Call Meetin9 To Order Pursuant to due call and notice thereof, the special meeting of the City Council was called to order at 8:00 p.m. by Mayor Duitsman. 2. Consider Council Aqenda Item 5.2., Finance Director Update, was added to the agenda. COUNCIL MEMBER SCHEEL MOVED TO APPROVE THE DECEMBER 12, 1994, CITY COUNCIL AGENDA AS AMENDED. COUNCIL MEMBER FARBER SECONDED THE MOTION, MOTION CARRIED 5-0. e 3.1 Consider 11-21-94 City Council Minutes COUNCIL MEMBER SCHEEL MOVED TO APPROVE THE NOVEMBER 21, 1994, CITY COUNCIL MINUTES. COUNCIL MEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3.2 Consider 12-1-94 City Council Minutes It was noted that the meeting day should be changed from Monday to Thursday. COUNCIL MEMBER DIETZ MOVED TO APPROVE THE DECEMBER 1, 1994, CITY COUNCIL MINUTES. COUNCIL MEMBER SCHEEL SECONDED THE MOTION. MOTION CARRIED 5-0. 3.3 Consider 12-5-94 City Council Minutes COUNCIL MEMBER FARBER MOVED TO APPROVE THE DECEMBER 5, 1994, CITY COUNCIL MINUTES. COUNCIL MEMBER DIETZ SECONDED THE MOTION. MOTION CARRIED 5-0. e e e e 4. Truth in Taxation Budoet Public Hearino Mayor Duitsman explained that the City Council received public comment on December 5, 1994, regarding the proposed 1995 Municipal budget and Tax Levy. He stated that the City Council continued this public hearing to their December 12, City Council meeting. Mayor Duitsman questioned whether there were any comments from the public regarding the 1995 Municipal Budget and Tax Levy. Emma Holzem questioned when the City would begin repairing the ditches. She further commented on the fact that there are funds available for this type of improvement from the State revolving loan fund. Richard Lockwood of Zimmerman questioned the timing for improving ditch NO.1. Robin Tuttle, 12334 Ranch Road, stated that she wanted to be sure that the council would address the outlying area farms, as she feels that these people pay more taxes and do not receive as many services as the people in the urban area. Council Member Scheel spoke on behalf of the residents in Ward 2. Council Member Scheel stated that working to the north from the Mississippi River will not resolve the water problems in Ward 2, as their water goes to the Rum River. She indicated that the cost of services for the rural area are rising. She further indicated that there are minimal services for Ward 2 residents. She stated that 90% of the people have not seen a squad car and that there are few fires in Ward 2. She further indicated that Ward 2 residents are always the last to get plowed out. She indicated that the taxes for the Ward 2 people have increased as much as those people who receive City services in the urban area. There being no further comments, Mayor Duitsman closed the public hearing. Mayor Duitsman indicated that the final budget and tax levy will be approved on December 19,1994. 5.1 Update on Appointments to City Boards and Commissions The City Clerk reviewed the applications that had been received for the Board and Commission vacancies. The City Administrator suggested that the previously called special meeting for January 16, 1995, be changed to hold board and commission interviews instead of reviewing the Capital Improvement Plan. He indicated that the Capital Improvement Plan could be discussed at a meeting in February. COUNCIL MEMBER DIETZ MOVED TO AMEND THE MOTION PREVIOUSLY MADE ON DECEMBER 5, 1994, WHICH CALLED A SPECIAL MEETING OF THE CITY COUNCIL ON JANUARY 16, FOR THE PURPOSE OF CAPITAL IMPROVEMENT HEARING. THE AMENDMENT IS AS FOLLOWS: TO CALL A SPECIAL MEETING OF THE CITY COUNCIL ON JANUARY 16, 1995, FOR THE PURPOSE OF HOLDING INTERVIEWS FOR BOARD AND COMMISSION APPLICANTS, AND TO CALL A SPECIAL MEETING OF THE CITY COUNCIL ON FEBRUARY 20, 1995, TO HOLD A CAPITAL IMPROVEMENT PUBLIC WORKSESSION. COUNCIL MEMBER HOLMGREN SECONDED THE MOTION, MOTION CARRIED 5-0. e e e 5.2 Update on