Background/Discussion With direction from Council, staff prepared and advertised a request seeking proposals for construction management services. Seven proposals were submitted and reviewed by the Ice Arena Committee. The proposals were reviewed against the scoring criteria laid out in the RFP. From this scoring, staff members of the committee interviewed the top three ranked firms. These firms included RJM Construction,Kraus-Anderson, and Terra General Contractors. Upon review of the proposals and completion of the interviews, the Committee recommends the Council approve entering into a contract with RJM Construction. Their proposal is attached. RJM brings the most experienced team to our project along with some unique ides to consider during the schematic design phase. There proposed fee was also the most competitive of all proposals received. We further recommend following the proposed model of hiring RJM Construction as a Construction Manager at Risk as detailed in the proposal. If approved,we will work with our legal counsel to draft the contract with RJM Construction. Financial Impact The proposed fee for this service contract is $735,752. This amount has been planned for and included in the overall project budget which remains estimated in the $20M to $25M range. Part of brining the construction manager on board at this time is to assist in refining the project estimates and determining where project costs can be minimized as we move into final design. We understand the key components that require careful consideration in the design and construction of the building envelope including: • Proper roofing material and insulation to limit condensation • Under-slab vapor barrier selection and placement to avoid concrete curling • Dehumidification manufacturers and system balancing to maximize efficiency and performance Of equal importance is the performance of the ice plant and playing surface to make for an enjoyable and competition-level experience for both athletes and spectators. As we did with the Shakopee Ice Arena project, RJM will work closely with 292 Design Group engineers to ensure the highest quality design. Additionally, RJM will proactively manage the installation and balancing of these systems to provide the highest level of energy efficiency. Elk River Ice Arena and Lion John Weicht Park Facilities Part III: Key Qualifications & Approach 18 Project Administration Pre-Construction Estimating Techniques The Elk River ice Arena and Lion John Weicht Park Facilties project construction budget is $20 million with a total project budget not to exceed $25 million. Budget is a driving concern in ensuring the best possible value is achieved. As the design progresses, we provide continual, real-time cost evaluations so that the cost impact to design choices are immediate. Being proactive in this process saves critical time and costs, helping the architect understand budget impacts before designs are complete. At the core of our pre-construction team is our staff of eight full-time estimators. This team ensures estimates are accurately completed in a timely fashion without the daily distractions of project management. Estimating is a continuous process for RJM Construction—as early as possible we will quantify work items and apply unit costs. We start with an overall conceptual budget, followed by a schematic design budget and a design development budget. The RJM Difference Our team also provides a final estimate at 95% completion of the design. The intent of this final estimate is to confirm the 95% drawings and specifications align with the budget and that we have 100% subcontractor support to prove it. This final confirmation allows us to accurately track where the final bids will be when received. Allowing one last opportunity to make slight adjustments to the plans prior to bidding assures the project will be delivered on budget. From our experience with ice arena facilities we understand where costs can be reduced, without sacrificing the function of the building, or the vision and design intent of the client and architect. Historically our value engineering process has saved 9 - 13% in value between schematic design and construction document completion. For a large-scale project like the Elk River Ice Arena and Lion John Weicht Park Facilities, our experience can help the City reach potential cost savings in the range of $1.8 million to $2.6 million. Constructability Reviews At RJM we have a proactive mindset and we continuously seek ways to enhance design to arrive at the most efficient and highest quality installation. At each phase of design, RJM will engage our internal quality control team to review all aspects of design and make suggestions to 292 Design Group for minor design modifications. Offering these changes prior to bidding will facilitate more accurate bids from the contractors, making for a smooth installation and ultimately, a higher quality finished product. Building Information Modeling (BIM) RJM has the capability to develop three-dimensional models on projects to simulate the real world building process. Our BIM Specialist, Jake Fisher, collaborates with the entire project team, providing value in systems analysis and constructability reviews, enabling the team to make more informed decisions regarding the design, systems, efficiency and quality of a project. RJM used BIM for the Elk River Public Works project when laying out the equipment in the mechanics garage. We modeled the entire department and virtually laid out all power runs. This allowed the deparment heads to make adjustments prior to the commencement of work on-site. RJM’s Director of MEP Design and Coordination, Jed Field, will analyze the mechanical and electrical designs and act as a liaison between the design team and the contractors. A licensed engineer, Jed fully understands detailed mechanical and electrical scopes and can guide pre-fabrication and installation plans, ultimately resulting in efficiencies and increased cost savings. He has the ability to understand design intent and coordinate the prefabrication and installation plans which will ultimately result in efficiencies and increased cost savings. Development of Bid Packages RJM will work with City staff to place the bid advertisement in the City’s required publications such as Elk River Star News and others including Minneapolis and St. Paul Builders Exchange and The Dodge Report. In addition, RJM’s extensive experience in the ice arena market gives us a