MEMORANDUM Mayor and City Council FROM: Scott Harlicker, Senior Planner&- DATE: November 15, 1999 SUBJECT: Northstar Corridor Update At the November 4, 1999 meeting of the Northstar Corridor Development Authority the Authority received an update on the ridership estimates, heard presentations on station layout, land preservation tools and draft MnDOT guidelines and policies on the regional commuter rail plan. . The ridership estimates for Elk River show that in 2005 562 people will be walking to the station and 487 will arrive by vehicle and in 2020700 people will be walking and 602 will be driving. Staff believes these estimates are not accurate. The consultant agreed and will be redoing the ridership estimates for Elk River. The consultants presented prototype stations and layouts. The stations are likely to consist of a 10-15 foot wide platform with a two canopies. The canopies will include a radiant heat system and some type of wind break. The Elk River station will encompass 8 to 9 acres and include 588 parking spaces. Areas for bus parking and car drop off will also be included. There is also the possibility of including a shelter similar to the one located at the Northtown bus transfer station. The issue of land preservation tools was discussed. There are tools available to cities which will allow for the preservation of land in and around the proposed station. Tools include development moratoriums, interim development controls and property acquisition. Staff will be working with the City Attorney and the consultant on which methods might be most appropriate for Elk River. . MnDOT presented their draft guidelines and policies on the regional commuter rail plan. Most significant for Elk River and other cities that will have rail stations is the guideline that local governments own the station and parking lots and be responsible for routine day to day maintenance of the facility. 13065 Orono Parkway · P.O. Attached is a preliminary layout for the Elk River station. The Commission had a concern about safety at the "at-grade-crossing" of 171 st Avenue. They would like to see the possibility of an underpass for both pedestrians and vehicles receive further consideration. They felt land uses around the station should emphasize business park development. Towards the end of November or the first half of December, once the design of the station is in a more final form, a neighborhood meeting will be held. Vice Chairperson Donlin called the meeting to order at 4:36 p.m. 2. The agenda for October 7, 1999 and the meeting minutes of September 2, 1999 were approved as presented by unanimous consent. 3. Rick Nau presented information regarding the draft preliminary schedule for completing the Northstar Corridor MIS/EIS and subsequent engineering design and construction dated September 30, 1999. No action taken. . 4. Tim Yantos reviewed the process to obtain funding for the Northstar Corridor Commuter Rail Project. No action taken. 5. Paul McCarron provided an update on the congressional appropriations. Congress has passed legislation appropriating ten million dollars in Intermodal Transportation Funds for the Northstar Corridor and three million dollars in New Starts funds for the Twin Cities Transitways. 6. Jeanne Witzik, BRW, presented information on the EIS Scoping Summary Report and Scoping Decision Resolution. A motion was made by Dave Saunders, seconded by Duane Grandy and carried unanimously to approve Resolution #99-_ indicating that the alternatives to be carried forward into the Environmental Impact Statement for the Northstar Corridor Commuter Rail Project are the No-Build, Transportation Systems Management and the Commuter Rail Alternatives, which will include the evaluation of 14 station locations, a feeder bus system, and connection to the Hiawatha Light Rail Transit line at Third Avenue North (said Resolution on file with Richardson, Richter and Associates). 7. Rick Nau, BRW, Inc., reviewed the recommended evaluation measures for selecting the Locally Preferred Transportation Investment Strategy (LPTI~) as part of the Phase II Northstar Corridor Major Investment Study (MIS). . . A motion was made by John Norgren, seconded by Jerry Leese and carried unanimously to approve the recommended evaluation measures for selecting the Locally Preferred Transportation Investment Strategy (LPTIS) as part of the Phase II Northstar Corridor Major Investment Study (MIS), dated September 30, 1999, as presented. 8. Ken Stevens reviewed the next steps in the station area planning process. Draft layouts for . station design and draft guidelines for development within }"4 to ~ mile around the stations will be presented to the Technical Advisory Committee (TAC) for review and comments on October 21. Land acquisition for station development will also be discussed at the next TAC meeting. Tools will be presented that demonstrate how communities can effectively acquire land without affecting the Environmental Impact Statement process. It is anticipated that the Station Area Planning Team will begin holding meetings with the communities along the Corridor in early November. More specific information about how the stations will operate will be discussed at the December 2, 1999 NCDA meeting. 9. Tim Yantos, Anoka County, presented an overview of meetings with BNSF officials discussing issues related to the operations of commuter rail on the BNSF mainline. 