This proposal is organized into the following categories'. 1. Restoration Grants:Drawings&Consulting Services for obtaining cost estimates and restoration grants. 2. Environmental Grants:Drawings&Consulting Services for obtaining cost estimates and environmental grants. Full Architectural Services to complete the drawings for construction,bidding,and construction contract administrations.Referred to as Basic Services,these are briefly outlined on page 2. This proposal is based on an assessment completed August 3,2015. FIXED FEES BY CATEGORY Restoration Grants:Drawings&Consulting Services 1. Provide architectural drawings completed from the scanned drawings by a vendor. 2. Provide details and support information as required by the U.S.Department of the Interior for property listed on the National Register of Historic Places. 3. Provide details and support information as required by the Minnesota State Historic Preservation Office(SHPO)and grant distributor,Minnesota Historical Society(MNHS). 4. Provide a cost estimate developed in house. 5. Provide reference materials for Elk River to write grant proposal. 6. Four meetings to review and develop materials. Fee Proposal: Vendor proposal(by vendor) $3,100(estimate,final TBD) Architectural hourly estimate' $4,750 Total $7,850 Environmental Grants:Drawings and Consulting Services2 1. Obtain vendor proposals for environmental studies. 2. Provide vendor with drawings and information to do environmental studies. 3. Work with vendor to provide a cost estimate for environmental grants. 4. Provide reference materials for Elk River to write grant proposal. 5. Meetings as described in Item 5 of Restoration Grants:Drawings&Consulting Services Fee Proposal: Vendor proposal(by Nova) $3,500(estimate,final TBD) Architectural hourly estimate' $1,750 Total $5,250 Attached are Kodet Architectural Group's standard hourly rates. If the hourly rate and hours exceed the proposal by 10%the owner agrees to negotiate with the architect the scope and fee for adjustment to the proposed estimate. 2 Note: Kodet is not an environmental consultant. As such the contract with the environmental firm will be between Elk River and the selected vendor. Architecture • Intt3rl•prs • Planning BASIC SERVICES Kodet Architectural Group has the expertise and experience to provide full architectural consulting services for the restoration.The following outline describes the services referred to in this proposal.The complete scope of services will be outlined by the selected form of agreement.We suggest using the AIA BI01 Owner/Architect Agreement. DESIGN DEVELOPMENT Architectural design development services during the Design Development Phase include preparation of design documents based on full scope of restoration services identified for the project. • Plans • Elevations • Cost estimate • Scope of improvements as outlined in the cost estimate • Selection of building materials and systems • Structural Design,if required(to be an additional services) • MEP,if required(to be an additional services) • Meetings CONSTRUCTION DOCUMENT Architectural design/documentation services during the Construction Documents Phase consist of preparing drawings based on approved Design Development documents setting forth in detail the architectural construction requirements for the project. • Detailed construction plans and specifications • Detailed construction elevations • Detailed selection of building materials and systems • Detailed structural construction drawings,if required(to be an additional services) • MEP and fire sprinkler, based on performance specifications for design build by the contractor,if required(to be an additional services) • Meetings BIDDING OR NEGOTIATION Place approved project Contact Documents out for bids to mutually acceptable contractors. • Interpretation of construction documents during Bidding • Evaluation of bids • Issue addenda • Services as needed to facilitate bidding • Meeting for bid opening and analyze bids for compliance with specifications • Summarize bids received and recommend bid award to the owner CONSTRUCTION ADMINSTRATION • Coordinate with contractor(s)in observation and review of the construction work • Review applications for payments,prepare change orders,and issue RFPs and ASIs • Process submittals, including receipt, review of, and appropriate action on shop drawings product data, samples and other submittals required by the Contract Documents • In-office consultation and interpretation of drawings and specifications. • Distribution of submittals to owner,contractor and/or architect's field representative • Prepare the necessary punchlist and project close-out documents • Warranty punchlist at the end of construction and an 11-month warranty inspection • Estimate of 8 site visits by A/E team OPTIONAL SERVICES BY THE ARCHITECT OR OTHERS • Soil borings,testing and survey,etc.will be coordinated by Kodet Architectural Group and are to be paid directly to the vendor by the Elk River Municipal Utilities. • Environmental analysis,design,etc.(i.e.asbestos)are not included. • Building assessment services are not included in this proposal. Scope of assessment services depends on the condition of the building to be remodeled Basic Services Fees: Proposed fees,Architecture,Mechanical,Electrical,Plumbing,Fire and Structural.Lump sum negotiated based on 7.85%of construction cost plus reimbursable expenses. Construction budget to be developed during the Drawings&Consulting Services phase and approved by Elk River Municipal Utilities. 2 Architecture • Interiors •Planning 87 REIMBURSABLES Typical reimbursable are in addition to the above and include the following: • Travel expenses • Any professional fee taxes • Options such as models,renderings,etc. • Field verification(Scanning building) • Printing for bidding • Costs incurred in providing services • Copying • Color plots,drawings,etc. _ • Specialty consultants,if required,are in addition to the above,which may include: o Acoustical consultants o Landscape architects o Civil engineers o Structural Engineers o Mechanical,Electrical,and Plumbing engineering. o Watershed engineering o Lighting consultants o Other specialty consultants,as identified by the Elk River.
