Action Requested
Approve,by resolution, a transfer from the General Fund to the Park Improvement Fund and Capital
Outlay Reserve Fund.
Background/Discussion
As part of our financial management policies, the Fund Balance Policy sets a minimum and maximum
fund balance in the General Fund of 40-45%. Any amount above our maximum may be appropriated by
Council to be used for one-time,non-recurring expenditures.
As of the end of 2016, the General Fund had an excess fund balance of$266,832. On August 7, 2017,
Council appropriated $119,382.35 of the excess fund balance to be used for the Dave Anderson Athletic
Complex irrigation replacement. During the CIP discussion on November 6,2017,it was recommended
the remaining excess fund balance of$147,449.65 be transferred to the Capital Outlay Reserve Fund for
IT hardware/software replacements and miscellaneous capital outlay items.
Financial Impact
Transfer from the General Fund excess fund balance $119,382.35 to the Park Improvement Fund and the
remaining balance of$147,449.65 to the Capital Outlay Reserve Fund.

A Resolution of the City Council of the City of Elk River Authorizing a
Transfer from the General Fund to the Park Improvement Fund and Capital
Outlay Reserve Fund
WHEREAS, The City of Elk River's Financial Management Policies includes a General
Fund Balance policy in excess of forty five percent shall be allocated to other purposes at the
discretion of the City Council.
WHEREAS, The City Council has designated that the unassigned fund balance in the
General Fund be a minimum of 40 percent and a maximum of 45 percent.
WHEREAS, The City Council has considered the various uses of the balance in excess of
the 45 percent.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River,Minnesota, as follows: transfer funds from the General Fund balance to:
Park Improvement Fund $119,382.35
Capital Outlay Reserve Fund $147,449.65

services for an Elk River Ice Arena remodel and expansion. Motion carried 5-
0.
8.2 Dave Anderson Athletic Complex Irrigation Replacement
Mr. Sevcik presented the staff report.
Council discussed funding and consensus was to utilize the 2016 excess fund
balance. Council noted staff would need to work with youth football on a schedule
for games and installation of the irrigation system.
Mayor Dietz expressed concerns for the lack of maintenance to these fields but
understands repairs were on hold due to the community center referendum. He
stated Council needs to consider allocating funding to improve this complex. He
suggested using the excess funds in reserves.
Moved by Councilmember Olsen and seconded by Councilmember Wagner
to install a new irrigation system and drill a new 6 inch well in the amount of
$119,382.35. Motion carried 5-0.
8.3 Election Emergency Plan
Ms. Allard presented the staff report.
Moved by Councilmember Olsen and seconded by Councilmember Ovall to
accept the Election Emergency Plan. Motion carried 5-0.
8.4 Discuss Work Session Items
Mr. Portner presented the staff report.
Councilmember Wagner stated the Salk School assistant principal contacted her
about the process for getting a crosswalk installed at Highland Avenue crossing
Jackson Avenue because students cross at this location to access retail businesses.
The principal had noted a few close calls with accidents. Councilmember Wagner
commented crosswalks throughout the city should be evaluated for efficiencies and
asked about options such as lighting.
Mr. Pormer noted it may be a matter of creating an educational campaign to the
students.