10. Mary Richardson reviewed the Commuter Principles and NCDA Commuter Rail Guiding Principles. Currently the attorneys are analyzing the tax implications to BNSF relating to the improvements and the allocation of risk and liability, indemnification and insurance. 11. Other issues: Duane Grandy, Benton County Commissioner, reported that the Benton County Board approved a resolution to support Benton County's share of the funding for the Northstar Corridor commuter rail project subject to the line continuing to the City of Rice. Mary Richardson reported on changes in the Joint Powers Agreement. An informational . document showing the changes to the Joint Powers Agreement was handed out. The St. Cloud City Council passed a resolution asking Benton, Sherburne and Stearns counties to support funding of the Northstar Corridor project. The City of Coon Rapids unanimously approved a resolution supporting the Northstar Corridor project. Discussion was held regarding Coordinating members. Janice Rettman, Ramsey County Commissioner, expressed that Ramsey County would like to be reconsidered as a [voting] member of the NCDA. Members were reminded to sign the Joint Powers Agreement and return it to Mary Richardson, Richardson, Richter and Associates, Inc., by December 2, 1999. 12. The next meeting of the Northstar Corridor Development Authority is scheduled for Thursday, November 4, 1999, at 4:30 p.m. at the Sherburne County Government Center. 13. As the NCDA seeks funding from the Minnesota Legislature in 2000, it will be necessary to have professional representation to assist the NCDA in its effort. Government representation is a major area of practice and expertise within the law firm of Messerli & Kramer. With a staff of seven full-time government relations experts and five legislative assistants, Messerli & Kramer has been representing their clients at the state capitol for over 25 years. They are prepared to provide the NCDA with administrative and legislative representation in its effort to obtain a financial commitment from the state that will support local contributions and help secure federal funding through TEA-21 legislation. The Executive Committee has reviewed Messerli & Kramer's qualifications and proposed services and recommends that the NCDA hire the firm to provide governmental affairs representation that will include: · developing a strategy to maximize potential funding sources; meeting with key decision makers at the Minnesota Department of Transportation, Metropolitan Council, the Legislature, the Governor's Office, and any agency, individual, or entity that may provide funding assistance; · assisting in any manner necessary to secure a financial commitment from the state for the Northstar Corridor; and · closely monitoring all potential funding initiatives. Messerli & Kramer has agreed to perform these services for a not to exceed cost of $35,000, plus allowable expenses, for a term commencing November 4, 1999 through December 31,2000. The contract will provide for a one-year renewal, as negotiated and agreed to by the NCDA and by Messerli & Kramer. . The study to determine the feasibility of extending the Northstar Corridor Commuter Rail system north of the City of Rice to Camp Ripley is being conducted by BRW, Inc. pursuant to an Agreement with the Minnesota Department of Transportation (MnDOT). The revised work plan for the Rice to Camp Ripley extension study follows the basic outline of the original scope of work that was prepared for the Northstar Corridor from downtown Minneapolis to St. Cloud and is consistent with the west St. Cloud extension study currently underway. The cities of Rice, Royalton, and Little Falls, as well as Camp Ripley, will be a part of this study. Work Plan The Work Plan that follows is composed of the following tasks in order to complete an extension study north of the City of Rice to Camp Ripley. The Work Plan follows the basic outline of the original scope of work that was prepared for the Northstar Corridor from downtown Minneapolis to St. Cloud. The following areas will be a part of this extension study: Rice, Royalton, Little Falls and Camp Ripley. Estimates of system usage, costs, and public interest in having stations in these locations will be gauged consistent with the Phase I study. 1. Public Involvement 2. Commuter Rail Feasibility Analysis (which includes stations, patronage, track, signal and communication system engineering, operating and maintenance costs, capital costs, and BNSF integration) 3. ProductslDeliverables Task 1 - Public Involvement The public involvement program will follow the program that was set up as part of the Northstar Corridor Phase I MIS and Commuter Rail Feasibility Study work program. The program is based on the following beliefs: · Citizens have access to the planning process. · Input is actively sought at critical stages of planning. · A representative cross-section of interests is engaged. · Citizens' inquiries, suggestions and ideas are answered or accounted for in the planning process. The public involvement process will consist of the following: · An Advisory Committee will be formed to provide input and review project activities. The Advisory Committee will consist of representatives of the jurisdictions within the BNSF railroad corridor between Rice and Camp Ripley. The Advisory Committee will meet monthly. It's recommendations will be forwarded to the NCDA. · A Morrison County Extension Study Update will be prepared following