SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL

1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River
City Council was called to order at 9:10 p.m. by Mayor Duitsman.
2. Consider 5/10/93 City Council Agenda
Item '6, Capital Improvement Program Work Session was deleted from the
agenda.

AS AMENDED. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION

4-0-1. Councilmember Holmgren abstained.

Councilmember Holmgren was not present at the Board of Review meeting
as he is an employee of the County Assessor's Office.
3.5. Consider 5/3/93 City Council Minutes
COUNCILMEMBER FARBER MOVED TO APPROVE THE 5/3/93 CITY COUNCIL MINUTES.
COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Councilmember Scheel questioned the action taken by the Council on
5/3/93 regarding the right-of-way exchange of 221st Avenue. She
indicated she felt further investigation should have taken place prior
to the Council granting the exchange of right-of-way.

Bridge Ceremony
The City Administrator informed the Council that the City and Chamber
were jointly planning a bridge opening ceremony for the Main Street
bridge. The Council indicated its support of this ceremony.
The City Administrator informed the Council that there was a small fire
at the RDF plant on 5/9/93 and the Fire Department was called.
The City Administrator informed the Council that the public hearing
tentatively scheduled for May 27 on Elk Park Center has been cancelled.

The City Administrator informed the Council that Rita Johnson has
resigned from the Planning Commission.
COUNCILMEMBER SCHEEL MOVED TO INTERVIEW JAMES TACHENY AND ROBERT
EMERSON FOR THE PLANNING COMMISSION VACANCY. COUNCILMEMBER HOLMGREN
SECONDED THE MOTION. THE MOTION CARRIED 5-0.
COUNCILMEMBER HOLMGREN MOVED TO HIRE CHRIS LEESEBURG TO BE
THE STREET/PARK DEPARTMENT AS A WORKING CREW LEADER ON A
TIME BASIS AT $6.20 PER HOUR. COUNCILMEMBER FARBER
MOTION. THE MOTION CARRIED 5-0.

The Mayor informed the Council that a groundbreaking ceremony for the
UPA expansion has been planned for May 27, at 11:30 a.m.
Councilmember Holmgren updated the Council on the baseball clinic
expenses that were on the last check register and the 5/10/93 128
Area-Wide Recreation meeting. He indicated that Jeff Asfahl's contract
has been finalized. The next 128 Area-wide Recreation meeting will be
held at the City of Otsego on June 14.
