Held at the Elk River City Hall Tuesday, October 17, 2017 Members Present: Chair Anderson, Commission members Ahlness,Holmgren,Niziolek, Kallemeyn, Sagan,and Soltvedt Council liaison: Mr. Olsen Staff Present: Parks and Recreation Director, Michael Hecker,Recreation Manager Steve Benoit and Recreation Assistant,Laura Wetch I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 10/17/17 Agenda Mr. Hecker asked to add Action Item 5.2 titled"Appoint an Arena Design Team Representative" and since there is not a `Discussion' heading on the agenda,Mr.Anderson Ill asked to add"Requests from the Friends of the William H. Houlton Conservation Area (WHHCA)" to the agenda under the Open Forum heading as item 4.2. Moved by Commissioner Sagan and seconded by Commissioner Ahlness to approve the October 17,2017 Parks and Recreation Commission meeting as amended. Motion carried 7-0. 3.1 Consider 9/13/17 Regular PRC Minutes Moved by Commissioner Kallemeyn and seconded by Commissioner Niziolek to approve the September 13,2017 Parks and Recreation Commission Minutes as presented. Motion carried 7-0. 3.1 Consider 9/13/17 PRC Worksession Minutes Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to approve the September 13,2017 Parks and Recreation Commission Worksession Minutes as presented. Motion carried 7-0. 4.1 Open Forum Elk River residents Tammy Thompson of 12692 208th Avenue NW and Debbie Miller of III 12578 206th Avenue were present to ask the Commission to consider building a parking lot to the south east of the Woodland Trails park sign for overflow parking as up to 10 cars Parks&Recreation Commission Minutes Page 2 October 17,2017 • on the weekend are parking on their neighborhood street and walking across to the park. Some of the cars have remained after 10pm and neighbors have called the police about it. They don't feel safe with the cars parked in the neighborhood. This will be added to a future agenda when Commission members have aerial maps, ROW and street width information. 4.2 Open Forum Mr. Hecker received an email from Michael Schroder,park steward of the Friends of the WHHCA group asking the Board for consideration of several items for the conservation area: 1. Bike Rack to accommodate the numerous people who ride their bikes to the area; 2. A year round porta-potty so people accessing the area don't have to eliminate in the woods; 3. A volunteer sign added to the kiosk to solicit volunteer participants from conservation area attendees; 4. A 4-wheeler ATV and a poly dump trailer like the one at Woodland Trails Regional Park. Mr. Niziolek will check with the high school shop class about welding together a bike rack. It was also suggested as an Eagle Scout project. Mr. Hecker will check with Lessard Sams to see if a porta-potty and bike rack are possible and will get costs;as well as fix the motion light on the Quonset hut that doesn't turn off. 5. Action Items 5.1 Park Improvement Fund Mr. Benoit recapped the projects discussed in the last worksession.A worksession was recommended for Bailey Point Nature Preserve site preparation in which FMR and the Bailey Point Nature Preserve stewards should be in attendance. Moved by Commissioner Niziolek and seconded by Commissioner Kallemeyn to approve the 2018 Park Improvement Fund projects as presented. Motion carried 7- 0. 5.2 Appoint an Arena Design Team Representative At the previous City Council meeting,Council approved 292 Design Group as architects for the design of the new arena and Lions Park.At last night's meeting, City Council INATUPEI iii l IT Parks&Recreation Commission Minutes Page 3 . October 17,2017 approved hiring a construction manager for this project. City Council asked Mr. Hecker to obtain a Commission volunteer to sit on the Arena Design group. This is a fast paced project;meetings will be every Monday from 1-4pm for the next couple months. Commissioner Sagan said he will be able to commit to the meeting schedule. Chair Anderson asked if other board members could sit in on the meetings as their schedule permits. Mr. Hecker said they can,but they have to stay current on the project if they voice comments. Moved by Commissioner Holmgren and seconded by Commissioner Soltvedt to approve Commissioner Sagan be appointed to the Arena Design Team. Motion carried 7-0. 6. NRPA Presentation: Conservation Partnership for Parks and Recreation" Mr. Hecker shared the presentation he gave at the National Recreation and Park Association conference held in New Orleans in October.There were over 7,000 park and recreation professionals at the conference and over 300 at this education session which focused on forming partnerships to work around limited budgets. 7. Parks and Recreation Director Update • There were no questions about the Director Update Report. 8.1 Recreation Manager's Update Mr. Benoit shared highlights about the 2017 Spooktacular held on October 7h. There were no questions about the Recreation Managers Update Report. 8.2 Park Superintendent's Update Mr. Benoit presented the Park Superintendent's Update report. 9. Announcements I 0.
