1. Call Meetina To Order
Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 5;00 p.m. by Mayor Duitsman.

COUNCIL AGENDA. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE
MOTION CARRIED 4-0.

COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:

6.4. RESOLUTION 95-73 AWARDING THE SALE OF THE CITY'S $88,000 GENERAL

5.2.
Part Time Office Service Worker and Related Eauh::>ment

Police Chief Tom Zerwas informed the Council that his request for a part time
office service worker would be delayed for a couple of months. The Folice
Chief discussed the need for computer equipment for the part time office
service worker and for the other clerical staff. He informed the Council that up

to $1.500 in funds have been awarded to the police department for the
purchase of a personal computer through the Safe and Sober grant. Also, funds
are in both the 1995 and 1996 police budgets for computer equipment. The
Chief requested the Council to authorize the police department to purchase
two personal computers and related equipment in 1995.
COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE POLICE DEPARTMENT TO
PURSUE QUOTES FOR TWO PERSONAL COMPUTERS. COUNCILMEMBER FARBER
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
5.3. D.A.R.E.. G.R.E.A.T., Crime Free Multi-Housina, and Other Police Proqrams
Police Chief Tom Zerwas informed the Council that the police department is
proposing some changes in order to alleviate the shortages in patrol.
Sergeant Tyler reviewed the proposal to combine the sections of the GREAT
(gang resistance) program with the secondary DARE program. He indicated
that eliminating the entire GREAT program and adding two sections of the
GREAT program to the DARE program would put one more officer back on
patrol.
Councilmember Scheel arrived at this time (5:10).
General discussion was held regarding the need for visibility of patrol officers in
order to cut down on juvenile crime and gang type activities.

Sergeant Tyler discussed the organization of the investigation/juvenile division.
5.4.
COPS Fast Second Application
Chief Zerwas informed the Council that application has been made for the
second COPS Fast grant. He indicated that a decision should be made
sometime toward the end of December.
5.1. Oraanizational Structure and Internal Promotions and Assianments

Sergeant Brad Rolfe reviewed the proposed 1996 patrol schedule. He indicated
that in order to enhance the patrol function within the city. a low level
reorganization of the police department is being proposed. The reorganization
consists of two patrols. a corporal; and a sergeant for each of the thrt.e shifts.
Sergeant Rolfe explained the duties of the sergeant and corporal and indicated
that the corporal position would not be involved in administrative duties.
Sergeant Rolfe further explained that the adoption of the proposed 1996
schedule would create an additional sergeant position and two additional
corporal positions. Police Chief Tom Zerwas stated that there was $13,000 in the
1996 budget to pay for anticipated promotions in the police department. He
indicated that the adoption of the 1996 proposed reorganization would cost
about $12,000.

COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-

Police Chief Tom Zerwas requested Council authorization to create an eligibility
roster for 1996 in anticipation of the COPS Fast second grant.
COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE POLICE CHIEF TO GO
THROUGH THE APPLICATION PROCESS FOR PATROL OFFICERS IN ORDER TO CREATE
AN ELIGIBILITY ROSTER. COUNCILMEMBER FARBER SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
5.5. Current Tooics
Police Chief Tom Zerwas updated the Council on the enforcement of the Fire
Lane parking.
The Police Chief updated the Council on the Highway 169 semaphores
enforcement.
Discussion was held regarding the enforcement of downtown parking.

Ken Williams of Brentwood Lane addressed the Council regarding crime. He
indicated that the. police department's first responsibility is personal protection,
family protection, and property protection. He indicated that he supports
funding for more officers within the City of Elk River.
Councilmember Farber indicated that the signals at School Street and Jackson
Avenue and Proctor Avenue and Highway 10 are creating traffic jams and that
the situations should be reviewed by the city engineer.
7. Open Mike

6.1. Review Finances and Consider Advertisement for Bids for Uoarade of WWTP
City Administrator Pat Klaers reviewed the proposed debt schedules and funds
needed to pay for the proposed Wastewater Treatment Plant expansion.

6.2.
Consider Purchase of Update Computer/Cash Reqister System for Liquor Store
The City Administrator reviewed the staff report regarding the request of the
liquor store manager to purchase physical inventory scanners. The City
Administrator indicated that the scanners would reduce the time it takes to
count the inventory in January and July and would increase the accuracy of
the inventory count.
COUNCJLMEMBER HOLMGREN MOVED TO AUTHORIZE THE PURCHASE OF A TRS
VERSION 4 INVENTORY MANAGEMENT AND CASH REGISTER SYSTEM FROM TOTAL
REGISTER SYSTEMS, INC., AT $10,884 WITH THE FUNDS TO COME FROM THE 1995
BUDGET. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
6.3. Consider MnDOT and City Maintenance Aareement for School Street Sianals
COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 95-75, A RESOLUTION
ENTERING INTO AN AGREEMENT WITH MNDOT FOR THE MAINTENANCE OF THE
TRAFFIC CONTROL SIGNALS ON A REIMBURSABLE BASIS AT THE INTERSECTION OF
SCHOOL STREET AT FREEPORT AVENUE AND JACKSON AVENUE, AGREEMENT NO.
72760-R. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION
CARRIED 5-0.

COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 95-76, A RESOLUTION
ENTERING INTO AN AGREEMENT WITH MNDOT TO PROVIDE MAINTENANCE AND
ELECTRICAL ENERGY AND PROVIDE THE CONTROLLERS AND CABINETS FOR THE NEW
TRAFFIC CONTROL SIGNALS ON SCHOOL STREET AT FREEPORT AND JACKSON
AVENUES, AGREEMENT 72759. COUNCILMEMBER HOLMGREN SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
6.5.
Consider 1995-96 City Snow Plowina Policv
Street/Park Superintendent Phil Hals reviewed the proposed 1996 Snow and Ice
Control Policy. He indicated that there were a few changes from the 1995
policy. He informed the Council that staff is requesting to contract out some of
the cul-de-sac plowing in order to improve services.
COUNCILMEMBER DIETZ MOVED TO APPROVE THE PROPOSED 1995-96 CITY SNOW
AND ICE CONTROL POLICY. COUNCILMEMBER HOLMGREN SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
6.6. Consider 1995-96 Snow Plowina Contract
COUNCILMEMBER DIETZ MOVED TO HIRE CONTRACTOR BIG JOHN'S
CONSTRUCTION, INC., AT $50 PER HOUR FOR CUL-DE-SAC PLOWING AND TO USE
All THREE FIRMS IF NECESSARY FOR HAULING SNOW FROM DOWNTOWN ELK RIVER.
COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Phil Hals reviewed a video of newly purchased equipment in 1995.

6.8.
Discuss . the Aopointment of City Reoresentatives to the School c;ensus
Committee
The City Council discussed the process in which the citizens to the School Census
Committee should be appointed. It was the consensus that those interested in
the School Census Committee should submit a letter of application to the City
Council for review.
9. Other Business
Councilmember Scheel indicated that she has been contacted by resident
Jack Kreuser regarding a ruptured sewer line caused by a contractor of Elk River
Utilities.

There being no further business. COUNCILMEMBER SCHEEL MOVED TO ADJOURN
THE MEETING. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
