Pledge, by resolution, support for funding of improvements to TH169 through the MnDOT Corridors of
Commerce project solicitation.
Background/Discussion
The Southeast Sherburne County Transportation Committee is comprised of city, county and Elk River
Chamber of Commerce officials. The committee has met on multiple occasions with Senator Kiffineyer
and Representative Zerwas to discuss the transportation needs of our area.
The Committee is recommending two projects be submitted for funding consideration through the State
of Minnesota Corridors of Commerce program.
The project will improve safety and traffic flow in Elk River by eliminating the existing stop lights on
TH169/101 from the Mississippi River north through the city. Understanding the substantial cost of
such a project, the committee supports completing the initial phase, to include a redesigned interchange
at TH10 and creation of overpasses at Main Street and School Street, as an increment toward the full
vision.
Financial Impact
Should this project be awarded funding through the Corridors of Commerce program,it is expected to
come with a required local match. It is premature to understand the level of match required of the city
and Sherburne County. Preliminary estimates put the local participation in the 15% range.

A Resolution of the City Council of the City of Elk River Supporting Corridors of
Commerce Funding of Safety and Mobility Improvements on TH 169 in Elk River
WHEREAS, Trunk Highway 169 from the Mississippi River to CSAR 33 in Elk River carries in
excess of 47,500 vehicles a day with an additional 40,000 side street movements served; and
WHEREAS, the safety and performance of this corridor continues to decline every year; and
WHEREAS, the State of Minnesota and the Metropolitan Council has identified this segment of
Principal Arterial roadway at the highest level of need for conversion to grade separation of the
intersections; and
WHEREAS, the City of Elk River has vested over $1 million in local funding to complete the
preliminary design and environmental review that have received a Find of No Significant hnpact from
the Federal Highway Administration; and
WHEREAS, it is recognized,beyond the daily commerce and local trips served, this is an
important corridor that serves the many recreational users of northern Minnesota and beyond.
NOW, THEREFORE, BE IT RESOLVED the Elk River City Council supports a project that
would provide grade separation for the five existing at-grade signalized intersections (TH10 ramp,
Main Street, School Street, 193Td Avenue, 1971h Avenue) on TH169/101 corridor; and
BE IT FURTHER RESOLVED should funding be insufficient for the full project the City of Elk
River supports a smaller project that would provide grade separation for three existing at-grade
signalized intersections (TH10 ramp,Main Street, School Street) on the TH169/101 corridor,with
the remaining intersections (193Td Avenue, 1971h Avenue) to be considered in the future; and
BE IT FURTHER RESOLVED the City of Elk River supports MnDOT allocating funding of
the above-described improvements through the current Corridors of Commerce project solicitation.