diverse list of subcontracting partners we can carefully analyze and tailor to meet the needs of the City of Elk River. We will reach out to qualified subcontractors by means of electronic notification, as well as personal phone calls, to generate as much interest as possible, increasing the number of received bids, and ensuring the lowest possible price on bid day. RJM has also developed a bidding strategy that can allow for more local contractor participation for smaller project work scopes through the City’s quote process. By breaking larger bid packages into smaller, more manageable ones we can often generate more interest from local contractors who may not have the capabilities to perform the entire large scope of work. RJM will facilitate the bid receipt and conduct the public opening process. Subsequently, RJM will conduct a thorough review of each bid for completeness, clarify any potential discrepancies, and conduct a scope review with all apparent low contractors. Recommendations are presented to the team along with a comprehensive project budget. In addition, RJM assists in obtaining approvals from regulatory agencies. After approval of the contractor awards, RJM will prepare and process the appropriate contracts. Scheduling Scheduling begins at project definition and identifies design, client planning, bidding and actual construction duration. RJM will support the project team with a comprehensive schedule taking into account all critical milestones. This will be a collaborative effort with the entire project team to ensure realistic expectations are set within efficient work sequences. RJM’s scheduler will prepare and issue master schedules, analysis and variance reports. Our team has outlined multiple options for the proposed sequence of events for the Elk River Ice Arena and Lion John Weicht Park Facilities project. This is based upon a combination of preliminary project information coupled with similar experience. 21 Elk River Ice Arena and Lion John Weicht Park Facilities Part III: Key Qualifications & Approach RJM will work with the team to develop a project schedule that limits disruption to the school parking, ball fields, tennis courts and ice arena programming. An accurate schedule begins with a strong understanding of the project goals. Below we have identified some initial parameters and possible solutions for your project: 1. Limit school disruption both with noise and parking lot usage until end of 2017-2018 school year. • Off hours trucking • Start heavy work after school year ends 2. Maintain one sheet of ice programming for duration of project (minimal shutdowns). • Modify design of future shared refrigeration room so that existing Olympic plant can remain in use during construction • Temporary entrance through either NE or SE corner while new lobby is constructed • Possible temporary solution needed for existing snow-melt • Possible temporary team rooms and bathrooms depending on extent of phasing 3. New softball field ready for play at start of 2019 season. • Assuming sand and peat vs. turf, seeding complete in 2018 4. Extend use of tennis courts until end of 2017-2018 school year. • Depending on phasing all or at least two can remain useable until school lets out 5. Electrical utility relocation needed prior to new rink addition. • Confirm with Energy provider timing of relocation • Might make more sense to start Olympic renovations first while this work is happening Construction Construction projects within occupied facilities provide challenges that require an experienced construction manager. RJM specializes in the renovation of occupied facilities. This experience will guide the project team through proactive solutions: • Studies of existing conditions • Schedule development and phasing • Public egress • Systems operation and shutdowns • Communication with the public 22 Phasing Strategies There are at least five potential phasing strategies for the City of Elk River to consider, each with its own pros and cons. Below we have outlined some initial ideas for consideration. We welcome the opportunity to discuss these and other options in person. Strategy 1 Start Olympic renovation and begin demolition of Barn in March 2018. • New rink in September of 2018 season and full facility before end of 18/19 season. Strategy 2 Start Olympic renovation in March 2018 and begin demolition of Barn in June 2018. • New rink in September of 2018 season; full facility won’t be done until after 2018 season. Strategy 3 Start Olympic renovation in March 2018 and begin demolition of Barn in October 2018 • New rink in September of 2018 and maintain Barn ice; long schedule = higher cost. Strategy 4 Demolish Barn in June 2018 and renovate Olympic starting in February 2019 • New ice early 2019. Maintain Olympic ice during construction. Full facility done at end of 2018-2019 season. Strategy 5 Demolish entire facility starting in March 2018 and build new. • New rink in October/November 2018. All new facility. Fast schedule with efficient design. However, no ice until first sheet is available. As an example, a phasing plan for Strategy 1 is attached as an exhibit. Our highest priority on the project is to provide and maintain a safe working environment for everyone on site. We understand that monitoring the quality of work daily is in the best interest of everyone and RJM takes this responsibility seriously. Project Safety RJM’s superintendent closely monitors work of the contractors ensuring safety procedures are being followed. RJM Construction has been recognized by the Minnesota Department of Labor and Industry and AGC of Minnesota as a Construction Health and Safety Excellence (CHASE) partner. The CHASE partnership charter acknowledges the importance of providing a safe, healthful work environment in construction and seeks a working relationship that creates mutual trust and respect among all parties, including project owners and construction workers, involved in the construction process. Schedule Control RJM’s scheduler, Thomas Hussong, will review all contracts for specific scheduling needs and profile critical time lines. The master schedule is updated regularly, with an eye always on the overall completion date. We also provide three week projection schedules that provide a breakdown of current project tasks, which are utilized in the management of the contractors and vendors. These tools will be used when coordinating work sequencing to ensure materials and labor arrive as scheduled. Subcontractors