Thank you for holding the Northstar Corridor meeting for local units of government in
Sherburne County on October 19, 1999. The Elk River City Council has heard
"rumors" over the past six months or so about a city obligation for this project and has
expressed frustration over not knowing more information about this situation, so the
October 19 meeting was a much-appreciated opportunity to gather information and
express our feelings.
On October 25, 1999, I updated the Elk River City Council on the issues and
discussions that took place at the October 19 county meeting. As you know, the main
topic discussed was the "local share" of $2.2. million for the Northstar Corridor capital
expenditure. The Elk River City Council unanimously indicated that this local
contribution for capital expenses should not be a municipal issue, but should be dealt
with by the county on a regional basis. Additionally the City Council discussed the
anticipated shortage in the annual operating expenses. In this regard the City
Council expressed their belief that this obligation belongs to the State of Minnesota.
The Elk River City Council still supports the Northstar Corridor project and
understands the capital funding challenge facing Sherburne County, but,
unfortunately, the city cannot pledge any municipal funds for this endeavor. Once
again, I would like to express our appreciation for Sherburne County holding the
recent meeting on the Northstar Corridor funding issues. If you have any questions
