Consider Increase in Park Fees for 2000
Request
The Park and Recreation Commission requests that the City Council consider an
increase in the residential park dedication fee from $1300 total per lot to $1400 total per
lot. The Commission also requests that the City Council consider an increase in the
trail reimbursement to developers to $14.00 per linear foot.

Analvsis
As an annual task, the Park and Recreation Commission proposes to review the Park
Dedication requirements and make a recommendation to the City Council prior to
adoption of the fee structure each year. This year, the Commission reviewed the park
dedication fees at their September meeting. The Commission voted to make the
following recommendations to the City Council:
1. I ncrease the park ded ication fees from $1300 to $1400 per lot for residential
developments. Of the $1400, $1,150 would be for park development, the
other $250 would be dedicated for trail development.
2. Increase the trail reimbursement to developers to $14.00 per linear foot
based on "real life" numbers.
It is anticipated that this increase would become effective with the adoption of the 2000
fee structure.

Recommendation
Staff recommends that the City Council consider the Commission's recommendation as
part of the adoption of the 2000 fee structure.

6. Park Dedication Fees & Trail Reimbursement Policy
Michele McPherson reviewed the current park dedication and trail fees
and discussed options for increasing the fees on an annual basis in order
to continue to cover costs. .
COMMISSIONER KUESTER MOVED TO RECOMMEND THAT THE CITY COUNCIL
ADOPT AN INCREASE IN PARK DEDICATION FEES TO $1,400, WITH $1,150 FOR
PARK DEDICATION AND $250 FOR TRAILS. COMMISSIONER WESTRUM
SECONDED THE MOTION. THE MOTION CARRIED 7-0. .
COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND THAT THE CITY
COUNCIL ADOPT A TRAIL CONSTRUCTION REIMBURSEMENT POLICY OF
$14.00 PER LINEAR FOOT, AND THAT NO"EXTRAORDIN~RY" COSTS WILL BE
REIMBURSED. COMMISSIONER OLSON SECONDED THE MOTION.: THE
MOTION CARRIED 7-0.

Daye Madsen, representing the Minnesota Biathlon, was present to
request the Commissioners' support for an event on MEAweekend'.)Li
Thursday through Sunday, October 21-24, 1999. Mr. Madsen indicated
that the events are scheduled for the mornings and will be over by
approximately 1 p.m. on Thursday, and 12 or 12:30 on the remaining days.