will be held accountable to meet these schedules as they will be developed early as a tool to use when awarding subcontracts. A low-cost subcontractor is only qualified if they can meet the project milestones. Cost Control During construction we diligently manage the project budget and contingency. At each project meeting we will provide an updated budget so everyone is aware of the financial status of the project at all times. Should cost issues arise, RJM will collaborate with the design team to provide several options to solve the challenge, mitigating cost impact. RJM will keep the team aware of the status of the project contingency throughout construction. As project milestones are met, options for utilizing contingency dollars for owner-desired scope enhancements are given. Through careful planning and tight project cost control, RJM will assist the City of Elk River in completing the project on budget. Elk River Ice Arena and Lion John Weicht Park Facilities Part III: Key Qualifications & Approach As a CHASE partner, RJM has been publically recognized for enforcing the importance of providing a safe, healthful work environment. RJM believes in acting solely as the City of Elk River’s advocate and working as a constructor is, in our opinion, a conflict of interest. Quality Control During the design process RJM will collaborate with 292 Design Group in the quality review process. Unique among other CMs, we are builders and we utilize this expertise to assist the designers in coordinating document details. During bid solicitation, our team will ensure qualified contractors are hired for critical areas of work. RJM has developed specifications that outline qualifications to accompany select bids. This extra step gives assurance that a balance of value and quality will be achieved. During construction RJM will conduct pre-installation meetings with all stakeholders to ensure proper sequencing and focus on details. RJM will manage the development of mockups to help the team make informed material decisions, but more importantly, hold the installation to an agreed quality standard. CMa versus CMar Project Delivery The investment in the renovation of the existing Elk River Ice Arena and Lion John Weicht Park facilities can represent a challenge for the City of Elk River. Leaders seek to spend tax dollars as wisely as possible, while ensuring that new facilities are well constructed for the long term. In general, the Construction Management delivery method is a smart choice to complete your project. This process gives the City of Elk River control over the entire process from start to finish, and provides an on-time project with improved quality and reduced change orders. For the Elk River Ice Arena and Lion John Weicht Park Facilities project, RJM will work with the City to arrive at the best delivery model for this project. Our team is experienced and open to executing either process. Construction Manager Advisor In the Construction Management Advisor (CMa) delivery, a contracting partner is selected based on their qualifications and experience with the type of project being constructed. The construction manager provides a host of pre-construction services including phasing planning, developing the pre-construction schedule and budgeting throughout the entire design process. The construction manager essentially serves as an extension of the city staff, meeting with various user groups and carefully reviewing the Architect’s plans for completeness and constructability. Because the construction manager is providing budgeting services during the entire design process, they can identify when the design is exceeding the budget and make recommendations to bring it back into alignment. In addition, they can foresee items not clearly noted in the plans and make provisions for this work in the bid packages, eliminating opportunity for change orders. Although the CMa delivery method has many benefits, there are drawbacks. In this delivery, the City enters into a contract with each individual subcontractor on the project. This presents risk to the City as they are contractually responsible for subcontractor failure. 26 The number of contacts subsequently increases the amount of administration for City staff. With each contract comes monthly pay applications for each contractor, as well as processing documentation for any design changes. In addition, because the CMa does not hold any of the contracts or a Guaranteed Maximum Price, there can be the perception of lack of ownership by the CMa regarding schedule and budget. Construction Manager at Risk To address the drawbacks of the agency construction management process, many cities have elected to utilize the Construction Manager at Risk (CMar) delivery method. This process provides the advantages of the CMa process while allowing the City to execute one contract, with the CMar. With this delivery method, the CMar holds a contingency for unforeseen conditions on the project, and the city holds a contingency for scope changes. This is different from the CMa process, where the city holds the entire project contingency. This is the only perceived disadvantage of the CMar process. In our experience, cities that have utilized the CMar delivery model continue to use it on subsequent projects. AutoDesk Revit With Revit, RJM’s BIM Specialist, Jake Fisher, has the capability to develop three dimensional models on projects to simulate the real world building process. The Navisworks time lapse feature visually shows what has been finished, work underway and a look at what’s ahead on the job site. 360 Degree Camera RJM has a unique camera that can capture a 360 degree view of a job site. The image is stitched together and uploaded to a secure website. There, viewers can rotate through the image and get a complete view of progress or other pertinent details needed. The rooftop NHL-sized ice rink, named The TRIA Rink, is the most distinctive feature of the building. Crews placed a 100,000-pound crane atop the roof to hoist structural steel, mechanical equipment and other supplies. This innovative idea saved the project over $1 million and two months of schedule time. The only difference is that we discount our fee slightly for the CMar delivery method. We can offer this discount based on the reduced administration process that we have established in delivering CMar projects, resulting from direct contracts with the subcontractors. RJM will not act as a constructor in either delivery model.