each Advisory Committee meeting. The Update will be mailed to Committee members and others as appropriate. · A mailing list will be developed by MnDOT and BRW with the assistance of county and local officials and will be used for the dissemination of information about the extension study to Camp Ripley. The north extension study area participants will be added to the current Northstar Corridor Development Authority (NCDA) mailing list. The NCDA Project Management Team (PMT) will be copied on north extension study mailings and materials. As is being completed for the west extension study, a planning forum will be held in the Little Falls area to discuss potential station locations and a system operating plan. The planning forum will be used to pose questions to stakeholders, business people, and politicians on their view of what type of service is needed in the area north of the City of Rice. Civil Facilities Conceptual engineering will be completed for the civil facilities that are agreed to as a result of the analysis of the capacity modeling output. Cost estimates will be consistent with the assumptions made in the Northstar Corridor MISIEIS work and coordinated with the BNSF Railroad. Since the Railroad will ultimately perform the track and systems work with their own forces, or with a contractor under their control, they typically are cooperative in providing cost data based on their force account experience. Unit costs for various construction elements will be developed for extrapolation over uniform segments of similar work. Station costs will be developed for a prototype station. Unique track design elements, special station features, or non-typical segments of alignment or profile will require a greater level of design and corresponding effort to estimate costs. Deliverables will include cost estimating methodology, detailed cost backup materials, and cost summary tables. Stations Preliminary station locations for the Northstar Commuter Rail service extension will be identified and input into the rail operations analysis. Station area planners will seek input from the corridor communities through their representatives on the Advisory Committee and their technical staff, and BNSF on the station locations. Conceptual site plans will be prepared for two stations for the north extension study area. Maintenance and Service Facilities Assumptions for maintenance and service facilities will be defined. Major maintenance of vehicles is assumed to be accommodated in the base Northstar Corridor study. Conceptual site plans will be prepared for one additional end of line facility. Systems Engineering and Costing The assumptions used in the Northstar Corridor Commuter Rail work will be used in the extension study and include the following: Vehicles The vehicle type and size assumed in this extension study will be consistent with the assumptions made in the Northstar Corridor core study. The Team will assess the availability of new and used equipment, and estimate rolling stock acquisition costs through either outright purchase or lease. Vehicle maintenance costs also will be estimated. Fare Collection The fare collection assumed for the extension study will be consistent with the operating concepts assumed for the Northstar Corridor study. Exhibit A - Revised Work Plan for the Extension of the Northstar Corridor Commuter Rail North of the City of Rice to Camp Ripley 3 September 16, 1999 Estimate Operating'and Maintenance Costs . The annual operations and maintenance (O&M) costs will be estimated consistent with work being completed for the Northstar Corridor Commuter Rail Study. The estimation of operating and maintenance costs for the extension study will be completed for a TSM Alternative and the Commuter Rail alternative and its feeder bus alternative. The BRW Team will develop resource build-up cost models consistent with Ff A guidelines for commuter rail and bus models. Operating costs will be estimated both before and after fare revenues are deducted. Fare policies and assumptions will be consistent with and based on core Northstar Corridor work. Bus O&M Cost Model The bus O&M cost model developed to estimate costs of feeder bus service in the study corridor will be used for the extension study. The bus operating and maintenance cost model for the extension study will be completed for a TSM Alternative and for the Commuter Rail alternative and its feeder bus components. The bus O&M cost model will be based on current expenses and operations. Commuter Rail O&M Cost Model The same methodology and assumptions being used for this task in the Northstar Corridor Commuter Rail Study will be used for the extension study to Camp Ripley. The commuter rail model will be adapted for the study area using local wage rates and fringe benefits, non-labor unit costs, and assumptions regarding the administration and operation of the rail system. . Subtask 2-D Detailed Ridership Forecasting The same methodology used for this task in the Northstar Corridor Phase I MIS and Commuter Rail Feasibility Study will be used for the extension study to Camp Ripley. The ridership forecasting model will be expanded to include the area north of downtown Rice to Camp Ripley. The forecasting process will take into account an understanding of the characteristics of existing travel in the corridor. The same forecast years will be developed and analyzed as were developed in the Northstar Corridor Phase I MIS and