SUBJECT: Request to Add City Policy Manual to the
12/6/99 City Council Meeting Agenda

Finance Director Lori Johnson has been working with Labor Relations, Inc., to
update our city policy manual. This policy manual includes employee
personnel policies and is a combination of existing city policies, sections of the
pay resolution that are more appropriately in this document, state laws that
the city follows (but which the city has not put down on paper), and new
policies. The draft document has been reviewed by department heads and is
currently being reviewed by the city attorney. This is a lengthy document, but
overall there is not too much that is new and there is not too much that is new
which is not required by state law. Nonetheless, there is still a fair amount of
city discretion in this policy and the council may choose to change some old
policies.
The tentative plan is to distribute the draft policy to the City Council when the
attorney review is completed on about Tuesday, November 30. This will give
everyone a few extra days to review the policy manual before the council
meeting. Then, following the budget public hearing on December 6, staff
would like to discuss the policy manual in a worksession setting with the City
Council. If it turns out that there are minimal questions and approval can
take place on December 6, the council can do so. Otherwise staff can receive
council input and present the document for final approval on either December
13 or 20.
Requested Action
The City Council is requested to add the city policy manual to the December 6,
1999, special meeting agenda.
