Receive an update on the Trunk Highway 10 and Main Street Redevelopment Plan.
Background/Discussion
At their November 2, 2017, Work Session, the City Council heard a presentation on a conceptual Trunk
Highway 10 and Main Street Redevelopment Plan as it relates to the potential development of a high
density, mixed use, market rate apartment complex. The Council requested staff research the traffic
concerns the project might experience with the addition of approximately 265 residential units.
Staff discussed the project with the city engineer and consultants and determined traffic would certainly
increase, but without a project proposal it would be impossible to estimate the traffic counts resulting
from new development. A traffic study could be required as part of the conditions of the development
agreement.
At their November 20, 2017, Work Session, the City Council discussed the traffic concerns and the Draft
Request for Proposal. The requested that the HRA discuss the RFP in more detail and provide feedback
to the Council.
The HRA provided feedback at their Work Session on December 1, 2017, and decided to reformat the
RFP and open it up to all redevelopment opportunities and bring it back to the Council for approval.
After further discussion with staff, it was determined a general proposal would have the same impact as
letting the market dictate the development. Staff had a vision for a high-density, pedestrian-friendly
neighborhood with residential over diverse retail in a neighborhood with multiple parcels that have not
generated property taxes. In lieu of this direction, staff proposes to seek feedback from potential
developers and the commission on the type of developments that are best suited or desired for the area.