Commuter Rail Feasibility Study. The following work tasks will be completed: > Modification of the zone system outside of the Twin Cities and St. Cloud metropolitan areas to add sufficient detail around proposed additional stations. > Reevaluating work trip in new zones based on census journey to work data as done in the original Northstar commuter rail work. > Adding detail to the highway network and transit network around potential new stations. > Rerunning models as completed during the Phase I Northstar commuter rail work. > Addressing potential rail trips around new stations without the use of a model but using the consultant's "best judgment". > Preparing a summary of results. Preliminary results will be reviewed with Morrison County and Northstar Corridor staff. Modifications . based on these reviews will be incorporated before completing this task. Task 4 - Management Plan and Schedule The following is a framework for the Management Plan for the extension of the Northstar Corridor project north of downtown Rice to Camp Ripley. ~ Coordinate with the NCDA Project Management Team and appropriate staff on a regular basis to discuss work products and project schedule. ~ Refine the scope of work, if necessary, based on changing project conditions. ~ Give technical direction to and coordinate with the various disciplines and specialists working on the project. ~ Coordinate with the Northstar Corridor Project Management Team on the public participation program for the extension study area. ~ Assure the project work program is completed on time and within budget. ~ Prepare monthly progress reports. It is assumed that the extension study from north of downtown Rice to Camp Ripley will be completed in coordination with the Northstar Corridor MIS and Commuter Rail EIS. Where scheduling constraints arise, the extension area analysis may be completed following the currently defined corridor analysis. The Northstar Corridor Development Authority (NCDA) is conducting a major investment study to determine transportation improvements in the Northstar Corridor, a 70-mile area running between St. Cloud and Minneapolis. This is the fastest growing area in the state, including urban, suburban and rural areas, and serves as a link: to major economic and educational centers. The overarching goals for this work plan are to inform the NCDA's key audiences and help secure adequate funding. The plan is intended to be a systematic approach to ensure people have the information they need to make informed decisions. The NCDA seeks to inform and involve the public, including business leaders and other stakeholders, in the development of commuter rail along the corridor. Active public involvement is particularly needed as the NCDA studies station location and design, approaches to sustainable development and other factors such as noise, parking and traffic around the stations. The primary objective of this work plan is to involve the public as the major investment study and the environmental impact study are conducted, and at the same time adequately explain the process and keep the public informed. When both studies are completed, the community should feel it has been an active partner in the process and that the results reflect a community consensus. A successful communications plan will create enthusiasm and support for commuter rail and sustainable development along the corridor. . This document will serve the NCDA as a guide for public information and public involvement strategies related to its proposed commuter rail line. This work plan is intended to guide activity from June 1999 through December 2000. This work plan was developed primarily through the following resources: · Working closely with the NCDA Administration Team since June 1999 · Interviewing key NCDA stakeholders · Conducting a survey of residents who live near the proposed commuter rail line · Analyzing media coverage of the proposed commuter rail line and other regional transit projects · Review of plans and materials from other transit projects across the country Outcomes and recommendations based on these resources are detailed throughout the strategies and tactics portion of this document. While this plan is intended to be as comprehensive as possible, there could be unforeseen developments that will require the NCDA to make necessary adjustments to this plan. . page 3 of 15 . . . Public Information/Involvement Work Plan-I0/28/99 Goals for This Plan The NCDA's goals for public information and public involvement between June 1999 and December 2000 are outlined below. All public information/public involvement goals-and subsequent strategies and tactics-are intended to complement the NCDA's organizational goal: To secure local, state and federal funding while developing and maintaining the support of people along the corridor. Public Information 1. Build public awareness and support of the proposed Northstar Corridor commuter rail line. Public Involvement 1. Involve local communities in the NCDA's planning processes. Due to the nature of the project, it will be necessary to make clear the role of the public's influence. 2. Build a contingent of local third-party advocates-primarily businesses-who support the NCDA and commuter rail project. 