Staff approval of updated plans reflecting the additional 12 lots south of Twin Lakes Road where the park area had been proposed. 4. Satisfaction of all comments in the comment letter dated January 4, 2018. 5. Payment of park dedication fees equal to the credit given for the land dedication described in the Development Agreements for Miske Meadows 1, 2,& 3 - $13,504.35 Approve,by motion, the updated Preliminary Plat for Miske Meadows,with the condition that staff approves all updated site, engineering, utility, and house fit plans. Background/Discussion On May 16, 2016, the City Council approved the preliminary plat of Miske Meadows. Two updates to the preliminary plat have been approved paving the way for 251 buildable lots. The current update adds approximately 34 acres to the subdivision and improves to the road network by providing better east-west connections. The changes create some concerns with wetland setbacks and staff has been working with the applicant to address these issues through the PUD process. The proposed plat includes 385 buildable parcels that will be phased in as the market permits. Planning Commission During the public hearing three residents spoke and expressed concerns with traffic and the impacts further development of the Miske Meadows area will have on the surrounding road network. Specific concerns included: ■ Visibility and safety at Twin Lakes Road and Lincoln Street. POWERED 6T AR ■ Traffic volumes and speed along Cleveland Street ■ Increased traffic and speed due to the planned connection of Twin Lakes Parkway across the Trott Brook. The Planning Commission echoed many of the resident's traffic concerns and recommended completion of a traffic study. Staff directed Paxmar to complete a traffic analysis and the report was received on January 8, 2018. The 2004 traffic study evaluated the impact of the 547 single-family homes and 174 townhome units proposed with the original River Park subdivision. The study did not include an elementary school. The current proposal, along with what has already been approved,includes 462 single-family homes, 32 townhome units, and the elementary school. The report is attached, and shows an overall reduction in daily trips, an increase in AM peak traffic (attributed to the school), and a near neutral result for the PM peak hour. The traffic study projected 2011 traffic volumes along Twin Lakes Road to reach 8,200 under a build scenario and 5,700 under a no-build scenario. The traffic counts completed in 2014 show 5,500 daily trips,below the projection in the traffic study under the no-build scenario. The city has also asked Paxmar for an additional evaluation of the traffic volumes on adjacent county roads and intersections, but the results have not yet been received. Additionally, the 2004 traffic study recommended a number of public improvements intended to address the increase in traffic. These include reconfiguring the intersection of Cleveland Street and Twin Lakes Road, construction of an eastbound bypass lane at Cleveland Street and Main Street,paving Cleveland Street as a two-lane rural roadway. These improvements have since been completed, and the impacts of adding the subdivision have been mitigated in accordance with the 2004 traffic study. Finally, the city has always intended to have Twin Lakes Parkway connected with the Miske Meadows subdivision. There will be an increase in traffic along Twin Lakes Parkway and through the Twin Lakes subdivision which has always been the intention. Additional comments have not been received, and the Planning Commission recommended approval of all three requests by a 6-1 vote. Statutory Review Period Per State Statute §15.99 the required 60-day review period was extended to February 27, 2018. P a w E A E U s r NaA f RE] Comprehensive Plan The Comprehensive Plan guides this area for urban residential served by city sewer and water. Targeted densities range between 3 and 4 units per acre, with the potential for some small lot development areas with densities up to 8 dwelling units per acre. The proposed subdivision is consistent with the comprehensive plan. Site Plan All of the changes are south of 190' Ave NW, which connects to Cleveland Street and was constructed this past summer. A new connection to Cleveland is proposed approximately'/4 mile south of 190"' Ave, and is planned to bridge the Trott Brook, creating a connection to Twin Lakes Estates and Twin Lakes Parkway. The proposed extension of Twin Lakes Parkway bends around a large wetland, and creates a needed east -west connection between Twin Lakes Road and Cleveland Street. Proposed lot widths are consistent with previous approvals, and range between 65 and 70+ feet. The setbacks remain the same at 25' front yard, 15 feet between buildings, and 30' rear. All homes will have access to a public street, and there are no additional association maintained areas within the subdivision. Wetlands The south half of the subdivision has many more wetlands than the north half, and there are some challenges in placing the buildable parcels and public infrastructure around them. The city's wetland ordinance requires a 25 foot no impact buffer around the delineated wetland edge and an additional 20 foot setback after to buffer prohibiting structures and impervious surfaces. Current standards require that all privately owned parcels remain outside of the 25 foot buffer, and the additional 20 foot setback must be protected by an easement when it is within a buildable parcel. In order to meet these requirements, the developer made a number of changes to their original submittal. The primary changes include shortening the lot depth and the corresponding buildable portion of the lot to maintain usable backyard space. The attached house lot fit plan shows some of the changes to the house and building pad type, but additional changes to homes along Twin Lakes Parkway and Edison Court are needed to ensure