KENNEL LICENSES

Commercial and private kennel licenses are renewed annually. The cost for a kennel
license is $75 per year for a commercial kennel and $50 per year for a private kennel. All
kennels are required to be inspected yearly prior to license renewal. Cheryll Edinger of the
Elk River Police Department has indicated that all kennel license applicants have passed
the kennel inspection.

TOBACCO LICENSES
Tobacco licenses are renewed annually. The fee for a tobacco license is $100 per year.
Listed below are the tobacco licensees who are requesting renewal of their licenses. One
requirement that must be met prior to granting a tobacco license is that property taxes for
the premises must not be delinquent. The property taxes have been checked and all but
one are current. The property taxes are delinquent at the Holiday Station located at 13445
Business Center Drive. Holiday Companies leases the property. Although the property
owner has been delinquent in paying the property taxes, Holiday Companies has continued
to pay its share directly to Sherburne County. In the past, the council has chosen to issue
the tobacco license to Holiday. (See attached letter from Holiday Companies.)

MECHANICAL AMUSEMENT DEVICE LICENSES
Mechanical Amusement Device Licenses are renewed annually. Mechanical amusement
devices include video games, electronic dart boards, pool tables, mechanical rides, and
pinball machines. The license fee for a mechanical amusement license is $15 per location
and $15 per year. This fee was recently reduced by the State Legislature. The city was
charging $35 per machine. The fee is now lowered to comply with State law. This new
fee will be reflected in the City's fee schedule.

Dear Sir/Madam:
Enclosed, please find a check in the amount of $7,281.40 which represents 20% of the
property taxes due in the second half of 1999 for the above referenced real property. The
same amount was sent to your office on May 11, 1999, again representing 20% of the first
half property taxes for 1999. Under the terms of our lease, Holiday is to pay 20% of the
property tax liability whereas the remainder is to be paid by the landlord. In this case, the
landlord is Town & Country Bank of Almelund, Minnesota and I was informed by John
James of the bank that all outstanding property taxes, penalties and interest on this
property will be satisfied within the next 30 days.
Holiday will continue to send its 20% payment directly to Sherburne County and the owner
will pay the other 80%.