3. Public information and public involvement strategies have been developed with these people in mind: . . Local Businesses CEOs; Chambers of Commerce as well as full-time and part-time employees · Key Public Policy Leaders The governor; MnDOT; Metropolitan Council; members of the U.S. Congress; members of Minnesota's Congressional delegation; Minneapolis Downtown Council; special interest groups such as Transit for Livable Communities and the Minnesota Environmental Partnership; St. Cloud Area Planning Organization · State and local elected officials as well as city planners . Print and Broadcast Media* *This audience will be a conduit for reaching the NCDA's affected publics Because the NCDA is still in the early phases of its several year process. the followine people are considered to be affected publics audiences at this point. We would expect these eroups to become primary key audiences in 2001 and beyond: . . These will serve as overarching messages that will be tied to all the NCDA public information/public involvement activities (through December 2000) to ensure a constant, consistent image for the NCDA and the commuter rail line: 1. Northstar commuter rail makes sense: The tracks are already there and it's a wise investment for the long term. 2. The Northstar commuter rail project is popular with local citizens. 3. Regardless of the weather outside, commuter rail offers a comfortable ride, convenient access and "on-time" trains. . 4. We can't build our way out of traffic congestion: The timing is right for safe alternatives such as commuter rail. S. Northstar commuter rail will strengthen local communities by providing connections to regional opportunities and amenities. To enhance credibility of these key messages, statistical information and data supporting these key messages will be provided to the NCDA spokespeople. Additional, secondary key messages may be developed on an as-needed basis for specific issues, key audiences and events. For instance, because "sprawl" is a prominent issue in the Twin Cities, the NCDA may be asked-by the public or by the media-to describe how the proposed commuter rail project may affect sprawl. Establish and maintain a consistent, progressive image for the Northstar Corridor commuter rail line. · NCDA Logo-Refine existing logo(s) for consistent look in all communications. ./ Define acceptable usage and PMS colors. · NCDA Letterhead-Create one or two standards for the NCDA letterhead. ./ Include postal, email and Web site addresses, as well as phone and fax numbers. · Existing and Future Communication Channels-Ensure all materials meet established NCDA image standards. · NCDA Spokespeople-Identify people who will serve as official spokespeople for the Northstar Corridor commuter rail line. ./ Key geographical areas of the Northstar Corridor will each be represented by a spokesperson. ./ Spokespeople will gather for a roundtable session to ensure they agree upon and are comfortable delivering the NCDA's key messages. · Image Library-Gather and maintain videos, photos and electronic image files. ./ Example: Photos and video taken during U.S. Rep. James Oberstar's tour of the Northstar Corridor commuter railline--copies of which are currently housed at . both the Anoka County office as well Shandwick International. ./ For multipurpose use: the media, public displays, presentations, etc. ./ Research and collect train images from other commuter rail projects. · Signage Opportunities-Consider posting signs at proposed station sites, announcing potential development of station sites. ./ Research legality of posting opportunities; work with Richardson, Richter & Associates. ./ Investigate signage opportunities at major congestion points along highways. · Miscellaneous Collateral Projects-Unpredictable opportunities are likely to arise for which it will make sense for the NCDA to react to or have a presence. Such opportunities that have occurred since June 1999 include Rep. James Oberstar's tour of the commuter rail line, for which we hired a photographer and videographer, as well as the model train that was designed. 2. Refine and maintain existing NCDA communication channels. · Core Distribution List-Continually refine the original "list of 1,000 names." ./ Add individuals who request to receive more information. ./ Add special interest groups as necessary. · Project Updates-Write, edit and send one-page fact sheets on a monthly basis to core NCDA distribution list. · Quarterly Newsletters-Ensure all newsletters incorporate the NCDA key messages and supporting information. ./ Incorporate findings of general population and key audience surveys. . page 7 of /5 Public 1nformationlInvolvement Work Plan- /0/28/99 . ,/ Incorporate outcomes of station area planning meetings. · Direct Mail-Distribute a newsletter to every household along the Northstar Corridor that serves as a "call to action" for influencing state legislators. ,/ Timing would coincide with beginning of the 2000 legislative session. ,/ Newsletter would incorporate color and photos/graphics, but would eschew glossy paper and other accoutrements. ,/ Newsletter could provide contact information for state legislators. ,/ Distribution list could be built from zip code base that was developed for the survey of residents along the corridor. · Web Site-Due to lack of resources, we recommend postponing a Web site redesign, instead focusing on maintaining/upgrading the site on a monthly basis. ,/ Link with MnDOT Web site. ,/ Explore transferring from BRW server to a new hosting server. If it's cost prohibitive, keep the Web site on BRW's server; Shandwick would provide BRW with monthly updates or train account team member to handle updates. ,/ Post Project Updates; news releases; public meeting dates; quarterly newsletter; quotes from key advocates; etc. ,/ Explore partnership with SCSU in which students would help update site. . 