MEETING OF THE ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL
THURSDAY, NOVEMBER 5, 1992

1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River
City Council was called to order at 5:00 p.m.
2. Consider 11/5/92 City Council Agenda
COUNCI LMEMBER HOLMGREN MOVED TO APPROVE THE NOVEMBER 5, 1992, CITY
COUNCIL AGENDA. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
3.
Canvass Municipal General Election Results
Mayor Tralle stated that it was necessary for the City Council to act
as the Board of Canvass and to canvass the Municipal General Election
results. The Council reviewed the election results as prepared by the
City Clerk.
COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 92-108, A RESOLUTION
CANVASSING THE NOVEMBER 3, 1992, MUNICIPAL GENERAL ELECTION RESULTS.
COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0.
4. Consider Cable TV Bids
Pat Klaers stated that the City opened bids for the audio and video
system and received quotes for the public address system for the new
Council Chambers. He stated that only one bid was received for the
audio and visual system which was from Blumberg Communications.
COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE BID AND TO ENTER INTO A
CONTRACT WITH BLUMBERG COMMUNICATIONS FOR THE EQUIPMENT AND
INSTALLATION OF THE AUDIO AND VIDEO SYSTEM AT THE NEW CITY HALL IN THE
AMOUNT OF $41,534.40, AND ALSO TO ENTER INTO A CONTRACT WITH BLUMBERG
COMMUNICATIONS FOR THE EQUIPMENT AND INSTALLATION OF THE PUBLIC ADDRESS
SYSTEM IN THE AMOUNT OF $4,351.35. COUNCILMEMBER HOLMGREN SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
The City Administrator indicated that these quotes do not include sales
tax and that the sales tax for the cable TV system will be
approximately $2,260 and sales tax for the public address system would

be approximately $205. Additionally, the cable TV bid does not include
the camcorder as this item is on back order. A quote on the camcorder
will be presented to the Council in the near future. Additionally, it
was noted that the cable TV bid includes some of the office and hallway
monitors. When the Cable Commission authorized expenditures up to the
amount of $45,500 for the Elk River cable TV system, the hallway and
office monitors were excluded from the approved amount based on the
estimates at that time. However, after discussions with the Cable
Commission Administrator and Attorney, it was indicated that the
Commission may finance the entire $45,500 needed for the entire cable
TV system. If not, the City will be responsible for some of the cable
TV expenses in addition to the P.A. system expenses.
Councilmember Holmgren requested the City Administrator to update the
Council on the agreement made with the County regarding the Police
Department interview room. Pat Klaers informed the Council that the
soft interview room, which will be located in the new Police
Department, will be shared by the County and the City for joint
investigations. He stated that the City has requested the County to
pay for the video and audio equipment for the interview room and that
the County has agreed to this expenditure.
5.
Consider Final Pay Estimate for Proctor Avenue Project
COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE FINAL PAY ESTIMATE TO R.L.
LARSON EXCAVATING INCORPORATED IN THE AMOUNT OF $36,145.10 FOR WORK
COMPLETED ON THE PROCTOR AVENUE IMPROVEMENT PROJECT. COUNCILMEMBER
DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0.
6.
Check Register
COUNCILMEMBER SCHULDT MOVED TO APPROVE THE CHECK REGISTER.
COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0.
7. Other Business
The City Administrator informed the Council that the truck which the
Street Department bid on from Apple Valley was not purchased as the
City did not submit the high bid for the truck.
The City Clerk reviewed the interior colors for the City facility and
Police Station.
