03-01-1993 CC MIN - EXECUTIVE . . . EXECUTIVE SESSION OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER PUBLIC LIBRARY MONDAY, MARCH 1, 1993 MEMBERS PRESENT: Mayor Duitsman, Councilmembers Scheel, Farber, Dietz, and Holmgren MEMBERS ABSENT: None STAFF PRESENT: Pat Klaers, City Administrator; Sandra Thackeray, City Clerk 1. Call Executive Session of City Council to Order Pursuant to due call and notice thereof, the Executive Session of the Elk River City Council was called to order at 6:00 p.m. by Mayor Duitsman. The Wage Incentive Program (WIP), which is being proposed in lieu of the longevity benefit, was discussed by the Council. The City Administrator noted that the WIP document that the Council is reviewing should also include a requirement regarding employee weight control in the physical fitness area and that the education incentive must be job related. The issue of community involvement was discussed. The Council discussed whether or not the officers should be allowed to participate in community activities in their own community. COUNCILMEMBER HOLMGREN MOVED TO OFFER THE WAGE INCENTIVE PROGRAM RATHER THAN LONGEVITY WITH COMMUNITY SERVICE TO BE ALLOWED IN THE OFFICERS OWN COMMUNITY. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-1. Councilmember Scheel opposed. The Council discussed the health insurance issue and the fact that the City employees cannot consider another type of plan unless it is accepted by the Police Union. The Council directed the City Administrator to try to negotiate with the Police Department alternatives to the current insurance plan because the current plan is too expensive. The Council decided to select option one as submitted by the Police Union on 10/12/92 with the WIP being offered instead of longevity. It was the consensus to not have a City Council representative present during Union negotiations. COUNCI LMEMBER CITY COUNCIL. CARRIED 5-0. HOLMGREN MOVED TO ADJOURN THE MEETING OF THE ELK RIVER COUNCILMEMBER DIETZ SECONDED THE MOTION.
