HRA DRAFT MINUTES (2 SETS) 01-02-2018 Closed Meeting of the Elk River Housing and Redevelopment Authority Held at Elk River City Hall Friday, December 1, 2017 Members Present: Chair Toth, Commissioners Chuba, and Kuester Members Absent: Commissioners Eder and Ovall Staff Present: Economic Development Director Amanda Othoudt and Sr. Administrative Assistant/Recording Secretary Jennifer Green 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 5:03 p.m. by Chair Toth. 2. Closed Meeting The HRA held a closed meeting per MN Statute 13D.05., Subd. 3(c)(3) (the “Act”). The purpose of the meeting was to develop or consider offer or counteroffers for the purchase or sale of real or personal property. The property being discussed was PID 75-401- 0105, 326 Gates Avenue, Elk River. 3. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 5:30 p.m. by Chair Toth. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider 12/01/17 Agenda Motion by Commissioner Kuester and seconded by Commissioner Chuba to approve the December 1, 2017, HRA agenda. Motion carried 3-0. 4. Consent Agenda Moved by Commissioner Kuester and seconded by Commissioner Chuba to approve the consent agenda as follows: 4.1 HRA Minutes  November 6, 2017, Special Meeting  November 6, 2017, Regular Meeting 4.2 Check Register 4.3 Balance Sheet 4.4 Revenues and Expenditures Report Motion carried 3-0. Public Hearings There were no public hearings. 7.1 Administrative Agreement Renewal for CMHP Ms. Eddy presented the staff report. Motion by Commissioner Chuba and seconded by Commissioner Kuester to approve the HRA Rehab Owner-Occupied Housing Rehabilitation Program Administrative Agreement with Central Minnesota Housing Partnership (CMHP) as outlined in the staff report. Motion carried 3-0. 7.2 Resolution – Interfund Loan Agreement Ms. Othoudt presented the staff report. Motion by Commissioner Chuba and seconded by Commissioner Kuester to approve Resolution 17-05 authorizing an interfund loan for advance of certain costs in connection with a tax increment financing district as outlined in the staff report. Motion carried 3-0. The HRA recessed at 5:41 p.m. in order to go into work session. The HRA reconvened at 5:44 p.m. 8.1 Proposed TH 10 and Main Street Request for Proposals (RFP) Ms. Othoudt presented the staff report. It was the consensus of the HRA to modify the RFP to allow for a broader request for proposals that would allow for various types of development, It was the consensus of the HRA to modify the draft request for proposals (RFP) to allow other kinds of developments, noting the HRA prefers a proposal that focuses on market rate housing with a retail component and parking, but remains open to entertaining other creative development proposals. Ms. Othoudt indicated she will bring it back to the council for their consideration. ------------------- Ms. Othoudt indicated the annual HRA meeting would be held in February.
