04-29-1993 CC MIN . . . MEETING OF THE ELK RIVER BOARD OR REVIEW HELD AT THE SHERBURNE COUNTY ADMINISTRATION BUILDING THURSDAY, APRIL 29, 1993 Members Present: Mayor Duitsman, Councilmembers Dietz, Farber and Scheel Members Absent: Councilmember Holmgren (due to the fact that he is an employee of the county Assessor's office) Staff Present: Sandra Thackeray, City Clerk; Ty Bischoff, County Assessor; Jerry Kritzeck, Commercial Assessor; Cullen, Residential Assessor John Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Board of Review was called to order at 6:07 p.m. by Mayor Duitsman. 1. Pete Rohlf PID' 75-432-0110 Pete Rohlf indicated he owns a mini-storage building. He stated that when he was building his mini-storage units he was told by the City that he must have 40 feet of concrete between the buildings. Mr. Rohlf indicated that in the meantime, other buildings have been constructed and have been told that they need 20 feet of concrete between the buildings. He stated that the extra feet between buildings cost him money in concrete as he needed 1482 square feet of extra concrete. He also stated he. had to reduce the number of buildings by one because of the 40 foot requirement. He further stated that he was ordered by the Council to finish his buildings with stucco and bricks in the corners and other mini-storage buildings are being allowed to use metal skin siding. Due to this, the assessed value of his building is higher than other mini-storage sheds. COUNCILMEMBER DIETZ MOVED TO REDUCE THE ASSESSED VALUATION OF MR. ROHLF'S PROPERTY IDENTIFIED AS PARCEL 75-432-0110 BY $1,500 TO COMPENSATE FOR THE EXTRA CONCRETE WHICH WAS REQUIRED BY THE CITY. COUNCILMEMBER FARBER SECONDED THE MOTION. Pete Rohlf stated that he requested to buy the vacant lot, which the city now owns, located adjacent to his buildings. He stated that the City Administrator indicated that the City was not interested in selling. The City Council suggested that he appear before the City Council to request to purchase the property. THE MOTION CARRIED 4-0. 2. Daryl Bronniche, Representative Daryl Bronniche submitted a market value of his property be states in the letter that the Assessor's office is premature. of Donald Raske PID' 75-127-3110 letter requesting that the estimated reduced to the original 1992 value. He suggested commercial value by the County . . . Elk River Board of Review Minutes April 29, 1993 Page 2 COUNCILMEMBER DIETZ MOVED TO DENY THE REQUEST AND TO HAVE THE PROPERTY VALUATION REMAIN AS STATED BY THE COUNTY ASSESSOR'S OFFICE FOR PARCEL' 75-127-3110 BASED ON COMPARABLE LAND VALUES. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3. Herbert Marty PID' 75-428-0256 A letter was submitted from Marty who owns a duplex requesting that the County Assessor's reduce the estimated value of half of the duplex. Hubert Office COUNCILMEMBER DIETZ MOVED TO DENY THE REQUEST TO LOWER THE ASSESSED VALUATION FOR PARCEL' 75-428-0256 PUE TO COMPARABLE ESTIMATED VALUES. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4. Milo Hennemann PID' requesting to reduce $149,800 to $137,000. Milo Hennemann submitted a letter valuation of his property from 75-422-0220 the assessed Jerry Kritzeck, County Assessor, stated that the according to comparable homes in the area and further house was a quality built house. house was valued stated that the COUNCILMEMBER DIETZ MOVED TO DENY THE REQUEST AND STATED THAT THE ASSESSED VALUATION FOR PARCEL . 75-422-0220 SHALL REMAIN AS STATED PER THE COUNTY ASSESSOR'S OFFICE. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5. Frank Noble PID' 75-425-0110 Mr. Noble submitted a letter requesting that the property valuation of his home be lowered. mainly due to the fact that the house was located across the street from Elk River Concrete. Jerry Kritzeck stated that the increase in the property valuation for this property was based on land value increases in the City of Elk River and further, there was an increase in the valuation of the home due to the split style of the home. He stated that all split homes have been raised in valuation in Elk River. COUNCILMEMBER FARBER MOVED VALUE SHALL REMAIN AS STATED 75-424-0110. COUNCILMEMBER CARRIED 4-0. TO DENY THE REQUEST AND INDICATED THAT THE BY THE COUNTY ASSESSOR FOR PARCEL . DIETZ SECONDED THE MOTION. THE MOTION 6. Earl Hetrick PID' 75-022-0210 - Earl Hetrick distributed a list of concerns regarding his property valuation. He stated that he is requesting that the property valuation be lowered due to the following concerns: car headlights, truck noise, Highway Department trucks, sidewalk and snow removal, the caliber of homes being built in the Santwire Addition, the noise of the parking lots being plowed, barking dogs, and police sirens. Mr. Hetrick further stated that he has re-roofed 1/3 of his house and that he will have to re-roof the rema~n~ng 2/3. He further stated that the walkout basement side is cedar siding which must be replaced. He indicated that he has received an increase in taxes of $10,000 during the last two years and stated this is unfair. . . . Elk River Board of Review Minutes April 29, 1993 Page 3 Jerry Kritzeck informed the Council that other homes in the same area have been raised in valuation. He stated there has been an increase of about $8,000 for the last two years to Mr. Hetrick's home. He indicated that the land has increased, but that the County Assessor's Office has taken into consideration the location of Mr. Hetrick's land and has given him the lowest valuation in the plat due to the location of his home. Jerry Kritzeck further stated that Mr. Hetrick has received a $5,000 nuisance decrease in his valuation a number of years ago. He indicated that this was recently eliminated due to the high market volume and the value of the homes in the surrounding area. Jerry Kritzeck stated that the County Assessor's Office cannot lower the valuation of a home based on the types of grievances Mr. Hetrick has. He further indicated that Mr. Hetrick is being given $9,127.00 in depreciation at the present time. COUNCILMEMBER DIETZ THAT THE PROPERTY REMAIN FOR PARCEL # MOTION. THE MOTION MOVED TO DENY THE REQUEST BY MR. HETRICK AND STATED VALUATION AS LISTED BY THE COUNTY ASSESSOR SHALL 75-022-0210. COUNCILMEMBER SCHEEL SECONDED THE CARRIED 4-0. Adjournment There being no BOARD OF REVIEW. CARRIED 4-0. further business, COUNCILMEMBER DIETZ MOVED TO ADJOURN THE COUNCILMEMBER FARBER SECONDED THE MOTION.
