Local#231.
Background/Discussion
Per our collective bargaining agreement with the patrol officers represented by Law Enforcement Labor
Services,Inc. Local#231, the city pays officers on their off duty time to attend court for their official
work duties.
During our hiring process,we have found a number of officers with previous experience with other
agencies who were our best candidates. Occasionally, they were involved in pending cases before the
court in their previous employment. In this case,by contract, there is no provision allowing time off
without taking vacation to make a mandated court appearance.
If this memorandum is utilized,it generally would be for a short period of time until past cases are
resolved. Our practice is to only agree to Memorandums of Understanding which both parties agree to
add to our next collective bargaining agreement.
Financial Impact
Minimal impact as the employee would work during the period not in court and any court time would be
at a straight time pay rate.

Officers)
Effective January= 2, 2018, Article XIII — COURT TIME of the Labor Agreement in force: until
Decernber 31, 2018, is amended to add the following provision:
