Background/Discussion Annually, the City of Elk River is asked to enter into a maintenance agreement with Wright County for maintenance of the Parrish Avenue Bridge. Since the bridge was rebuilt, the city and Wright County have shared maintenance duties. The agreement is the same as the agreement entered into in past years. Financial Impact There is no financial impact beyond the maintenance issues that the city has currently been responsible for on the Parrish Avenue Bridge. These include maintenance of the street lights,removal of snow from the sidewalk, maintenance of the slope and berms on the north approach, snow and ice control from bridge and approaches, and removal of marking/spray paint from visible surfaces of bridge structure. Traffic Engineer It is once again time to renew our annual municipal agreement for the maintenance activities on the road(s) listed on the enclosed agreement. Wright County will continue to use the same method for computing the reimbursement for these maintenance agreements with Wright County cities. Beginning with the 2001 agreements, we based the reimbursement on the average municipal maintenance costs for the previous three years. Before that, we had based the reimbursement on cost history for only one year. This change minimizes the variability in costs from year to year which can occur, particularly for snow/ice control. The estimated total cost on the attached agreement is based on the average of the years 2014, 2015, and 2016 (since 2017 costs are not compiled yet). Please note that the actual payment for this 2018 agreement will be based on the average costs for the years 2015, 2016, and 2017. I have enclosed two copies of the 2018 agreement for your review and approval by the City Council. Please return both copies of the executed agreement. After approval by the County Board, one of the copies will be returned to you for your files. A check reimbursing your city for the maintenance activities covered under our 2017 agreement will be sent out soon. Sincerely, Virgil Hawkins County Highway Engineer Enclosed: (2) Two 2018 Maintenance Contracts RESOLUTION IS— MAINTENANCE AGREEMENT- 2018 THIS AGREEMENT made and entered into by and between the City of Elk River hereinafter referred to as the "City" and the County of Wright hereinafter referred to as the "County". WHEREAS, it is deemed to the best interest of all parties that the duties and responsibilities of both the City and the County as to maintenance on Bridge #86515 and its approaches should be clearly defined. NOW THEREFORE, IT IS AGREED with regard to said structure maintenance: MAINTENANCE CITY RESPONSIBLE FOR: (1) Maintenance of street lights; (2) Removal of snow from sidewalk; (3) Maintenance of slopes/berms and roadway on north approach (includes: turf maintenance, bituminous maintenance, drainage and riprap maintenance); (4) Snow and ice control from bridge and approaches; (5) Removal of markings/spray paint etc. from visible surfaces of bridge structure. COUNTY RESPONSIBLE FOR: (1) Periodic sweeping to remove sand and debris and removing sand/dirt from expansion joints; (2) Signing for bridge and approaches; (3) Maintenance of slopes/berms and roadway on south approach (includes: turf maintenance, bituminous maintenance, drainage and riprap maintenance); (4) Centerline and edge pavement marking (includes stop bar). The agreement between the City and County shall be for a one-year period and run from January 1, 2018, to December 31, 2018. All maintenance responsibilities will be deemed 'offsetting" therefore no payments will be required for the individual maintenance work which conforms to the areas stated herein and performed under authorization of either the City or County. In the event that the structure needs major maintenance/rehabilitation an agreement detailing the work and shared costs must be approved and accepted by the City and County.