Finance Director Position The City Administrator advised the City Council that Finance Director Lori Johnson will be accepting the Otsego position and will be resigning with the City of Elk River. He further requested to advertise for a Finance Director. COUNCIL MEMBER HOLMGREN MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO ADVERTISE FOR THE POSITION OF FINANCE DIRECTOR. COUNCIL MEMBER SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. COUNCIL MEMBER HOLMGREN MOVED THAT COUNCIL MEMBER DIETZ AND MAYOR DUITSMAN ASSIST IN THE SCREENING PROCESS FOR THE FINANCE DIRECTOR WITH THREE OR FOUR APPLICANTS BEING SELECTED TO BE INTERVIEWED BY THE COUNCIL. COUNCIL MEMBER FARBER SECONDED THE MOTION. MOTION CARRIED 5-0. A t this time the City Council reviewed the pay resolution. This information was included in the budget memo. Council Member Dietz requested that a date of July 1 be included on Item 8 of Exhibit 1 of the pay resolution. Council Member Farber indicated that he felt the City Council should review the salaries of department heads. He indicated that there are some department heads that should receive more than a 3% increase in salary. Mayor Duitsman indicated that it would be best to wait until the Comparable Worth report is completed before a decision is made on certain department heads receiving greater than 3% increase. He further indicated that he would be supportive of making any increase greater than 3% retroactive to January 1, 1995 for department heads. COUNCIL MEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 94-126, A RESOLUTION ADOPTING THE 1995 PAY PLAN FOR NON-ORGANIZED EMPLOYEES WITH THE CONTINGENCY THAT DEPARTMENT HEAD SALARIES BE FURTHER REVIEWED FOLLOWING THE COMP WORTH STUDY, AND ANY ADDITIONAL CHANGES FOR DEPARTMENT HEAD SALARIES BE RETROACTIVE TO JANUARY 1, 1995. COUNCIL MEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. COUNCIL MEMBER HOLMGREN MOVED TO ADOPT FOR ALL EMPLOYEES THE VACATION SCHEDULE THAT WAS ACCEPTED BY THE 1995-1996 POLICE UNION CONTRACT. COUNCIL MEMBER FARBER SECONDED THE MOTION. MOTION CARRIED 5-0. COUNCIL MEMBER DIETZ MOVED TO DENY THE REQUEST OF THE ECONOMIC DEVELOPMENT COORDINATOR TO ADJUST HIS VACATION SCHEDULE AS IT WOULD SET A PRECEDENT FOR OTHER CITY EMPLOYEES. COUNCIL MEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-1, COUNCIL MEMBER HOLMGREN OPPOSED. Following discussion of Out of Pay Classification, it was the consensus that Out of Pay Classification requests be treated on a case by case basis. e e e 7. The Council decided it would discuss the position of Personnel Coordinator/Administrative Assistant following the hiring of a Finance Director. The Council discussed the proposal of paying part-time liquor store employees holiday pay. Council Member Dietz indicated that he would be willing to pay holiday pay for any employee who works 20 hours per week. COUNCIL MEMBER DIETZ MOVED THAT LIQUOR STORE EMPLOYEES WHO WORK A MINIMUM OF 20 HOURS PER WEEK WILL RECEIVE TIME AND A HALF HOLIDAY PAY FOR THE FOLLOWING DAYS: · AFTER 4:30 P.M. ON NEW YEARS EVE · THE SATURDAY BEFORE MEMORIAL DAY · THE FRIDAY BEFORE THE FOURTH OF JULY IF IT FALLS ON A SATURDAY, OR THE SATURDAY BEFORE THE FOURTH OF JULY IF IT FALLS ON A SUNDAY · THE SATURDAY BEFORE LABOR DAY · CHRISTMAS EVE DAY COUNCIL MEMBER SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. The City Council discussed the issue of uniform allowance for clerical employees. The City Administrator indicated that staff if requesting council to consider an additional $.17 per hour increase for the clerical employees who lost the uniform allowance. After discussion it was the consensus of the council to review this issue on December 19,1994. Adiournment There being no further comments, COUNCIL MEMBER HOLMGREN MOVED TO ADJOURN THE MEETING, COUNCIL MEMBER SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 5-0.