there is adequate space for decks and usable backyard areas. Parks The Parks and Recreation Commission reviewed the proposed plat during their November 15 and December 13, 2017, meetings. The proposed plat update relocated the park area to accommodate the changes to the roadway network. After the November meeting and upon further review of the grading plan, staff suggested eliminating the park area from this subdivision, receiving a cash dedication, and adding additional lots where the park had been located. Removing the park added 12 buildable lots, and the Parks Commission recommended the cash dedication. Previous Development Agreements gave credit for a land dedication, but with the elimination of the park area the difference for the previously approved plats will be due upon approval of the preliminary plat update. Engineering and Utilities Changes to the road network also facilitated changes to the public utilities. One of the reasons for the change included reducing the amount of deep sanitary service lines. Deep service lines are expensive to install and difficult to maintain once the city takes ownership. These concerns have been addressed with the plat update. None of the ponds are anticipated to hold water, and homes around the ponds are not required to meet the wetland/stormwater setback requirements. Staff continues to review the plans and requirements with the applicant. Applicable Regulations Zone Change In revien ung a proposed amendment, consideration shall be given to existing conditions within the area directly and indirectly affected by the proposal, the conservation ofpropero values, the use to which the propery affected is being devoted at the time, and relevantprovisions, if any, in the land use plan. The proposed use complies with the guidance provided in the land use plan. Conditional Use Permit/PUD The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: 1. mill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public health, safety, morals, comfort, convenience orgeneral n elfare of the neighborhood or the city. Additionally, Sec 30-1564 describes the standards for establishment of a PUD district. Land will be zoned into the PUD zoning district only upon approval of a concept plan for the PUD, pursuant to the procedure set forth in this section. A PUD will be authorized on land in a PUD zoning district only upon issuance of a conditional use permit, pursuant to the procedure set forth in this section. A conditional use permit mill be issued in accordance n ith the above standards. 2. The uses allowed in a PUD shall be limited to land uses consistent with the city's comprehensive plan and land use map, and to those uses identified in the concept plan for the PUD zoning district and the conditional use permit for the PUD. The area of land to be included in a PUD shall be in uniform control of the applicant. The applicant will be in control of allparcels prior to recording the CUP and plat. 4. A PUD shall be designed to form a desirable unified environment within its proposed boundaries, including uniform design elements, landscaping, lighting and signage. A PUD shall not cause undesirable impacts on adjacent lands and land uses. In particular, uses on the PUD perimeter shall be compatible with adjacent uses outside the PUD. Any permitted density shall be consistent with the city's comprehensive plan and not adversely affect the public health, safety and welfare. More than one principal building may be constructed on a lot within a PUD if authorized by the council. Unless otherwise permitted by the council, a PUD shall comply with the schedules of dimensional regulations set forth in this article, except that individual lots shall have no less than 80 percent of the minimum area for similar uses. The project does not conflict with standards described in city code. Preliminary Plat City ordinance section 30-375 outlines the required findings for approval of a Preliminary Plat. 1. The proposed subdivision is consistent with the zoning regulations (article VI of this chapter) and conforms in all respects with all requirements of this Code, including the zoning regulations and this article. The proposed subdivision amendment mill accompany an updated PUD agreementfor the entire Miske Meadows subdivision. Speck design standards for this subdivision will be outlined in the PUD agreement. 2. The proposed subdivision is consistent with all applicable general and specialized city, county, and regional plans, including, but not limited to, the city's comprehensive development plan. The subdivision is consistent with all applicable plans. The physical characteristics of the site, including but not limited to topography, soils, vegetation, susceptibility to erosion and siltation, susceptibility to flooding, and drainage are suitable for the type and density of development and uses contemplated. Date: January 8, 2018 Re: Miske Meadows Traffic Comparison The purpose of this memorandum is to compare the amount of traffic generated by the proposed residential development on the Miske Property to the amount of traffic anticipated to be generated by the site’s development in the 2004 River Park Traffic Study. The site is located south of County Road 13 (Twin Lakes Road) and west of County Road 40 (Davis Street) in Elk River, Minnesota. Background In 2004, Traffic Data Inc. completed a traffic study of the proposed development area which included 547 Single Family Homes and 174 Townhomes. The current development plan is for the Miske property to be developed with 462 Single Family Homes and 32 Townhomes. Also notable since 2004 is the construction of Twin Lakes Elemntary School on the northern portion of the study site. Traffic Forecasts The Institute of Transportation Engineers’ Trip Generation Manual is a dataset of traffic generated by different land use types and is the industry standard for forecasting the amount of traffic generated by developments. A trip generation analysis was done of the proposed development per the Trip Generation Manual, 10th Edition. The results are in Table 1 shown next to the trip generation forecasts from the 2004 River Park Traffic Study. PROJECT DESCRIPTION Orrin Thompson Homes is proposing to build a residential development on the Miske Property located south of County Road 13 (Twin Lakes Road) and west of County Road 40 (Davis Street) in Elk River, MN (see Figure 1). The site is currently occupied by one farmstead. The proposed development will include 547 single family homes and 174 townhomes (see Figure 2). This report addresses the traffic impact of the proposed development on the area roadway network. 