SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL
MONDAY, MARCH 8, 1993

1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River
City Council was called to order at 5:50 p.m. by Mayor Duitsman.
2. Consider 3/8/93 City Council Agenda
COUNCILMEMBER SCHEEL MOVED TO APPROVE THE 3/8/93 CITY COUNCIL AGENDA.
COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0.
3. Street/Park Department Annual Report

4. Consider Park and Recreation Commission Recommendations
Phil Hals, Street/Park Superintendent, stated that the Park and
Recreation Commission moved to recommend that the City Council commit
$1500 from the Park Capital Equipment Fund for the Street/Park
Department to buy the components to retrofit a golf cart vehicle with a
new engine, driveline, and paint striping equipment to be used for
field maintenance.
COUNCILMEMBER SCHEEL MOVED TO APPROVE THE USE OF $1500 FROM THE PARK
CAPITAL EQUIPMENT FUND TO BUILD A RECREATION FIELD MAINTENANCE VEHICLE
WHICH WILL BE USED TO DRAG AND LINE RECREATION FIELDS. COUNCILMEMBER
FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0.
Phil Hals indicated that the Park and Recreation CommiSSion moved to
recommend that the City Council consider hosting a Plant-a-Tree Program
in conjunction with the Winnetka Tree Farm in Brooklyn Park. He
indicated that the City would advertise an evening tree seminar and a
City staff member and a representative from Winnetka Tree Farms would
put on an hour long class on tree choices, proper planning, etc.
Anyone that attended the seminar would receive a coupon for an
additional 20% off of tree sales. He further stated that the City
could offer a $25.00 reimbursement to residents for each tree of 1-1/2"
in diameter or larger that they plant of their property.

It was the consensus of the Council to discuss this issue at a future
meeting and that Phil should get some information regarding if local
nursery businesses were interested in this program.
Water Tower and Filtration Building
Phil Hals explained that plans are underway to build a water treatment
and a water filtration building on the E & 0 site between Gary and
Hudson Streets. Pat Klaers indicated that the Park and Recreation
Commission moved to recommend to locate the water treatment building as
near to the future water tower as possible, however, a more preferred
location from a cost point of view has been identified.
Mayor Duitsman suggested forwarding this issue to the Utilities
Commission for a recommendation. It was the consensus of the Council
to concur with the Utilities decision regarding the location of the
water treatment building unless a new option that has not been previous
discussed is approved.
