SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL
TUESDAY, SEPTEMBER 5, 1995

Pursuant to due call and notice thereof, the special meeting of the Elk River City
Council was called to order at 5 p.m. by Mayor Duitsman.
2. Consider Council Aaenda
COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE SEPTEMBER 5, 1995, CITY
COUNCIL AGENDA. COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE
MOTION CARRIED 4-0.

Consider Consent Aaenda
COUNCllMEMBER HOLMGREN MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
4. 8/28195 CITY COUNCIL MINUTES -- THE FOLLOWING CORRECTIONS WERE
MADE: PAGE 4, PARAGRAPH 4, PROPERTY ID NUMBER 75-470-0210 AND
75-024-2117 WERE DELETED FROM THE MINUTES. PAGE 5, NUMBER 9,
SECOND PARAGRAPH, THE NUMBER FOR BUDGET EXPENDITURES WAS
CORRECTED TO READ $4,190,000 AND THE NUMBER FOR PROPOSED
REVENUES WAS CORRECTED TO READ $4,138,150 -0 MINUTES APPROVED AS
CORRECTED.
5.1. SPECIAL ASSESSMENT REAPPORTIONMENT HILLSIDE CROSSING FOURTH
ADDITION -- APPROVED
COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0.
5.2. Consider Reauest to Allow Special Use of a Golf Cart on City Streets for Medical
Reasons
Police Chief Tom Zerwas requested permission to allow his son to use an electric
golf cart on city streets in and around his neighborhood due to medical reasons.
The City Clerk indicated that the City Attorney is in the process of drafting an
ordinance which would allow the use of golf carts on city streets for medical
purposes.

It was suggested that some of these fees for licenses and permits could be
increased to help offset the budget gap.
Discussion was held regarding the $3.700 contribution from the Guardian Angels
which helps pay for the Senior Citizen Program. It was suggested by
Councilmember Holmgren that the City Administrator request Guardian Angels
increase this contribution.
The Police Chief was present to address issues that were raised by the City
, Council regarding proceeds from fundraising efforts for the D.A.R.E. Program. the
need for A TV's. the need for an additional police part-time office worker.
personol computer and printer. the need for some promotions within the police
department. and the COPS FAST Program. Much discussion was held regarding
the fact that the city does not receive any contributions for the D.A.R.E. Program
from surrounding communities within the School District.
Discussion was held regarding the priority for two ATV's. It was the consensus of
the Council that one of the ATV's be purchased in 1995 if there are excess funds
available within the Police Reserves budget. The second requested ATV would
be evaluated later in 1996.

Much discussion was held regarding the requested personnel changes by the
police department which included a request for a part-time office service
worker, executive secretary promotion, and supervisory promotions. The Council
indicated a concern regarding the number of supervisory promotions being
requested. Following discussion regarding the personnel issues. it was the
consensus of the Council that the Police Chief submit a memo to the Council
explaining the requests for personnel and supervisory promotions.
The City Council recessed at 7 p.m. and reconvened at 7: 1 0 p.m.
The City Council discussed the $4,000 pool program subsidy which the city pays
for Vandenberge pool. The City Administrator distributed a memo from Charlie
Blesener regarding Elk River's allocation for Vandenberge pool. The Council
discussed the fact that the city is the only municipality contributing money for
the use of the pool.
Councilmember Farber indicated he did not wish to make a decision on this
issue until he is certain what the consequences of a decrease would be. It was
a 3-2 consensus of the Council to cut the $4,000 which is being contributed for
the use of Vandenberge pool from the 1996 budget.
The Council reviewed possible budget adjustments in order to balance the
proposed 1996 General Fund budget.

budget:

COUNCILMEMBER HOLMGREN MOVED TO CALL THE TRUTH IN TAXATION PUBLIC
HEARING ON THE TAX LEVY AND BUDGET fOR DECEMBER 11, 1995, AT 7 P.M. WITH
A CONTINUATION DATE Of SEPTEMBER 18, 1995, AT 7 P.M. COUNCILMEMBER
SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 4-1. Councilmember
Dietz opposed.
7. Other Business
There was no other business.
8. Staff Updates
City Administrator Pat Klaers presented the following staff updates.
The City Administrator informed the Council that a Commissioner has enrolled in
the Chamber Leadership Program. He questioned whether the Council was
interested in paying for this enrollment.
COUNCILMEMBER SCHEEL MOVED TO PAY FOR AN ENROLLMENT OF A
COMMISSION MEM8ER FOR THE CHAM8ER LEADERSHIP PROGRAM.
COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0.

The City Administrator updated the Council on the trail system located by
Heritage Landing. He indicated that the portion of the trail has been
temporarily closed due to the trail being under construction and not
completed.
The City Administrator updated the Council on the lost Ice Arena Task Force
meeting and the progress made by the grant committee.
The City Administrator updated the Council on the plans for the city Christmas
Party. He indicated that the Christmas Party was being planned for employees
and spouses only.
Consider Purchase of 115.65 Acres to be Used for Sludge Land, Recreational
Fields, and Residential Home Sites

The City Administrator indicated that the Park and Recreation Commission has
recommended that the Council consider this property for athletic fields.

There being no further business, COUNCILMEMBER HOLMGREN MOVED TO
ADJOURN THE MEETING. COUNCILMEMBER FARBER SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
The meeting of the Elk River City Council was adjourned at 9:50 p.m.