2. EXISTING CONDITIONS Traffic operations were analyzed for the a.m. and p.m. peak hours at the following six intersections: • Trunk Highway 169 and County Road 12 (Main Street) • County Road 12 (Main Street) and County Road 13 (Line Avenue/Zane Avenue) • County Road 12 (Main Street) and County Road 40 (Cleveland Street) • County Road 13 (Twin Lakes Road) and County Road 40 (Davis Street) • County Road 40 (Davis Street) and proposed development North Road • County Road 40 (Davis Street) and proposed development South Road The existing lane configurations and traffic control for the four existing intersections are shown in Figure 3. TDI staff collected a.m. and p.m. peak hour turning movement counts at the four existing study intersections in April 2004. The data is included in the Appendix. The existing peak hour traffic volumes are shown in Figure 4. An intersection capacity analysis was conducted for the four existing intersections per the Highway Capacity Manual. The intersection is assigned a "Level of Service" letter grade based on the intersection geometry, traffic volumes, and traffic control. Level of Service A (LOS A) represents light traffic flow (free flow conditions) while Level of Service F (LOS F) represents heavy traffic flow (over capacity conditions). LOS D is considered acceptable in urban conditions, although LOS C or better is preferred. A Level of Service grade is also calculated for each stop controlled approach at an unsignalized intersection. The existing a.m. and p.m. peak hour LOS results are shown in Tables 1 and 2 (the LOS calculations are included in the Appendix). TRAFFIC FORECASTS A trip generation analysis was performed for the site based on the methods and rates published in the ITE Trip Generation Manual, 70h Edition. The trip generation for the proposed development is shown in Table 3. A 3.5% yearly growth rate was used to account for growth in background traffic on the area roadways. This growth factor is consistent with Mn/DOT's current projection factor for Sherburne County as well as Mn/DOT's Highway 109/169 Corridor Plan dated April 2002. The directional trip distributions for the uses in Table 3 are shown in Figure 5. The trip distributions for the site are based on existing travel patterns in the area. The combination of background traffic and trips generated by the proposed development are shown in the traffic forecasts on Figures 6 through 11. 4. TRAFFIC OPERA TIONS ANALYSIS The traffic forecasts shown on Figures 6 through 9 were used with the existing traffic control and lane configurations shown in Figure 3 to calculate LOS grades for the four existing study intersections. It is assumed that the proposed North Road and South Road intersections on County Road 40 will consist of one eastbound shared right/through/left lane that is stop controlled, one northbound through/left lane that is free flow, and one southbound through/right lane that is free flow. The results are shown in Tables 4 and 5. The Level of Service Calculations are in the Appendix. They include LOS calculations for each intersection approach. For general planning purposes, upgrading a two-lane roadway to a four -lane roadway should be considered when the AADT is approximately 10,000 vehicles. An undivided four -lane roadway should be considered for improvement to a divided four -lane roadway when the AADT approaches 18,000 vehicles. These are general planning rules. TH 41 operates successfully south of TH 5 in Chaska as a two-lane roadway and it carries over 17,000 vehicles per day. The number of access points and the traffic control at the access points generally dictates a corridor's capacity. The daily traffic forecasts are shown in Figures 10 and 11. The two lane sections of County Road 12 (Main Street) and County Road 13 (Line Avenue/Twin Lakes Road) east of their intersection are forecasted to carry approximately 12,000 vehicles under the 2024 build scenario and 9000 vehicles under the no -build scenario. 5.Mirigation Measures TH 169/County Road 12 (Main Street) Intersection All of the study intersections will operate at LOS D or better in the 2024 Build peak hours except the intersection of TH 169 and County Road 12 (Main Street). This intersection will operate at an unacceptable Level of Service E in 2011 whether the Orrin Thompson Homes are built or not. Mn/DOT's April 2002 Highway 101/169 Corridor Plan documented strategies for preserving TH 169 as an Interregional Corridor from Rogers to Princeton. The plan documents thirteen potential highway capacity improvement projects along the corridor. Upgrading the TH 169/County Road 12 (Main Street) intersection to an interchange and adding an overpass at School Street had the third best Benefit -Cost Ratio of the Orrin Thompson Homes, Elk River, MN 15 EAW Appendix A Traffic Impact Report Apr# 2004 thirteen projects. The intersection will operate acceptably if an interchange is constructed. County Road 13 Twin Lakes Road /Count Road 40 Davis Street Intersection This intersection is currently a "y -intersection" as shown in Figure 3. This is currently acceptable because there is little traffic on County Road 40. It is recommended that County Road 40 be reconfigured to tee into County Road 