Recommend, by motion, approval of the 2018 Park Improvement Fund projects.
Background/Discussion
The Parks and Recreation Commission reviewed the Park Improvement Fund Budget and capital
replacement plan during the September 13, 2017 work session. The recommendations from the work
session are attached.
Financial Impact
All of the proposed projects will be funded with the municipal liquor store revenues.

PIF projects for 2018 2018 Park Improvement Fund Descriptions

These projects were discussed and reviewed at a Parks and Recreation Commission work session on
September 13,2017.
1.Deerfield Hill Park Playground Replacement $80,000
Replacement of the playground structure at Deerfield Hill Park. This playground structure is one of the
oldest within the City of Elk River and is beyond its serviceable life making it difficult to obtain
replacement parts. The current playground is showing signs of wear on the painted surfaces and
composite components. A playground of similar size will be installed to provide a safe playing surface
for the neighborhood park.
2. Hillside Park Improvements $63,000
Reconstruction of approximately 3.5 miles of mountain bike trail in section 2 of Hillside City Park. In
2017 the city reconstructed approximately 3.75 miles of mountain bike trail in section 3 of Hillside City
Park utilizing IMBA standards for sustainable trail construction. The work in section 2 will be a
continuation of the work accomplished in 2017. Staff will work with MORC to oversee the
implementation of trail construction to take place in the summer of 2018.
3. Houlton Restoration $10,000
This is a required local contribution to the FMR for restoration grants to restore native prairie/oak savanna
to the agricultural fields. 168 acres of agricultural fields and adjacent grassland areas will be restored to a
mixed height mesic native prairie.
4.Woodland Trails Grant Match $25,000
This is a grant match for a grant request submitted to the Greater Minnesota Regional Parks and Trails
Commission. In 2017 staff submitted a grant request in the amount of$362,000 to the GMRPTC for
Phase I development of Woodland Trails Regional Park. Projects included in this funding application
included construction of a children's nature play area, a medium size picnic shelter,trailhead
improvements and wayfinding signage, invasive species management, and upgrades to the biathlon range
to create a multipurpose archery and biathlon facility.
5. Sport Court Resurfacing $25,000
This will be utilized to fill cracks and resurface basketball courts at Deerfield Hill Park,Fresno Park, and
Barrington Park. Resurfacing of playing surfaces is recommended every 5 years in order to reach the full
life expectancy of the playing court surfaces at 25 years. Through the resurfacing of the playing courts,
large cracks will be filled with grout, two coats of epoxy will be applied to the entire surface to seal
surface cracks, and multiple coats of paint will be applied as well as playing court stripes.
6.Dave Anderson Athletic Complex Scoreboards $40,000
The scoreboards at the Dave Anderson Athletic Complex are beyond their serviceable life. These
scoreboards were installed in 1992 and replacement parts can no longer be found to maintain the
scoreboards. In 2017 it was identified that two scoreboards were no longer operational and could no
longer be repaired. The other two scoreboards,while operational, have several areas which are damaged
to include light sockets. Through this project, four new scoreboards will be purchased and installed on
the existing posts utilizing the existing electrical wiring.
7. Oak Knoll Athletic Complex Lights $125,000
In 2017, the Elk River Youth Football and Lacrosse Associations requested the city to partner in the
purchase and installation of athletic field lights for Oak Knoll Field 4. With this project,three additional
light poles would be erected with four new lighting fixtures (one fixture would be installed on an existing
pole from field 3). In addition,a new scoreboard would be installed on field 4 to match the existing
scoreboard installed on field 3 in 2017. Funding for this project consists of$125,000 from the park
improvement fund with a commitment from each organization to split the purchase in equal 1/3 shares of
$41,667. Repayment from youth football and youth lacrosse will consist of a $12,000 down payment
from each organization in 2018 and five additional years of payments at$6,000 for each organization.