3. Raise visibility for the NCDA and the commuter rail line via public events and transportation/state planning conferences. · Traveling displays-Maintain recently developed display for the general public (used at Anoka County Fair), and post at public events. Gauge perceptions and attitudes of local citizens concerning the Northstar Corridor and commuter rail project. * *This strategy and subsequent tactics support the Public Involvement Goal: Involve local communities in the NCDA ' s planning processes. Crisis Plan-An NCDA crisis management plan is being developed separately from this public information/public involvement work plan. Activity includes: · Interviews with Key Stakeholders-We have conducted one-on-one interviews with the NCDA members, staff and a BNSF representative. · Identification of Potential Issues/Scenarios-Based on what we learn from the interviews, we will develop issues and scenarios the NCDA may have to respond to over the next 18 months. · Strategies-We will develop and prioritize strategies to deal with potential issues and scenarios. 3. Public Record-Shandwick will continue to develop a record of public comments gathered between June 1999 and December 2000, and will catalog information detailing public involvement activities. · Documentation-The NCDA will receive binder(s) with supporting documents. 4. Project Management, Evaluation and Final Report-Shandwick will prepare a final report documenting the public information strategies and materials developed between June 1999 and December 2000. The final report will stem from: · Weekly Reports-Shandwick will continue to provide weekly activity/status reports to the NCDA Administration Team. · Board Updates-Based on weekly reports, Shandwick will provide a one-page communications update for monthly NCDA Board meetings. · Ongoing Evaluation-Shandwick will continue to have frequent contact with the NCDA Administration Team, via phone calls, email and face-to-face meetings. We will make adjustments to strategies and tactics on as-needed basis. · Second Survey-We will conduct a second survey of residents to determine the effect of public information activities. · Documentation of Strategies-The NCDA will receive hard copy final report plus binder( s) that contains supporting documents of implemented strategies and tactics. 5. 'J 9-..;j- Whereas the Nortbstar Corridor Development Authority is a joint powers board created pursuant to MinD. Stat. ~ 411.59 for the purpose of improving mobility and safety minimizing adverse environmental impacts. fostering positive environmental effects, encouraging transportation- supportive land use and development patterns and providing a cost effective and efficient transportation system within the Nortbstar Corridor which extends between the Cities of Rice and Minneapolis which is bordered by the Mississippi River on the west and approximately three to five miles east ofTH 10/41; and Whereas the NCDA has completed a major investment study and is preparing an Environmental Impact Statement for the Nortbstar Corridor project involving the analysis of the No Build Alternative, the Transportation Systems Management (TSM) Alternative and the Commuter Rail Alternative; and Whereas station locations were identified within the Corridor during the MIS study and the land use and other impacts associated with station area development at these locations are being considered and assessed in connection with the preparation of the EIS; and Whereas the procedure for completing the EIS. selecting among the various alternatives under consideration, securing funding for the development of transportation improvements for the project is complex and lengthy and will not likely be completed before June. 200 1; and Whereas it is extremely important that local land use and development decisions during the period prior to the completion of the project analysis and selection activities do not preclude. impede or adversely impact the possible COnstruction of the transportation alternatives under consideration; and Whereas transportation improvement projects for which is there is independent need and funding such as the construction of park and ride facilities, road and bridge improvements need to proceed during the project analysis period provided they do not prejudice the consideration of alternative transportation improvements incident to project assessment; and Whereas the relationship between transportation improvements and land use patterns along and adjacent to the Corridor and within potential station areas must be carefully assessed and planned in order to ensure that the transit/transportation system improvements which may be constructed and development within and adjacent to the Corridor are mutually compatible and supportive. That cities, counties and towns within the Corridor continue the process of planning and constructing transportation improvements within and for the Corridor which are needed and independently useful and would improve mobility and safety within the Corridor provided that they do not preJudice the alternative selection process being undertaken in connection with the development of the EIS for the project; and . 3.