13 at a 90 degree angle for safety purposes. County Road 12 Main Street /Count Road 40 Cleveland Street Intersection This intersection will operate at an acceptable Level of Service in 2024 with the existing configuration. However, the increase in traffic with build -out of the development combined with the 55 -mph speed limit will present a safety hazard. An eastbound bypass lane should be built to County standards at the intersection. County Road 12 Main Street east of County Road 13 Line Avenue)` No improvements to the roadway are currently necessary, but this roadway V should be monitored over the next twenty years for possible improvement. The 2024 Build volumes may require additional lanes. County Road 13 (Line Avenue) northeast of County_Road_1 Main Street No improvements to the roadway are currently necessary, but this roadway V should be monitored over the next twenty years for possible improvement. The 2024 Build volumes may require additional lanes. County Road 40 (Cleveland Street/Davis Street) between County _Road_ 12 and / County Road 13 / This roadway will carry over 3000 vehicles per day when the development is V built -out. It should be paved as a two-lane rural roadway. 6. Conclusions and Recommendations Orrin Thompson Homes is proposing to build a residential development on the Miske Property located south of County Road 13 (Twin Lakes Road) and west of County Road 40 (Davis Street) in Elk River, MN. The site is currently occupied by one farmstead. The proposed development will include 547 single family homes and 174 townhomes. This report addresses the traffic impact of the proposed development on the area roadway network. Based on the above traffic analysis, following are our recommendations: • TH 169/County Road 12 (Main Street) Intersection: Upgrade the intersection to an interchange per Mn/DOT's April 2002 Highway 101/169 Corridor Plan. The intersection will be over capacity with or without this development in 2011. This development is not responsible for the congestion at this intersection. The Edison Ct cul-de-sac is not meeting the 45 foot setback and has a proposed retaining wall along the southwest portion of the wetland basin. Relocate the retaining wall to be as close to the roadway as possible rather than following the 25 foot wetland edge. Additionally, who shall own the retaining walls into the future? The city does not desire to own and maintain any retaining walls. 19. All existing and disturbed vegetation within the 25 ft. buffer shall be maintained in accordance with city code section 30-1853. All wetland buffer and buffer strip setback areas within the outlots should be seeded with wetland vegetation or planted with appropriate upland species approved by city staff. 20. Additional retaining walls will not be permitted within the 45 ft. wetland setback (buffer and buffer setback). Conclusion The reduction in proposed single and multi-family homes on the Miske property from the 2004 study has decreased the estimated amount of site traffic both daily and in the PM peak hour. However,the AM peak hour traffic shows an increase in traffic,which is largely due to the addition of the elementary school.The most current AADT volumes show that the growth on Twin Lakes Road and Davis Street is less than the 2004 Study's projected volumes for the build conditions and are rather more in agreement with the no- build scenario.Therefore, it is anticipated that the 2024 volume will be closer to the values presented in the no-build scenario rather than the build. I appreciate the info. What the study does not consider from what I can see, is the additional traffic generated from the growth in Anoka County, and traffic coming into Elk River from the north of the school and east of the school. There are 2 primary ways to get to 169 and they both come down to one point (CR #12) down by Walmart. All the businesses that have opened up down by Walmart, were not there back then, and this drives additional traffic down these roads to access these businesses now. When the counts were done in 2004, things were different back then. Newer projections are a best guess scenario, and can be slanted in favor of those that need to see a project be approved which would require some type of data to back up their prerequisites. I do not see where they did these on Twin Lakes Road during school season. Am I incorrect on this? If so I stand corrected. My recommendation would be to do a new study taking into account the school being in session. A traffic count study done 14 years ago can only be partially accurate with so many changes taking place. If the City feels that they need to change the land designation from one type to another (low density to high density) housing, it would seem a current study on the main roads 12 and 13 be done with traffic to see what the real numbers actually are. As I have so strongly expressed through the meetings, is that Lincoln Street was originally planned to continue on into a new area for development to the south east, but this type of development was to be similar to our Sunset Ridge development. Traffic would not have been an issue. With the change in higher density, comes a major increase in traffic corresponding to the strict number relationship. That is why I have been so opposed to the interconnected developments. There is a sight visibility issue leaving Lincoln onto Twin Lakes Road as many will attest to. Winter time it is snow banks. Summertime it is the brush and woods on private land that you cannot see through with foliage in place. I recommend that each council member take a drive out to the development and see for themselves the issue I am concerned about so that they can realize the safety concerns I have for people trying to access Twin Lakes Road. Snow and ice just compound the issue as slow starts due to road conditions only exacerbate the issue. Thanks for taking the time to read this Jennifer.
