5.1. PRSR 11-08-2017 • Elk Request for Action River To Item Number Parks and Recreation Commission 5.1 Agenda Section Meeting Date Prepared by Action Items November 8,2017 Steve Benoit,Recreation Manager Item Description Reviewed by Miske Meadows Park Dedication Modification Zach Carlton,Planning Manager Reviewed by Michael Hecker,Parks and Recreation Director Action Requested Recommend,by motion, park dedication requirements for the Miske Meadows development modification to be satisfied with a combination of cash and land. Background/Discussion Paxmar is proposing to modify their previous approvals for the Miske Meadows subdivision. Changes include the addition of 37 acres to the preliminary plat, modifications to the road network, and moving the land area to be dedicated for park dedication purposes. The road changes provide better east-west transportation options for residents and reduce developer costs related to the excavation for public utilities. The proposed subdivision includes approximately 375 single-family lots. The park area under the new configuration is approximately 5.3 acres and abuts another 8.8 acres of wetland and power line easements that will be maintained as open space, but will not qualify as park dedication. The total green space under the new plan will be over 14 acres. The previous preliminary plat included approximately 6 acres of land, but it did not abut additional green space. The original configuration was also hilly and had over 20 feet of elevation change while the new site is relatively flat with six to eight feet of elevation change over all but a small area in the SW corner. As with the previous approval, the park area will grow when the parcel to the south is developed. The city does not have any proposals for the property to the south, and the land dedication will be discussed when a development proposal is received in the future. Staff recommends approval of the new park land configuration as the flatter site will be a better fit for future programming needs and it abuts a large open area, giving the impression of a larger site. The land dedication does not satisfy the entire park dedication requirements, and the remaining dedication would be satisfied with a cash payment. The cash dedication will be approximately$1,190 per unit, but the final cost will be calculated when a final plat is received. The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional A 0 / E I E o O r service, and community engagement that encourages and inspires prosperity IrJATUREI Parks and Recreation Master Plan The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5 miles of the park. The subject property meets this requirement. Therefore, staff recommends the Parks and Recreation Commission recommend Park Dedication be in the form land and cash.
