I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 11/08/17 Agenda
Moved by Commissioner Ahlness and seconded by Commissioner Niziolek to
approve the November 8,2017, Parks and Recreation Commission meeting agenda.
IIIMotion carried 7-0.
3.1 Consider 10/17/17 Regular PRC Minutes
Moved by Commissioner Niziolek and seconded by Commissioner Sagan to
approve the following October 17,2017 Parks and Recreation Commission Minutes.
Motion carried 7-0.
4. Open Forum - None
5. Action Items
5.1 Park Dedication — Miske Meadows Preliminary Plat
Mr. Benoit presented his staff report.
Chair Anderson stated that the new proposed shape does not lend to a useable park.
Commissioner Niziolek stated that the `fingers'in the shape will not be a good space for
recreation programming.
Commissioner Soltvedt stated he doesn't have a problem with the shape when considering
the future development in the southern half and to keep in mind that we would want more
park dedication adjacent to it from the south.
• Chair Anderson asked how much land is in the development.

Mr. Leeseberg stated it was about 120 acres.
Chair Anderson stated he would prefer the proposed park be more rectangular in shape,
have street access for entry, and wondered if some of the lots were included it would be
more desirable.
Commissioner Soltvedt asked if this would be more usable in the future once the southern
half is developed.
Commissioner Niziolek stated that it would be more beneficial to community to swap
some of the lots out to change the shape.
Chair Anderson recommends 6 acres and a less irregularly shaped park.
Alan Rogssler of Paxmar shared that the east west road was added as a new feature and
that the park should line up with the southern development. The 5.3 acres is more usable
than the previous 6 acres due to the topology difference. We can look at the idea of
shifting some lots to the east with the opening to the west.
Commissioner Niziolek stated that if the lots were shifted the shape of the park would be
better.
Chair Anderson asked what the acreage is of the current land.

Mr. Leeseberg shared that this development is tied to the development that has already
been plotted and paid for.
Mr. Rogssler said over 200 acres.
Chair Anderson says it is critical for him to know the amount of acreage.
Mr.Leeseberg stated that this development has already gone through commission and
council and approved and that the park is being moved.
Chair Anderson would like 6 acres and more regularly shaped.
Mr. Sevcik stated based on the lot sizes it would be 4 lots to be taken to make it 6 acres.
Commission members were asked to consider a trail easement since there is not a side
designated for future trails in that area.
Moved by Commissioner Niziolek and seconded by Commissioner Kallemeyn to
postpone decision until December 13 meeting. Motion carried 7-0.

6.1 Great Northern Trail —Watson Street Parking
Mr. Hecker presented his staff report.
Chair Anderson asked if there were any issues from the police department.
Mr. Hecker said no incidents of crime from the police department
Commissioner Niziolek recommended to park on East side of road with a parking time
frame with no parking on West side.
Mr. Hecker stated that the Police do not prefer to have a time frame due to the difficulty
to monitor that.
Chair Anderson stated that there is no other solution in this area and to keep parking on
the street.
Mr. Hecker asked the commission if they want a parking lot.
Commission members agreed to no parking lot in this location.
6.2 William H. Houlton Conservation Area Accommodations
Mr. Hecker presented his staff report. City Council directed staff to put an ADA
• compliant portable toilet in WHHCA and Hillside and will assist with the difference in
budgeting.
Chair Anderson asked if toilets will be out of the parking lots.
Mr. Sevcik shared that staff has been working through the park system all summer and
there are 5 parks left to add curb cuts to move toilets out of lots.
7. Parks and Recreation Director Update
Mr. Hecker presented his staff report. Adding that staff met with the Elk River Lions Club
and their concern was losing their meeting space beginning in April.Also sharing that the
council met on Monday night with staff from the YMCA and they are interested in
providing space to move the Activity Center there.
Commissioner Niziolek stated that it is imperative that Lions Park Drive road be upgraded
if the softball fields are moved over to Lions Park.
Chair Anderson asked why the high bay room in Lions Park Center is being torn down.
Mr. Hecker stated that it has had the most issues with moisture and not completed
correctly to meet the needs of having rentals.

Chair Anderson asked how this will affect the recreation program needs.
Mr. Benoit stated that program needs are being looked at in the large scope of things.
Chair Anderson stated he hopes it's not being torn down without a replacement.
8.1 Recreation Manager's Update
Mr. Benoit presented his staff report. Sharing highlights about the Activity Center's SALT
Tournament. Also sharing that he and Michael met with a resident that wants to hold a
New Year's Eve event at Bailey Point Nature Preserve,using luminaries on the trail with
trivia. Looking for commission thoughts and to get her set up with the volunteer groups.
Commission members thought it would be good event.
8.2 Parks Superintendent's Update
Mr. Sevcik presented his staff report. Eagle Scout Paul built a stairway to the observation
deck on the Great Northern Trail.Also mentioned the tree pruning volunteers with Gina
Hugo through Sherburne County. •
9. Announcements
Commissioner Sagan shared thoughts on community center meetings. Next Monday they
will concentrate on relocating the high school softball field to lions Park.
10. Adjourn to Work session
There being no further business, Chair Anderson adjourned the meeting of the Elk River
Parks and Recreation Commission at 8:10 p.m.

The work session meeting of the Elk River Parks and Recreation Commission was called
to order at 8:20 p.m. by Chair Anderson.
1 1.1 Trails Master Plan
Mr. Sevcik led discussion regarding the Trails Master Plan.

Suggested moving the Woodland East/West trail to the North and add that it is
conceptual.
Take out crossing at Twin Lakes Elementary and have it cross at County Road 22.
Keep Tyler Street going South to Twin Lakes and make the green trail on 193rd going West
to Xavier St.
Commissioner Niziolek asked if there is a better North/South trail than Tyler St and add a
conceptual trail near the Southeast of Twin Lakes Elementary to County Road 22.
Add conceptual connection from Birch Meadow to Miske Meadows,put a red line around
Pintail Pond next to water and adding a conceptual connection South to County Road 12
and west to Trott Brook Park.
Make trail out of Hillside Park south a concept and going East to Kliever a concept.
Add a red line around Kliever Marsh Lake on Northwest side down to Polk and a
conceptual line on the Southeast side of Kliever Marsh Lake.
Put trail on East side of Upland and North side of Meadowvale up to Railroad tracks.
• Make conceptual North South trail connectingCampCozyon Waco St or Zebulon St.
