Background/Discussion The 2018 approved budget includes the new position of Locate Technician in the Wastewater division. Attached is the position description for Council review. The position was scored for placement in the pay plan to pay grade 4. Following approval of the position description,we will go to market to fill the position. Financial Impact This position is included in the approved 2018 budget. The candidate must be motivated to work independently and demonstrate good time management skills to plan and accomplish assigned work load as required. Essential Functions 1. Performs Locate activities for the City of Elk River. A. Uses utility maps, as-built civil engineering drawings, aerial maps, GIS, and various pipe and electronic locating equipment. B. Utilizes stakes, flags, and/or paint to mark the location of underground utilities. C. Verifies field information and notifies the designated city departments regarding updates and corrections to the GIS database. D. Maintains professional contact with city staff, crews, contractors and residents on locate issues. 2. Performs Administrative activities. A. Prepares various reports, forms, and memos to document work completed and problems encountered and/or resolved. B. Review existing or incoming data for accuracy, usefulness, quality, and completeness of documentation. C. Investigates and prepares detailed written documentation on excavations that result in damage to underground utilities. 3. Performs Wastewater maintenance activities. A. Provides support and backup to the collection system staff. B. Operates and maintains mechanical and electronic equipment. C. Maintains regular attendance and punctuality. D. Assists in shut down of mains for repairs or connections. E. Performs other duties of a similar nature or level. 4. Performs other essential job duties. A. Regular and timely work attendance. B. Follows all safety procedures and participates in safety training. Page 1 Required Knowledge, Skills, and Abilities ❑ Ability to prioritize work activities by reviewing all locate requests to determine travel route and timelines. ❑ Ability to work in all types of terrain and hazards (grass,gravel, ditches, etc.), all types of environments (construction sites,highways,industrial,private property, etc.), and all types of weather conditions. ❑ Ability to drive extensively and get in-and-out of vehicle repeatedly,walk several miles per day. ❑ Communicate and use interpersonal skills to interact with coworkers, supervisor, the general public, etc., to sufficiently exchange or convey information and to receive work direction. ❑ Ability to mark locations of underground assets on roadways,private property, and other locations, as appropriate and needed, using required spray paints, flags and other equipment. ❑ Ability to work outside normal business hours as needed for emergency responses. ❑ Ability to periodically remove and replace manhole covers with a manhole cover removal tool. Minimum Qualifications ❑ High school diploma or equivalent. ❑ Six months utility construction and/or locating background (or training). ❑ Basic understanding of GIS (Geographic Information Systems) concepts. ❑ Valid MN driver's license and good driving record. ❑ Valid Class B Commercial Driver's License with Air Brake Endorsement or ability to obtain within six months of hire. Preferred Qualifications ❑ Utility locating experience. ❑ Snow plowing experience. This Position Description is not intended to be all-inclusive.
