Background/Discussion
Proposed changes to the fee schedule include:
Mechanical Amusement (Page 2)
Regulation discontinued.
Expedited Application Services for Special Events (Page 2)
Ordinance requires completed applications be submitted 60 days before an event. Frequently,
applications are received less than 60 days from the event. Applications require multiple-department
review and when submitted late workloads must be ad)usted to process an event request in time. Staff
suggests these fees for expedited service.
Garbage (Page 3)
No change in fees. Item previously omitted from fee schedule.
Stormwater Utility Fee (Page 4)
The city maintains 315 stormwater basins and this fee increase is to cover operation and maintenance
costs for the stormwater drainage system.
Administrative Subdivisions/Simple Plats Application (Page 4)
Reduce the fee to be consistent with other land use applications which was higher to account for staff
time needed when a plat is reviewed and recorded in one process rather than two like the pre/final plat.
However,with only requiring a Council public hearing, staff recommends a fee reduction consistent with
other applications. There are additional steps needed after approval that other applications do not have
so a further reduction is not needed. The additional Park Dedication language is unnecessary.

Sanitary Sewer User Fee and Sewer Availability Charge (Page 7)
Council reviewed these fees during budget discussions. For ease of billing purposes it is proposed to have
the sanitary sewer user fee take effect January 1 versus April 1.
Sign/Zoning Permits (Page 7)
The city currently has a$30 fee and a$100 escrow for temporary signs. The fee covers permit
administration and the escrow is refunded when the sign is removed—provided the sign was placed
according to the approved permit. Staff has increased regular inspections of temporary sign placement
and compliance,which has increased staff time and reduced non-compliance and recommends a fee
increase to $50 to cover the increased staff time and escrow elimination. This reduces the initial out-of-
pocket applicant expense and streamlines the process.
Site Plan Review Application (Page 7)
The change reduces the initial out-of-pocket expense for applications that typically do not use more than
$500 of the required $1,000 escrow. The unused portion of escrows is returned to applicants at the
conclusion of the land use process.
Subdivision Exemptions (Page 7)

Surface Water Management Impact Fee (Page 8)

Financial Impact
1. Each year the city reviews its fees to make sure they are fair,reasonable, and proportionate to the
actual cost of the service for which the fee is imposed.
2. Adoption of the resolution for summary publication of the fee schedule ordinance will save on
publication costs.

An Ordinance Adopting the 2018 Master Fee Schedule of the City of Elk River,
Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
1. Policy and Purpose: By the enactment of this Ordinance, the City Council intends to
establish fees and charges required by the City Code for the year 2018 and to comply with
Minnesota Statutes, 462.353, sub. 4.
2. Fees and Charges: The fees and charges for the city for the year 2018 are as set forth on
attached Exhibit A and B.
3. Application: Where a direct conflict exists between the amount of a fee or charge set by any
provision of the City Code and a fee or charge set by this Ordinance, the fee or charge set by
this Ordinance applies.
Effective Date
That this Ordinance shall become effective January 1, 2018.

River Resolution 17-
A Resolution of the City of Elk River Approving Notice of Summary Publication of
Ordinance #17- an Ordinance Adopting the 2018 Master Fee Schedule
WHEREAS, on December 4,2017 the Elk River City Council adopted Ordinance 17-_ approving
the 2018 Master Fee Schedule; and
WHEREAS, the enactment of this ordinance establishes fees and charges required by the City
Code and to comply with Minnesota Statutes 462.353, sub.4; and
WHEREAS, the 2018 Master Fee Schedule lists fees and charges for Administrative, Financial,
Environmental, Planning, Development,Building, Parks and Recreation, Fire,Police, and Elk River
Municipal Utility services along with code enforcement violations; and
WHEREAS, a copy of the full text of the ordinance is available for inspection by any person at the
Office of the City Clerk, City of Elk River, 13065 Orono Parkway, during regular business hours —
8:00 a.m. to 4:30 p.m.,Monday through Friday; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota, as follows: by at least four-fifths vote, authorizes the publication of the title and
summary of Ordinance 17-_ and that Ordinance 17-_ shall become effective January 1, 2018.
The motion for adoption of the foregoing resolution was duly seconded by Councilmember
and upon vote being taken thereon, the following voted in favor thereof-
