RE: WESTERN AREA PHASE 4 IMPROVEMENTS
RESOLUTION ORDERING FEASIBILITY STUDY

At a City Council meeting last month the City Council considered and accepted a petition from
Stewart Wilson for the extension of sanitary sewer, watermain, storm sewer and streets to
service his property lying west of the Sherburne County Government Center and abutting Trunk
Highway 10. At that meeting, the City Council directed staff to begin work on the feasibility
study and also bring back a formal resolution for the City Council to consider ordering the
feasibility study. The staff has done some preliminary analysis of these improvements. In doing
this analysis, we have also met with Bryan Adams, General Manager of the Elk River Munidpal
Utilities, to discuss the water and electric improvements. Staff believes that to adequately
service this area with utilities the watermain must be looped. In the meeting with Mr. Adams, it
was determined that the best route for looping the watermain at this time would be across TH 10
at Waco Street and then along the north frontage road of TH 10. This would accomplish two
things. First, it would provide a system with adequate pressure and flow to meet fire fighting
demands for a large commerdal and/or industrial building along Business Center Drive.
Second, it would provide a looped system for the area north of TH 10. Currently, the Riverplace
residential development and the Hartman commerdal area are both served by dead-end
watermains.
Attached is a drafted resolution for the City Council's consideration. The resolution does not
declare the adequacy of the petition and therefore requires a 4/5 vote of the City Coundl. At
this time, there is a question regarding the adequacy of the petition because Stewart Wilson
signed it as an individual and the property is held by a partnership. The City Attorney is
investigating this issue. When he has provided an opinion, we will present a resolution for the
City Coundl to consider declaring its adequacy.
Once again, the feasibility study would look at the extension of sanitary sewer, watermain, and
storm sewer along with streets in the Business Center Drive area west of Sherburne County
Government Center out to Waco Street. It would realign Waco Street so that the intersection
with TH 10 is moved slightly east. It would also look at the looping of the watermain and
reconstruction of the street along the north frontage road of TH 10. The final item would be the
signalization of the new intersection of Waco Street and TH 10 while closing the existing
intersection and the access to TH 10 at the Sherburne County Government Center.

As the City Council will recall, we requested Mn/DOT to enter into a cooperative agreement for
partial funding of the signalization of Waco and TH 10 along with partial funding of Business
Center Drive and the alignment of Waco Street. Mn/DOT is currently considering the resolution
and the preliminary layout for these improvements. We anticipate that the feasibility study,
along with the plans and specifications, would be completed in a time frame that would allow for
an early Spring 2000 bid if the City Council determines to proceed with this project.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION OF THE CITY OF ELK RIVER
ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF
THE WESTERN AREA PHASE IV IMPROVEMENT OF 1999
WHEREAS, the City has determined that it should consider improving
certain property by extending sanitary sewer, water, storm
sewer, and streets (the improvement); and,
WHEREAS, the City Council must first secure a preliminary feasibility
study in order to consider making the improvement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Elk River, Minnesota:
This matter shall be referred to Howard R. Green Company who is
requested to provide to the City Council a report advising in a
preliminary way, whether the proposed improvement is feasible and
whether the improvement should thus be made as proposed or in
connection with some other improvement and the estimated cost of the
improvement as recommended.
