Action Requested
Approve, by motion, the recommendations from the Beautification Committee and recognize the two
award recipients.
Background/Discussion
At their October 9, 2017, meeting, the Beautification Committee reviewed two applications and after
scoring each, recommends approval of the following businesses:
■ Landmark Hotel & Extended Stay with the award for making substantial improvements to the
exterior of their building in the last year. Owners, Keith and Debbie Johnson, will accept the
award.
■ Atlas Staffing Agency in recognition of consistently maintaining their property in an attractive and
well -kept manner. Ashley Telke will accept the award.

1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the EDA Beautification Committee
was called to order at 10:05 a.m.
2. Consider Agenda
Motion by Ackerman and seconded by Bakken to approve the agenda. Motion
carried 5-0.
3.0 Consent Agenda
Motion by Bakken and seconded by McCormick to approve the consent agenda.
Motion carried 5-0.
4.1 Review City Beautification Applications
Heritage Construction
Ms. Eddy presented the application and confirmed the nomination description. Members
completed the judging rubric.
Cretex
Ms. Eddy presented the application and confirmed the nomination description. Members

Atlas Staffing
Ms. Eddy presented the application and confirmed the nomination description. Members
completed the judging rubric.
Motion by Magnussen and seconded by Hardin to award Cretex Companies the
award for consistently maintaining their property in an attractive and well -kept
manner. Motion carried 5-0.
Motion by Magnussen and seconded by Bakken to award Heritage Construction
with the award for making substantial improvements to the exterior of their building
and/or landscape in the last year. Motion carried 5-0.
5.1 Announcements
Ms. Eddy reinforced the committee to encourage businesses to apply for a Beautification
award. Member's Hardin and McCormick will represent the committee at the EDA meeting
on Monday night at 5:30 pm. Members asked when the grand prize will be awarded - at the
October meeting or November and also discussed what the grand prize winner receives. The
members suggested that the grand prize plaque be located at city hall and/or grand prize
winners should be recognized at the Mayor and city council meeting.

Motion by Hardin and seconded by Ackerman to adjourn the meeting at 10:55 a.m.

very visible 12art of Highway 10 in Elk River and transformed it into a beautiful office location that serves
their needs and beautifies the community. The landscaping and updates to the building create an attractive
feature on a busy route throb gh Elk RIver. Pride of ownership shows with the attention to detail in upkeep
and seasonal decor. While this is not a recent update (4-5 years ago), it was a substantial improvement on a
12rol2eriy that had been abandoned long ago. Not sure which category to put this in.

Keith & Debbie Johnson took an outdated building and cleaned up and remodeled the inside and the
outside of it. They took what used to be a worn out building and created an attractive commercial business
near the center of Elk River along Main Street, a highly visible corridor in Elk River. The landscaping and
the exterior work on the home has restored it to something to be proud of for Elk River.

At their September 18, 2017 work session, the EDA reviewed and suggested some revisions to the City
Beautification Award Policy. Several revisions helped to clarify the number of awards given out each
month along with defining the grand prize winners and recognition.

City Beautification Award Policy
What is a City Beautification Award?
The City Beautification award serves to recognize those business owners, who have made an
effort to clean, repair, improve and enhance the overall aesthetics of their property to
maintain the beauty of their neighborhood and surroundings. It is presented to encourage
community improvements, enhance our city's visual image and economic vitality.
The city of Elk River Beautification Committee recognizes projects that improve the
appearance of local neighborhoods and the entire community. Examples are
commercial /'industrial site improvements, commercial/industrial upgrades, landscapes,
renovations, restorations, and new structures that are architecturally noteworthy.
From May through October, one winner from each category will be chosen each month.
Business owners would receive public recognition and an award for making the city of Elk
River beautiful!
Businesses can be nominated for this award by others within the community or they may
nominate themselves (self -nomination is encouraged!). Winning properties may be shown in
promotional materials with owner's consent.
What does the Beautification Committee look for?
A major criterion is how the project visually enhances the surrounding neighborhood and
community. How the business incorporates design, maintenance, color, organization and
creativity within the existing community. Improvements to structures, outdoor spaces and
the landscaping are important elements for consideration.
Awards are given in two categories:
1. The first category is for businesses that have made substantial improvements to the
exterior of their buildings and/or landscape in the last year.
2. The second category is for businesses that consistently maintain their properties in
an attractive and well -kept manner.
Nominations will be evaluated based on the overall visual appearance of the completed
project.
Application Requirements
1. Submit completed entry form plus two high quality digital photos, including a
"before" if available and "after" (if applicable) by the first Monday of each month
beginning in May through October of each year.
2. Deliver via email by the end of the business day on the first Monday of the month:

Attach the completed and signed form and pictures to the

3. The Beautification Committee will meet and select a winner.
4. The winners will receive an engraved plaque to display at the following EDA
meeting presented by the EDA President. All of the winners will be recognized by
the Mayor and City Council at their November meeting.
Eligibility
■ Properties must be located within the corporate limits of the city of Elk River.
■ Projects must be visible from a public street. Self -nominations are encouraged!
■ For new construction, a certificate of occupancy must have been issued.
■ Public projects are not eligible.
■ Projects that have won in previous two years are not eligible.
