JOINT MEETING OF THE ELK RIVER CITY COUNCIL AND PLANNING COMMISSION
HELD AT THE ELK RIVER PUBLIC LIBRARY

1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River
City Council and Planning Commission was called to order at 9:00 a.m.
by Mayor Duitsman.

Introductions
All members present were introduced and welcomed to the meeting by
Mayor Duitsman. Pat K1aers, City Administrator, thanked everyone for
coming to this work session and stated that the meeting format is
intended to be very informal with questions coming at any time by any
member present. The purpose of the meeting was to discuss the
legalities of City planning and zoning issues and also to review some
of the past planning and zoning activities that have taken place in Elk
River.

Planning and Development Legal Framework and Principals
Peter Beck began his presentation by indicating that environmental
issues are not included in the outline for this meeting and that the
environmental topic is very complicated and the laws are changed all
the time by the courts. The environmental topic could be the subject
of a separate work session.
Peter Beck reviewed with the City Council his 2/27/93 outline of issues
to be addressed. Major topics of discussion from this presentation
included: 1) takings, 2) moratoriums, 3) interim uses, and 4) traffic
planning City-wide and cul-de-sacs. Peter reviewed all six pages of
his outline. The City Council indicated that the Planning Commission
should feel free to evaluate the need for interim uses in Elk River.
Traffic planning was a subject of a great deal of discussion and
everyone is looking forward to the City Engineer traffic study report
that is due shortly.

City Planning and Implementation Tools
Bill Weber, Consulting City Planner from BRW, indicated that he began
working with the City in 1990 when he was authorized to complete four
focus area studies as an expansion of the City approved comprehensive
plan or Growth Management Plan (GMP). Bill reviewed all of the
components of the 1988 GMP and discussed the policy statements for the
residential, commercial, industrial, park, transportation, and utility
sections of the plan. It was the general agreement of the Planning
Commission and the City Council that the Growth Management Plan should
be updated in 1993 to more accurately reflect the existing conditions
in Elk River and future goals for Elk River.
5. Local Development Agencies
No discussion on these issues took place.
6.
Discussion on other Planning Issues
Mayor Duitsman stressed the need for the storm drainage plan to be
completed and advised the Planning Commission that this plan will need
their input and that it will be a very important document in guiding
our future growth and development. Additionally, Mayor Duitsman
discussed the Waste Water Treatment Plant expansion project that is
being considered by the City Council.
Planning Commission Chair, Bob Minton, discussed with the City Council
some of the Planning Commission goals for the next few months. These
goals included visiting other Planning Commission meetings, offering a
training session for Planning Commission members within the vicinity,
continuing to provide training opportunities for the Elk River Planning
Commission, and improving the overall City method of providing
information to the public.
It was noted that an update of the Growth Management Plan should take
place as soon as the storm water (drainage) plan, transportation plan,
and waste Water Treatment Plant expansion report receives consideration
by the City Council.
7. Other Business/Staff Updates
The City Administrator invited all the Commissioners present and the
City Council to a tour of the new City Hall facility.
8. Adjournment
There being no further business, the special meeting of the City
Council and Planning Commission was adjourned at 11:40 a.m.
