SUBJECT: Hiring of WWTS Operator
A few weeks ago the city advertised at the St. Cloud Yo-Tech for the position of
wastewater treatment systems operator. St. Cloud Yo-Tech has a program in
this profession. The city is looking to fill an entry-level position and it would
be nice to have someone come out of the St. Cloud school with on the job
experience, but this typically is not the case. Chief Operator Gary Leirmoe
and WWTS Operator Austin Whitford interviewed three applicants on
Thursday and are recommending their top candidate be hired.
. The beginning date of employment would be January 3,2000, at Step 9 of the
pay plan, which would be $12.34 per hour. The council should note that this
essentially is Darrell Mack's replacement with Gary receiving a promotion and
the hiring another operator to bring the total manpower in the department
back to four. Unfortunately, even with this addition we will still be one man
short and Gary would like to wait until February to advertise for this other
position with the possibility of hiring someone with more on the job experience.
At this point Gary has chosen to not try to break in two new employees at the
same time.
Please see the attached memo from Chief Operator Gary Leirmoe regarding
his recommendation for this position.

SUBJECT: Hiring of WWTS Operator
I would like to recommend the hiring of Christopher Clark, contingent upon
driver's license background check and drug and alcohol screening. Christopher
will graduate from the Wastewater Program at St. Cloud Technical College on
December 23, 1999. Christopher has a grade point average of 3.97 and
displayed confidences and a strong desire to start a career in this field. I am
requesting the council to start him at Step 9 of the pay plan, which is $12.34
per hour. His resume and application are on file at City Hall for your review.
The starting date for his employment would be January 3,2000.
. Requested Action
The City Council is asked to hire Christopher Clark at a starting wage of
$12.34 per hour beginning January 3,2000, contingent upon driver's license
check and drug and alcohol screening.
