Background/Discussion The Police Sergeant union has requested to establish a Health Care Savings Plan (HCSP). Per MN Stat 352.98 Subd. 3(a), contributions to the HCSP must be defined in a personnel policy or in a collective bargaining agreement. The Sergeant's current contract expires December 31, 2018,which requires a Memorandum of Understanding to the contract to allow these contributions. Financial Impact Employees of the group wish to contribute $100 monthly through payroll deductions beginning January 1, 2018. There is no cost to the city aside from minimal administrative work to set up the account and to withhold and submit the payroll deductions. (LOCAL #271) AND THE CITY OF ELK RIVER This Memorandum of Understanding is entered into this 181h day of December 2017. Effective January 1, 2018,the Labor Agreement in force is amended to include a new paragraph in the Appendix titled Health Care Savings Plan. By payroll deduction, all members in the bargaining group shall contribute$100 per month to the Minnesota State Retirement System Health Care Savings Plan.
